BACKG17OUND: Tlae adapted Integrated Water Resources flan and Implementation Plait call for enhancing the reliable supply of the Lyman. Creek source. Current reliable supply provides 1,790 acre-feet per year; however, the city's legally available supply in its current Lyman Creels water rights, is 4,346 acre-feet leaving a significant margin -A)r potential supply enhancement. A unique approach to developing this additional supply will be completed with the preliminary engineering report. The consulting engincer will study and evaluate the geology of the limestone t;ormation from which Lyman Creek emerges. The results of the study will inform development ot'detailed specifications for the drilling of exploratory wells into the limestone formation. If the wells produce, the reliable water supply of the Lyman Creek Source will be bolstered and potentially able to meet th.e amount legally available in the city's water rights. The lxrcrz of AE2S was selected as most-qualified to perform services for the project upon evaluation of requests for proposals received for the,project. Scope and fee negotiations between AE2S and city staEf'pursued to do velop the Professional Services Agreement (PSA) for the project attached to this meanoranduall. FISCAL EFFECTS: A budget of$311,511 is required to perform the scope of services negotiated in the attached PSA. Staff proposes to fund the project over two fiscal years. Work in FYI will be limited to the geologic study and completion of well drilling specificatioaas. Budget for these tasks is $80,869. The exploratory well drilling operation will be funded in the FY 17 CIP at a current planned amount of$230,641, An amendment to the FY 16 Operating and Capital Budget .f`or the city has been authorized by the City Manager in accordance with authority granted to the City Manager to administratively amend the adopted budget pursuant to Commission Resolution No. 4602, Section 4. The City Manager's amended FY16 budget created a new project for the Lyman Creek Water System Expansion Preliminary Engineering Report within the FYI 6 Water Fund CIP and appropriates $80,869 from the Water Fund reserve to complete the geologic study and well drilling specifications components of the project. Sufficient cash in the reserve was provided by Project W32 (l ine l 8" water transmission main from Sourdough Plant to Sourdough Tank) which was scheduled in the FY15 Water Fund CIP but went unspent as the project was not undertaken.
