Roger,
Thank you for your comments. The ordinance as is proposed puts construction activities in its own
category and the hours of 7:00am – 8:00pm would apply year round. There is not currently any relief
valve written into the proposed ordinance. I will make sure your comments are part of the record
and taken into consideration as this moves through the process.

I understand that there is consideration being made to change the noise ordinance. I don’t see
anything in the proposed language regarding the winter hours. Will the winter ordinance from 6
a.m. to 8 p.m. remain the same? Will the language be left in the ordinance that allows the director
of public service to authorize temporary relief?
Changing these hours will create more challenges for the construction industry that already has
taxed manpower shortages and subcontractor shortages for public and private projects. It will also
cause cost impacts on new projects and projects that are already under construction which have bid
documents that are based on the current noise ordinance that is in place. The longer hours in the
Spring and Summer months is critical to all projects to get enclosed and ready for the inclement
weather. Changing these summer hours will cause more noise generating activities to happen in the
Fall and Winter months because they can not be completed during the times when people are more
active and away from their homes in the Summer months. You will see more activities happening
from 5 pm to 8 pm than you currently see.
This will also impact construction schedules so having a construction schedule of 8 months for a
house build this could add several weeks or a month to that schedule depending on the time of year
that project starts. We need our housing projects to get completed so we can get housing for our
residents and workers and causing delays to them would not be helpful.
Having the 6 a.m. start time for projects is critical for projects that are impacting public
transportation, schools, etc. Having work hours available at 6 a.m. allow for work to be completed
before school starts that day in a remodel scenario or on street projects where you have pedestrians
or traffic that is light during those early morning hours or later hours in areas where there is high
retail and low residential occupants.
Would you consider changing leaving the times as they are currently stated in the ordinance that is
in place and change the months that it is transitioned? Maybe consider moving it from starting April
1 to May 1 but leaving the hours the way that they are currently.
Thanks for considering these options and considering the impacts to the construction industry that
these changes would make.
