HomeBase Partners is proposing annexation and re-zoning for the ~20 acres on the corner of Bridger Drive and Story Mill Rd. In this development, the proposed zoning is dramatically different from the R-1 and R-2 neighborhoods directly adjacent to it. The current proposal includes the following zoning: - R-3 Residential Medium Density District - R-5 Residential Mixed-Use High Density District - B-2M Community Business District – Mixed I am not against development in this area, but I am against this specific proposal because it is so out of character with the surrounding neighborhood. The City has designated this land on the Future Land Use Map to be "Residential Mixed Use" and "Community Commercial Mixed Use", both of which allow for a range of zoning designations with varying degrees of density. Halloran is requesting B2M commercial zoning, which would allow 5-story hotels, 60' high apartment buildings, massive 40,000 sq ft retail stores, etc. He is also requesting R5 zoning, which would allow large 4+ story apartment buildings. It is extreme, urban density -- in a sensitive wildlife corridor that currently links the habitat along Bridger Creek with the Story Hills and East Gallatin River. And he is proposing that three of the four access points into his massive development be through the quiet streets of an R1 neighborhood. Further, he is proposing only two acres of trail, which he shows tying into the 37 acres of trails and open space that the neighboring HOA's own and pay to maintain -- providing the recreation for his development at the expense of neighbors. Additionally, because this parcel is located right on Bridger Drive, we can expect this development to cater to affluent out-of-staters paying ludicrous prices/rents for high-end condos that they'll use as ski lockers for Bridger. In fact, Halloran's application to the City states that none of this project will be affordable. This development will undoubtedly change the nature of this area and will impact traffic, mountain views, population density, wildlife habitat, night skies, and noise levels. In summary, I oppose this proposed rezoning because: - Zoning is not consistent with the existing neighborhood - This is not family housing, but luxury second home condos and commercial space - The Stockyards has already been preliminarily approved for mixed used commercial and the Cannery District is only one mile away. How much more mixed used commercial do we need in this area? - Open space is FAR below minimum standards, and designed solely for drainage. Developer plans on doing cash in lieu of open space and parks, which further degrades the character of the neighborhood. - This will make the entrance to Bridger canyon multi-story commercial and multi-story residential buildings rather than views of the M and the still-rural Canyon. - It will increased traffic in an area with no plans for an over/underpass of the railroad tracks. - The commercial access is through residential streets. The proposed development plan appears to divert traffic into quiet, family streets (One street dead ends into an alley) - No consideration for the natural wildlife corridor between the story hills and Bridger Creek.
