Mr . Glen Stensrud
Nelcon Inc .
It has come to the attention of this office that
subcontractors of Nelcon Inc . working on the Lyman Creek
water systems improvements for the city of Bozeman have
been using excessive speed .
The location in question is the access road to the
project site that crosses North Hills Ranch . Proprietors
of North Hills Ranch have made compaints and as a result
of this , the City of Bozeman has installed 15 m . p . h .
speed limit signs on either end of the road . We would
like you to inform all your employees and subcontractors
to comply with the posted speed limit .

LYMAN CREEK WATER SYSTEM IMPROVEMENTS
May 30, 1989
It has been brought to my attention by Glen Stensrud , superinten-
dent for Nelcon. , that a horse owned by North Hills Ranch was
destroyed this morning following an injury sustained over the pre-
ceeding weekend. Glen Stensrud discussed the incident with Mrs .
Rugheimer this morning and reported the following .
The injury to the horses leg was severe enough to necessitate
putting the animal to sleep . When asked when the accident occurred
the answer was simply over the weekend. Mrs . Rugheimer said that
the gate adjacent to and across the entrance road near the control
house was closed but twisted. She corrected the twisted gate upon
it ' s discovery.
Ron Portnell, employed by the City of Bozeman water department
told me he had a dark brown elderly mare limping on Friday. Also
he observed blood stained hoof prints near the bypass overflow
outlet .
Glen Stensrud and myself inspected the gates and fences that form
the border of the North Hills Ranch and property owned by the City
of Bozeman, and found no signs of blood, hair or any kind of
struggle . The cause of the incident remains unknown and Mrs .
Rugheimer has not indicated that personal involved with the Lyman
Creek Water System were negligent or responisible for the injury.
