Watermain Repair

Late last week a leak in the 18-inch supply main for the Lyman
Creek source was discovered. The Con-Agra Corporation, opera-
tors of the old Story Mill, notified the City of a flooding
situation within their grain pit. After significant field in-
vestigation by the Cit.y, it was determined that the flooding
in the -pit is being caused by a leak in the supply main.
Due to the location of the buried main with respect to the
existing grain storage warehouse, it was determined that the
main mustbe relocated. This decision is primarily based on
safety considerations for the workers. The size of the main
and necessary appurtenances necessitates the work be done by
a contractor.
The scope of work for replacing the main indicates the amount
may exceed $10, 000. State statutes require the bididng of work
which exceeds $10, 000 by the City unless an emergency situation
exists. In this instance, an emergency repair situation exists
since Con-Agra cannot move grain out of storage until flooding
in the pit is -resolved. Based on this situation, it is requested
that the Commission declare an emergency situation and waive the
bidding requirement. The City Manager should also be authorized
to siqn an agreement with the contractor recommended to perform
the relocation work.
