Wysocki., City Manager FROM: Lance Kelley, Engineer RE : Lyman Creek Development ------------------------------------------------------------ As requested, I have reviewed the Lyman Creek Watershed Development with particular emphasis on the apparent water sources by-passed by this phase of the development project . In this phase the Lyman Creek collection piping will proceed from the yard piping/reservoir, past our existing diversion to a newly installed diversion collection site near the foot bridge on Figure 1 . The previously existing structure (parshall flume) is temporarily capped, to produce some quality consistency in the water entering the pipe . As this project does not completely address all of the Water Quality Bureau ' s concerns regarding a fully enclosed or filtered system , subsequent development and containment of the Lipper spring may prove the lower: diversion unnecessary by disrupting the recharge rate of the aquifer. Disrupting the recharge rate may cause a volume reduction to the lower diversion to the point where there is insignificant or no flow. Until the impact of future development is known, my recommendation is in accordance with that of Fred Shields , Water Superintendent , that the temporary caps at the lower diversion be located and marked, and their location be carefully logged by the Engineer. Should the development substantially decrease the aquifer recharge rate the lower diversion can be removed, and the piping permanently Capped and sealed. In addition to awaiting the development results , we may want to pursue acquiring a Beneficial Water Rights Permit from the Department of Natural Resources and Conservation to protect the water rights of those waters which are subject to collection by the lower diversion, but not by the current , partial development of the upper portion of the watershed. Forbes, Director of Public Service FROM: Fred Shields, Water/Sewer Superintendent RE: Location of temporary cap on supply line at existing, original, diversion on Lytaan Creek DATE: .August 1, 1989 ---------------------------------------------------------------------------- Would it be possible to have Gaston Engineering pinpoint and mark, with a steel fence post, the location of the temporary cap on the new main sine at the old diversion on Lyman Creek. The area will probably become overgrown with weeds and brush in a very short time, and it would certainly 'help to have a precise location when we reconnect to the existing diversion. As you are aware, this connection must be made in order to utilize all of the Lyman water that the city has rights to. Dodge Jr. In item 11. Right of Access. Ism confused. Do we still have the right to place a supply line to the temporary plug on the new line at the Old diversion structure? If not, we do need to clarify that It is essential so we can use water flaw at this point again in the future.
