City of Bozeman also violated the provisions of ARM 17 . 38 . 217 (12) (formerly ARM 16 . 20 . 212 (12) ) , and ARM 17 . 38 . 226 (formerly ARM 16 . 20 . 217) . The Department has recently reassessed its enforcement case load prior to adopting new enforcement procedures policy and, based upon the information currently available to this agency, it appears accurate to state that : 1) there have been no similar occurrences or documented similar violations, at the above - referenced facility, subsequent to the occurrences referenced above, and 2) either all appropriate corrective actions are complete or there is no continuing public health risk, correctable environmental effect, or currently appropriate uncompleted corrective measure owing to the actions or occurrences referenced above . The purpose of this project is to determine which groundwater drinking water sources in Montana (e.g. wells, springs, and infiltration galleries) are directly influenced by surface water sources, and to ultimately improve the quality of potable groundwater across the state. The project is known as the Groundwater Under the Direct Influence of Surface Water (GWUDISW) program. The Surface Water Treatment Rule (SWTR) of the federal Safe Drinking Water Act of 1986 requires each state to examine their public groundwater sources for direct surface water influences . The SWTR defines groundwater under the direct influence of surface water as : Water beneath the surface of the ground with: 1) significant occurrence of insects or other macroorganisms, algae, large diameter pathogens such as Giardia lambia, or Cryptosporidium; or 2) significant and relatively rapid shifts in water cha.raccerisLics SUC11 a;D LUL-1;idiity, taialvcraturc, conductivity or pH, which closely correlate to climatological or surface water conditions. To begin satisfying requirements of the GWUDISW, the DEQ is conducting a survey of all the groundwater drinking water sources in Montana. The survey is designed to eliminate groundwater sources that have a minimal risk of being under the influence of surface water. Please understand that results of this survey will NOT be used as a final determination, rather it is an initial survey to determine those sources requiring further study under this program. By their nature, infiltration galleries and spring sources will automatically require further study (but as explained below, source information will still be helpful to our efforts) . The applicable groundwater source information includes : construction details (for springs and infiltration galleries in addition to wells) ; depth below land surface to static water level; drillers well logs; distance to nearest surface water bodies; sanitary surveys; and map locations of drinking water sources . This will allow subsequent leak testing to determine if there is only a normal settling problem, or if there may be a potential structural problem at issue (in our opinion, highly unlikely). Immediate repair and dye testing is the only way to identify the problem. Floating Cover - It is strongly recommended that the City of Bozeman plan to replace the Hypalon portion of the floating cover within the next 2 - 3 years. However, given the design and construction of the HDPE cover and attached baffle, as well as its excellent condition, we would recommend retention and re-use of these portions of the cover/baffle system. By simply replacing the Hypalon skirt and corner panels, the City could realize significant cost savings, when compared to a complete replacement of the entire floating cover and baffle. Inspection Report of a Potable Water Storage Reservoir Job No. 1821 INTRODUCTION Following is a narrative summary of a visual and video inspection of a 6,000,000 gallon potable water storage reservoir located in Bozeman, Montana. This inspection was completed May 21, 1996 by Liquid Engineering Corporation (LEC) of Billings, Montana, as part of a total maintenance package which included complete cleaning of accumulated bottom material. The storage reservoir which is the subject of this report is a below-grade concrete reservoir with a floating hypalon cover and is referred to as the North Reservoir. This reservoir is approximately 260' x 155' and maintains an average water depth of 30'. Additionally,this reservoir receives direct injection of chlorine, so that it does double duty as both a clearwell and storage facility. METHODOLGY The North Reservoir was inspected by a surface-supplied commercial diver completely encapsulated in a sealed dry suit which is mated to a sealed dry diver hard hat. The diver was equipped with voice communication as well as a real-time live color video feed to the surface support and control/monitoring team. This is the fourth time LEC has examined this reservoir in the past four years. All procedures were carried-out in accordance with Liquid Engineering's Standards and Procedures. All operations, including pre-entry decontamination and disinfection were conducted in strict accordance with all applicable AWWA, NACE, ANSI and OSHA Standards and Recommendations. This narrative report is part of a complete documentation package consisting of an inspection video, drawings and checklist. These items were provided to the City of Bozeman upon completion of the cleaning and inspection operations. In addition to the visual and video inspection referenced above, leak detection dye-testing was undertaken and documented. FINDINGS Exterior Cover-An initial cursory examination of the exterior of this reservoir shows a flexible floating cover of conventional design and construction. The central portion of the cover itself is constructed of HDPE, with a perimeter skirt and corner segments fabricated of a Hypalon fabric (see attached sketch). Prior to initial entry,the LEC maintenance team pumped approximately 20,000 gallons of water from the top of the cover., The Hypalon skirt remonstrates obvious weathering and fading of the fabric, with areas of substantial wear visible in the'area of the circumferential stainless steel support strips used to bolt the hypalon skirt to the HDPE center section of the floating cover. The HDPE floating cover material, itself, appears to be in satisfactory condition with no visible areas of tearing, excessive abrasion or penetrating damage. Page 1 of 3 INTERIOR Interior Floating Cover-Upon entry into the reservoir, there is a light covering of accumulated bottom silt, similar to material removed during previous cleaning by LEC personnel. Average depth was determined to be 1/8" average depth with small localized areas approximately '/4" in depth. After removal of the accumulated bottom material, a final video and visual inspection of the reservoir was undertaken, with the following findings: HDPE Cover Material - With direct overhead sunlight, there were no visible penetrations of the HDPE cover noted;the HDPE cover appears to be completely intact. Hypalon Cover Material (Skirt & Corner Panels) - With direct overhead sunlight, there were nine (9) visible penetrations (holes) noted in the Hypalon fabric during initial entry into the reservoir, with an additional two (2) holes located subsequently, during cleaning and the final inspection. It is important to note that the water level changed during cleaning operations, as a result of water pumped out of the reservoir by LEC's maintenance equipment. During these water level variations, additional holes in the Hypalon were seen to appear and disappear as the Hypalon skirt fold pattern changed. With that in mind, we were able to locate and identify eleven specific holes in the Hypalon skirt and corner panels (see Inspection Worksheet under separate cover). It is our belief, however that additional holes exist, and further, that there is a high degree of probability that additional damage may well be hidden in folds in the Hypalon material. [When this reservoir was last inspected by LEC in 1994, our maintenance personnel identified and repaired five holes, all located in the Hypalon material of the skirt and corner panels. The year prior (1993), LEC personnel located and repaired four holes, again, limited to the Hypalon fabric. All previous Hypalon repairs undertaken by LEC remain intact.] HDPE Corner Chafing Panels - All four underwater corner chafing panels appear to be properly positioned and in good repair. Inlet, Outlet & Floor Drain - The Inlet and Outlet appear to be in good condition, with all guards and screens in good repair. The floor drain appears to be in good condition with the notable exception of the leak described below. Hatches - Both access hatches and associated float structures appear to be is good condition, with no visible damage to the HDPE/hatch interface or hatch structure. HDPE Baffle - This baffle was repositioned by LEC personnel in 1993, from a floating position underneath the floating cover, to its current floor position. The baffle is still in proper position and appears to be in excellent condition. All attachments, as well as the LEC installed baffle weighting system, appear to be intact and in good repair. Walls - The sloped walls appear to be in good condition, with the notable exception of what appears to be a settlement crack located on the north end of the east wall. The length of this crack is approximately fifteen feet. This crack was dye tested (with FDA Approved food-grade dye), and found to have numerous small leal.ks(see video). z# Floor - The floor of the reservoir was inspected after removal of accumulated bottom material, and was found to be in excellent condition. There is no cracking of the floor slab noted, nor any visible damage (e.g., spalling)or deterioration of the floor slab proper. Page 2 of 3 There are, however, numerous small leaks which were identified in the floor-to-wall expansion joint along the perimeter of the floor slab. These leaks appear to be localized in the north end of the east wall (in the crack referenced above), in the south end of the west wall, and in the vicinity of the floor drain located in the floor drain sump(see inspection worksheet&video). IMPRESSION The overall condition of this reservoir is consistent with a concrete lined below-grade tank of its age, impacted by Montana's climate. Based on our visual examination, the original concrete construction appears to be of first-class workmanship and materials. With this in mind, it is troubling to find the leaks which appear to have developed during the two years since our last inspection. It is quite possible, of course, that these leaks have been present for a number of years, but remained undetected by the utility or during previous inspections. As described above, these leaks are quite small, both in terms of size, as well as volume of water loss. Respecting the floating cover, it is obvious that the overall condition of the HDPE portion of the cover and attached HDPE baffle appears to be in very good to excellent condition. The Hypalon fabric of the skirt and corner panels is, however, in extremely poor condition, with measurable deterioration apparent with each subsequent inspection. Further, it appears that the rate of this deterioration is accelerating each year. Contrasting the condition of the HDPE with the Hypalon, the overall condition of the Hypalon fabric appears to be very poor. RECOMMENDATIONS Floor - It is recommended that the City of Bozeman repair the existing leaks in the floor as soon as practical. This will allow subsequent leak testing to determine if there is only a normal settling problem, or if there may be a potential structural problem at issue (in our opinion, highly unlikely). Immediate repair and dye testing is the only way to identify the problem. Floating Cover - It is strongly recommended that the City of Bozeman plan to replace the Hypalon portion of the floating cover within the next 2 - 3 years. The DNRC is continually examining opportunities to save local governments money through various methods . In recent months we have been working on a program to advance refund some of our outstanding Water Development Bands (the "Bonds" ) to pass on savings to the underlying local government borrowers . Unfortunately interest rates have risen recently thus reducing the available savings below the level we feel is necessary for you. It is quite possible that interest rates will fall back to levels sufficient to warrant the refunding program. Accordingly, we are asking you to authorize us to move forward with the advance refunding. under certain circumstances anytime between now and the end of this calendar year. As mentioned, this refunding is interest rate sensitive and will only be completed if prevailing market interest rates allow us to reduce your average annual debt service payment by at least 2.5-% following any subsidized interest rate period. If you are currently at a subsidized rate of interest you will get the lower of the subsidized rate or the refunding rate of interest for the rest of the subsidized term. It is important to note that there is no cost to be borne by you if the refunding is not completed due to prevailing market interest rates. If rates do decline such that sufficient savings can be realized, we will advise you of the DNRC intentions to proceed. However, we are allowed to "advance refund" the outstanding bonds before the first prepayment date by securing the bonds with U. S. government securities in an amount sufficient, together with the interest earnings on the securities, to pay debt service on the outstanding bonds until the first prepayment date and to prepay the bonds which remain outstanding on that date. This type of refinancing requires us to sell more new bonds than the amount of bonds we are refinancing, for two reasons . First, the financing cost relating to the advanced refunding of the Bonds will be approximately 2% . Second, and of potentially greater financial impact, federal regulations require that the interest rate on the pledged U. S . government securities shall not exceed the interest rate on the new issue of refunding bonds . Since the interest rate received on the pledged securities will be less than the interest rate which must be paid on the outstanding bonds, we must purchase more government securities than the principal amount outstanding on the bonds . (We should emphasize that the advanced refunding process and the impact we have just described is no different from what would be involved if you had issued bonds in the public market initially to finance your water development project and now wished to take advantage of lower interest rates) . As a result of the need to sell new bonds in an amount which exceeds the outstanding Bonds, it will be necessary to increase the principal amount of your loan, while reducing the interest rate on your loan to a current market interest rate. While the principal amount of your loan would increase, the reduction in interest rates would more than offset such principal increase, resulting in a total debt service savings to you. Final terms of the refinancing will be established at the actual time we sell the Bonds . To enable us to quickly take advantage of available savings if interest rates drop, we are asking you conditionally approve this refunding program. If you wish to refund your loan with us to enjoy the lower interest rate and resulting debt service savings if the program can be completed, you should refer to the accompanying Resolution of Intent and instruction sheet. Your payments to DNRC will not change until such time as we are actually able to refinance our bonds . Until further notice please continue to make all regularly scheduled debt service payments. If you do not wish to refund your loan with us it is important to realize that any future prepayment of the loan will still require a prepayment premium, for the reasons stated earlier in this letter. This year there was a major blizzard and wind storm during our time in the area so the student maps were incomplete. We allocate a brief time for each exercise and slippery footing made the problem dangerous. As a result the students did not cover much ground and their maps are incomplete. I have complied maps from an earlier project and some limited work this year. This map must be considered very preliminary. I wish I could give you a better map, but you will notice some changes relative to the map that Roberts published on the area in 1964. Our preliminary results modify Roberts work and suggest that there is an overturned anticline (now a synform) to the south of Lyman Creek. This fold was not mapped by Roberts. The map I have attached will undoubtedly be modified in the future. More detailed work is definitely still needed in the area, but the rocks are covered by trees and soil which make high precision mapping difficult. More time, careful work, and good cross sections are needed in this area to really answer the questions you asked. I am watching for senior theses for this problem, but need the right student. Again, thank you for permission to work in the Lyman Creek Municipal Watershed with our students. I wish we could have made more progress this year. Perhaps more can be made in the future. The department must consider the condition of the manhole overflow in the future. Our concern is, with time, the integrity of the water tight lid may be compromised. Gaskets may fail, bolts may be lost or simply not used, or the lid itself may be replaced with another lid that is not watertight. All of which may result in direct inflow of surface water during runoff events. Essentially, the manhole overflow is a collection box. Department standards require that the access to a collection box be curbed, with overlapping lids and' lockinghasps to prevent unauthorized entry. The manhole access must be curbed four to six inches above grade and must have an overlapping access lid with a two to four inch lip or other suitable water tight lid. The locking hasp is optional since access to the area is denied. The department generally prefers to -- see concrete collection chambers that do not have joints. However, we are willing to accept the current manhole design provided that the manhole is leak tested and the results of that testing are submitted to the department for review. The test should be run for at least 4 hours after a suitable soaking period and the results should be reported in gallons per some unit time (day, hour, or minute) . Also, report the depth to high groundwater at the manhole location and the depth to the manhole bottom. AN EOUAL OPPORTUNITY EMPLOYER" Consideration might also be given to connecting the inlet and outlet pipes and teeing in a riser pipe for the overflow. Of course, this must be designed to provide the appropriate flow to the system under all conditions of flow. Such a design would allow you to eliminate the manhole. While your letter indicated a response was not necessary if we anticipated meeting the deadline, I did want to update you on our situation. if you have not already received our request, please consider this letter a formal request of the Montana Department of Health & Environmental Sciences to reclassify the Lyman Creek source as a groundwater supply. We are in receipt of Dave Aune's letter to Dave Mell regarding the subject manhole's deficiencies as determined by the Water Quality Bureau. We are currently reviewing ourplan of action in-house and have contacted the project's design engineer regarding same. Assuming we get the Bureau's approval of our plan in a timely manner, we will meet the 29 June 1993 deadline. In regards to Mr. Aune's letter, the access to the manhole will be upgraded to prohibit unauthorized access and to eliminate the possibility of inflow of surface water. However, the concerns regarding the joints in the manhole are more difficult to address and will require thoughtful consideration. As you are probably aware, the overriding design criteria for the collection box construction was that the hydraulics of the spring not be disturbed. Of particular concern was that water not be backed up into the spring, at risk of negatively affecting the source, perhaps permanently. January 15, 1993 Page Two of Two The proposed leak testing of the manhole appears impossible to accomplish without violating this criteria. Currently, we have no way of isolating this existing manhole in order to conduct the requested standard leakage test. At this point, l believe we will be proposing an alternate method of satisfying the Bureau's concerns about the joints. l have attached a photocopy of a portion of the design plans, as approved by the Department, for the manhole construction indicating an earlier acceptance of the joints. l have also asked for copies of the shop submittals on the manhole from the design engineer which l will forward so we can all be sure of the details of construction. In any case, we will be submitting plans for the upgrading of the manhole to satisfy the Department's criteria as quickly as they are completed. l look forward to a timely review and approval so that we can complete the work well in advance of the deadline date. The State of Montana recently adopted rules pertaining to the filtration of drinking water in Montana. These rules apply to more than 100 private and public drinking water systems. I believe at least one of these lies in your district. Of the 100- plus system, twenty seven must begin procedures for 1) avoiding— filtration or 2) developing a filtration capability for their surface water systems. While clean safe drinking water is a highly laudable goal, the coasts associated with these filtration requirements may be prohibitive. The State of Montana has developed rules which are more stringent than those suggested by the Environmental Protection Agency (ERA) . Estimates for the cost of building filtration depend, of course, on the size and type of surface water System, but they can range upward to $1 million. It is poor public policy in my opinion to mandate such water filtration without providing the financial assistance for these small, mostly rural. systems. I hope you will check with the owners and operators of the surface water systems in your area and with Mr . Dan Fraser , Department of Health and Environmental Sciences to determine the specific situation for your systems. There are some things we can do at the legislative level next session to ease this situation. I am a hydrogeologist and a resident of the Gallatin Valley. You may remember that we spoke about Lyman Creek Spring in early 1989 when the city was constructing the springbox and pipeline there. My concern with Lyman Creek spring is that although it is technically a ground water source, the spring very likely drains from the karstified Madison aquifer in the Bridger Range. There are many such springs along the flanks of ranges in Montana and Wyoming and I have researched them extensively for various clients and for the University of Wyoming. Most of these springs drain through karst (solution) channels in the limestone. They generally do not provide the filtering or adsorption that is common in clastic aquifers. I have observed several become turbid during spring runoff similar to surface streams. Box 8243 Missoula, Montana 598O7 The Madison aquifer is one of the most important agricultural and municipal water sources in the foreland basins of Montana and Wyoming, In most areas, the Madison aquifer is composed of the Madison Group of Mississippian age, the Jefferson Dolomite of Devonian age, and the Big Horn Dolomite of Ordovician age. These limestones and dolomites are commonly karstified in the recharge areas where they crop out on the crests and along the flanks of foreland uplifts. Ground water flows rapidly through the karstified fractures and bedding planes of these carbonates in circulation systems that are independent from the surface drainage patterns of most foreland ranges. The Madison aquifer receives most of its recharge from precipitation and snowmelt on outcrops along the crest and flanks of foreland uplifts. However, only a small percentage of the total recharge on the outcrops eventually reaches the basinal portion of the Madison aquifer, The majority of precipitation and snowmelt that infiltrates the Madison aquifer in foreland ranges is discharged from large regional karstic springs. These springs are typically located at the lowest outcrop elevation of the Madison aquifer where streams have dissected the mountain front, The Madison aquifer along the flank of a foreland range is a huge reservoir of water that can maintain large flows at the regional karstic springs throughout the year. Discharge from these springs ranges from 1 to 50 cubic feet per second and usually increases dramatically during the late spring and summer when the snowpack melts. Because of their large year-round flows, the regional karstic springs are important water sources for agricultural and municipal water users near foreland ranges. The ground water recharge areas for these springs can be up to tens of square miles. The extent of the recharge area for each spring is determined by the outcrop pattern and geologic structure of the Madison aquifer within the range, The ground water flow patterns through the Madison aquifer within the range are often quite different than the surface water drainage patterns. Ground water flow rates through the solution channels of these foreland karstic aquifers have been measured by dye tracings at more than 3 miles per day. Due to the rapid ground water flow rates and the complicated flow patterns, ground water recharged in one surface drainage basin may quickly discharge from a spring in another surface drainage basin. Political and jurisdictional boundaries usually coincide with surface-drainage basin boundaries, while ground water recharge and discharge areas along foreland structures can be quite different. Consequently, resource exploitation, agricultural use, and recreational developments within one surface drainage basin can rapidly impact water quality and quantity both within and outside that surface drainage basin, and perhaps affect other jurisdictions as well, Ow lracI ,. Roy confided that the Dept . has never given the MH joints much attention on other Spring Boxes - Bozeman's is different only in that it involves adjusting rings to meet the roadway surface . Referring to WQB 1 , Roy indicated criteria for ground level .storage tanks is that accesses must be finished at 24" to 36" above the ground with a 2" overlapping lid. He was not sure where D. Aune can up with the 6" curb. Roy indicated that Butte may have obtained a deviation from the screening requirement with a Flapper Valve on an overflow similar to ours . We may just want to go ahead and install a screen any way fot fail/safe . Ten States says 24 mesh, but Roy indicated the Dept . favored of something like an 8 mesh to help avoid plugging. I discussed our dilemma for leakage testing the manhole joints due to flows and suggested that perhaps if the adjusting rings were replaced with a 24"-30" riser section (sealed with "Ram Nek" which is currently AWWA approved for water) and an overlapping lid, the Dept . may be satisfied and not require the MH leakage test . Since receipt of your letter, I have received the video tape on the underwater inspection. During construction of the floating cover, I personally inspected the inside of the new liner. At that time the cover was being checked for leaks by inflating the cover by means of an air eductor fan borrowed from the City of Bozeman Fire Department. The procedure was to install the fan on the north most access hatch, and once the cover began to inflate, enter from the south hatch. During my inspection, I located the baffle and inspected the configuration and length. It appeared to me that the baffle was in place with weights at the bottom and was constructed as originally planned. I'm not sure what happened to this baffle, whether it was removed after my visit or if it has become detached and is floating on the surface. If your underwater inspectors arc going to return, I would like to have them visually inspect the underside of the floating cover for an indication of a torn or removed baffle. Also have them look around on the water surface for a floating baffle. At your earliest convenience, I would like to schedule a meeting to discuss this item. GG/zdb Nr DRAFT DID AFT GROUNDWATER DISINFECTION RULE July 31, 1992 CC- OF THIS REGULATION IS TO 'ATERBORNE INFECTION BY -w �-- fSES AND BACTERIA. TERIA ARE A POOR INDICATOR ONTAMINATION, THE TOTAL .ULE IS INSUFFICIENT FOR kGAINST VIRUSES. Note: We're talking about preventing infections, not necessarily illness. Infections occur at a much higher rate than you 'd expect. An example is the Cholera Epidemic in so. America. 75% of those infected did not show symptoms, 20% had mild diarrhea and only 5% had severe, life-threatening diarrhea. By controlling infection by pathogens, we decrease the number of pathogens shed by infected individuals and, in turn, decrease the number we're exposed to in the environment. This regulation applies to all public water systems in the nation. This includes community, and transient or non-transient non-community systems. This regulation is a treatment technique to control bacterial and viral pathogens. It is in lieu of MCLs for viruses, HPC and Legionella bacteria. MCLs for these organisms are not feasible because the methods to detect them in water stink! After the rule is final (expected in 1995) community systems that do not already disinfect will have 54 months to install disinfection, obtain a variance, or qualify for "Natural Disinfection" criteria. Non-community systems that do not already disinfect will have 78 months to do the same. Systems already disinfecting when the rule is final will have 18 months for community and 30 months for non-community systems to meet the monitoring and performance requirements. THE GUTS OF THE REGULATION: All public water- supplies must disinfect unless: 1. Natural Disinfection Criteria is met. Natural disinfection is, "source water treatment via virus attenuation by natural subsurface processes such as virus inactivation, dispersion (dilution) and irreversible sorption to aquifer framework solid surfaces". HM? - this means there has to be natural protection to keep viruses out of the source through natural filtration or die-off. It is likely minimum distances to sources of fecal contamination (inCkiding surface water) will be established as well as minimum travel times for the water to get from a fecal source to a well. T MS COULD MEAN TROUBLE FOR OUR ALLUVIAL WELLS! Deep wells with an upper confining layer or with a thick unsaturated zone would likely be okay or... 2. The system qualifies for a Variance. A variance means that equal protection is obtained without disinfection. The draft indicates this is more difficult to obtain than "Natural Disinfection" credit. but in either case... 3. The system must not be vulnerable to virus contamination. Distribution system Requirements: 1. The following must be met in at least 95% of the samples collected each month for two consecutive months: Community systems must have 0.2 ppm residual (didn't specify free or total) entering the distribution system. This residual is monitored at least once each day from each well or well field (if more than one well combines for disinfection prior to reachii-ig 0 distribution system). Continuous monitoring may be used instead of grab samples. Also, a detectable residual must be at all Points in the distribution system or HPC must be less than 500/n11. Minimum criteria for this waiver would be a cross connection and backflow prevention program. Violation of the rule would be if more than 5% of tl,e samplcs taken each month did not meet these requirements for two consecutive months. Non-Community systems would not have a distribution system requirements unless they have more than 15 connections such as in a RV park. Then the Community system requirements for distribution residual would apply. 'WHAT ABOUT UV? UV lights would require a sensor and recorder at each well at all times. These inspections were all videotaped, a copy of which can be made available to you. The reason for writing this letter is two-fold. First, as you can see from the attached worksheet, the inspector in the Lyman Creek Reservoir could not locate the baffle that was part of the design of the reservoir cover. / do not recall deleting this important element from the project. Please review your project records for the explanation, if there is one, of this discrepancy between the design plans and as-constructed condition, and advise as quickly as possible. By "total enclosure" , I mean construction of an enclosed spring box at the source of the spring, piping the water to the reservoir and construction of a cover over the reservoir. Imrrovements less than these tiuould be inadequate to insure a safe iiater supply. When these imTrove uts are added, other benefits (besides protection against Giardia) would include: 1. protection of water in the reservoir against aerial spraying, dusts, vandalism and waterflow . 2. Ploy reduced chemical costs because chlorine lasses in the reservoir would be minimized. Details on the results of the examination are as follows: 1. 1070 gallons of water were sampled from a tap on the fluoridation equipment. This water has not yet reached the reservoir and is not chlorinated. The water turbidity was recorded at 0. 65 HTU on the WQB meter, and has been averaging 0.2 NTU on the Bozeman meter. 2. 103 gallons of the water were processed and observed for the kinds and amounts of particles present. This water contained heavy algae and diatom populations, moderate amounts of plant material, and a few protozoa, insects, and fine debris (decomposing organic matter) . This plant material is significant in that is is the fecal material of rodents known to carry Giardia infections like beaver or muskrat. Although it does not appear that these animals are permanent residents, the plant material shows that they have access to the water supply and can deposit Giardia cysts if infected. The Other particles are normal for surface water supplies and are of no health significance: in themselves. 3. There were no Giardia cysts- detected in 350 gallons of water, but it must be anticipated that they can occur - -sporadically and at any time. 4. Chlorine contact times for this supply should be calculated from the retention time in the pipes as short circuiting can occur in the 6 million gallon reservoir. This contact time is calculated from 5065 feet of 18" pipe for 66,900 gallons . For the average daily use of 220,000 gpd a time of 440 minutes is obtained, however for the maximum of . 3 million gallons a day this drops to 32 minutes of contact. Water temperatures are reported at 38F ( 3. 2C) and the pH was not known. •Ar:COi7A! Please accept my apologies for the delay getting these results to you. As the reports detail, the water plant is producing a high quality effluent which reflects effective filtration and Giardia removal. Please thank Dean for his time and cooperation with the sampling and survey. It is obvious that the plant is conscientiously operated and well maintained. The Lyman Creek supply did not contain any cysts but there are several indicators that potential Giardia carriers have transient contact with the supply. Through my calculations, based on water- retention in the water mains only, there is sufficient chlorine contact time for the current water conditions. i have enclosed the paper presented by Dr. Hibler at the 1986 AWWA Conference in which he reported his data on Giardia disinfection trials. As you can see by the -- report, these values are about twice what the current --- --information requires, and these doses may become the new standards. Protection of the system against contamination (by the enclosure you are considering) and possible baffling - of the reservoir to help with contact time are the two recommendations I will make to the Water Quality Bureau. ` Dan Fraser, Supervisor of the Drinking Water Section, has suggested that we all try to meet to go over some of the improvement alternatives you have planned for the Lyman Creek system. In consideration of such mutual benefit, the parties hereto agree as follows: A. THE COOPERATOR AGREES: 1. To be responsible for: Furnishing the following area which contains the noxious weeds leafy spruge and Canada thistle, for use of ARS for the purpose of carrying out entomological experiments for the control of such weed species, such weed plants to be free from herbicide application, mowing or disturbance by the cooperator during the period of this agreement. This area, known as Lyman Creek is located about 3 miles north east of the city of Bozeman, HT 2. To grant ARS representatives such rights to ingress or egress use of property as may be required for the conduct of the research and to obtain the results thereof. 3. To allow ARS to take necessary measures to protect the study area, equipment, target plants, and bioagents, by various methods (i.e. posting the research area and/or building or allowing the construction of enclosure(s), fence(s), etc. ) against destruction or removal for the purpose of providing accurate results in the research. 4. To allow ARS to take necessary measures to study various methods of control of destructive and noxious weeds which are injurious to the cooperator's land for the purpose of developing more effective methods for economically controlling such weeds. B. ARS AGREES: 1 . To be responsible for. Furnishing one or more species of biological weed controlling agents and such additional supplies, equipment, material, and personnel as may be required to conduct research. All supplies, . equipment, and material remain the property of the ARS. Biological weed control agents outside the research area may become the property of the cooperator with the approval of the Researcher in Charge. All biological control agents within the designated research area remain the property of the ARS until AGREEMENT NO. 58-5432-1-211 such time as the experiment is terminated. These agents then become the property of the cooperator. 2. To use only such materials and equipment on the land or crops of the Cooperator as have been, previously tested and have shown no serious harmful effects at the concentrations and in the manner employed. 3. The purpose is also to give my field geology students a final map problem with real research implications. At the time we spoke, you indicated that you forsaw no problems with seven or fewer students mapping in the part of the Lyman Creek watershed which is posted to prevent human access to the area delivering the city water supply. I would like to formally request permission to gap with my students in Lyman Creek. The students and I would be mapping during the week of 22 July 1991. 'The report is kept in our files mainly for our reference. I have no comments regarding any operation and maintenance deficiencies. The south side supply is obviously in a state of disruption because of construction. The north side supply appeared well-maintained (see comments below) and record-keeping was very complete as usual. Since the Giardia lamblia organism has been found in the Lyman Creek supply, it's apparent that either treatment or total enclosure of the system will be necessary. By "total enclosure", I mean construction of an enclosed spring box at the source of the spring, piping the water to the reservoir and construction of a cover over the reservoir. Imiyovements less than these would be inadequate to insure a safe water supply. When these improvements are added, other benefits (besides protection against Giardia) would include: 1. Protection of water in the reservoir against aerial spraying, dusts, vandalism and waterflow . 2. Much reduced chemical costs because chlorine losses in the reservoir would be minimized. This would also provide much better chlorine residuals in the distribution system. 3. Details on the results of the examination are as follows: 1. 1070 gallons of water were sampled from a tap on the fluoridation equipment. This water has not yet reached the reservoir and is not chlorinated. The water turbidity was recorded at 0.65 NTU on the WQB meter, and has been averaging 0.2 NTU on the Bozeman meter. 2. 103 gallons of the water were processed and observed for the kinds and amounts of particles present. This water contained heavy algae and diatom populations, moderate amounts of plant material, and a few protozoa, insects, and fine debris (decomposing organic matter) . This plant material is significant in that is is the fecal material of rodents known to carry Giardia infections like beaver or muskrat. Although it does not appear that these animals are permanent residents, the plant material "shows that they have access to the water supply and can deposit Giardia cysts if infected. The other particles are normal for surface water supplies and are of no health significance in themselves. 3. There were no Giardia cysts detected in 350 gallons of water, but it must be anticipated that they can occur sporadically and at any time. 4. Chlorine contact times for this supply should be calculated from the retention time in the pipes as short circuiting can occur in the 6 million gallon reservoir. This contact time is calculated from 5065 feet of 1811 pipe for 66,900 gallons. For the average daily use of 220,000 gpd a time of 440 minutes is obtained, however for the maximum of . 3 million gallons a day this drops to 32 minutes of contact. Please accept my apologies for the delay getting these results to you. As the reports detail, the water plant is producing a high quality effluent which reflects effective filtration and Giardia removal. Please thank Dean for his time and cooperation with the sampling and survey. It is obvious that the plant is conscientiously operated and well maintained. The Lyman Creek supply did not contain any cysts but there are several indicators that potential Giardia carriers have transient contact with the supply. Through my calculations, -- based on water- retention in the water mains only, there is sufficient chlorine contact time for the current water conditions. 1 have enclosed the paper presented by Dr. Hibler at the 1986 AWWA Conference in which he reported his data on Giardia disinfection trials. As .you can see by the report, these values are about twice what the current - ---information requires, and these doses may become the new standards. Protection of the system against contamination (by the enclosure you are considering) ' and possible baffling of the reservoir to help with contact time are the two recommendations I will make to the Water Quality Bureau. - Dan Fraser, Supervisor of the Drinking Water Section, has suggested that we all try to meet to go over some of the improvement alternatives you have planned for the Lyman Creek system. In consideration of such mutual benefit, the parties hereto agree as follows: A. THE COOPERATOR AGREES: 1. To be responsible for: Furnishing the following area which contains the noxious weeds leafy spruge and Canada thistle, for use of ARS for the purpose of carrying out entomological experiments for the control of such weed species, such weed plants to be free from herbicide application, mowing or disturbance by the cooperator during the period of this agreement. This area, known as Lyman Creek is located about 3 miles north east of the city of Bozeman, MT 2. To grant ARS representatives such rights to ingress or egress use of property as may be required for the conduct of the research and to obtain the results thereof. 3. To allow ARS to take necessary measures to protect the study area, equipment, target plants, and bioagents, by various methods (i.e. posting the research area and/or building or allowing the construction of enclosure(s), fence(s), etc.) against destruction or removal for the purpose of providing accurate results in the research. 4. To allow ARS to take necessary measures to study various methods of control of destructive and noxious weeds which are injurious to the cooperator's land for the purpose of developing more effective methods for economically controlling such weeds. B. ARS AGREES: 1. To be responsible for: Furnishing one or more species of biological weed controlling agents and such additional supplies, equipment, material, and personnel as may be required to conduct research. All supplies, equipment, and material remain the property of the ARS. Biological weed control agents outside the research area may become the property of the cooperator with the approval of the Researcher in Charge. All biological control agents within the designated research area remain the property of the ARS until AGREEMENT NO. 58-5432-1-211 such time as the experiment is terminated. These agents then become the property of the cooperator. 2. To use only such materials and equipment on the land or crops of the Cooperator as have been, previously tested and have shown no serious harmful effects at the concentrations and in the manner employed. 3. I would like to formally request permission to map with my students in Lyman Creek. The students and I would be mapping during the week of 22 July 1991.
