ENGINEERING COMMENTS:
Easements
1. BMC 38.410.060 Easements - Front setback utility easements must be ten feet wide, and must
always be provided unless written confirmation is submitted to the community development
department from all utility companies providing service indicating that front setback easements
are not needed.
Written confirmation from the utility service providers approval of the proposed site-specific
utility easements shown on the site plan is provided.
2. DSSP V.D - Permanent structures or significant landscaping may not encroach on utility
easements or be within 10 feet of utility mains and services.
Acknowledged.
Water Rights
1. BMC 38.410.130 (A) (1) Water rights - CILWR must be paid prior to site plan approvals.
Acknowledged. The applicant has determined the CILWR fee in conjunction with Griffin
Nielsen. CILWR will be paid prior to final Site Plan approval.
Stormwater
1. Proposed sand oil separators for the surface lot and internal parking are not required. Please
disregard previous comments requiring sand oil separators.
Acknowledged. The sand/oil separators are no longer proposed in either location.
Water and Wastewater
1. DSSP V.6.g - The applicant is proposing to connect to the existing fire and water service from the
existing One 11 building. The applicant must provide pipe location and meter sizes from the
main to the new addition to the building and calculations that show the existing fire and water
service lines have capacity to support the additional use.
Acknowledged. The engineering report shows that the existing One 11 4” water service has the
capacity to serve One 11 2.0 addition from the water main to the riser room, but the existing 3”
meter will need to be replaced with a 4” meter. Detailed information regarding new interior
fire and water pipe locations, meter and pipe sizing, and hydraulic capacity calculations after
the existing One 11 riser room is provided with the building permit submittal.
2. DSSP V.6.h – Water and sewer services for the existing structure proposed to be demolished
must be abandoned at the main.
Acknowledged. Demolition notes have been updated to include the requirement for water
services to be abandoned at the mains.
Transportation
1. 38.220.080 Site Plan Submittal Requirements – Traffic Impact Study (TIS):
a. The TIS must analyze the existing condition and future impacts on the North Wilson
Avenue corridor. Including the intersection of Wilson and Peach.
Un updated TIS is provided with this analysis.
a. The TIS must show trip distribution on to adjacent and nearby local streets and analyze
the local intersections to determine if additional traffic control devices will be necessary.
Un updated TIS is provided with this analysis.
b. The TIS must be updated to address the addition of the proposed surface lot.
Un updated TIS is provided with this analysis.
c. The TIS is written for the whole North Central Master Site Plan. Further clarification
requested with the site plan response letter will be provided prior to the master site
plan revision.
Acknowledged.
2. The applicant is encouraged to make the following corrections to the proposed traffic circle.
a. Taper the curb instead of the proposed abrupt 90-degree vertical angle.
The plans have been revised to specify a taper.
b. Raise the center of the circle to 6” above asphalt.
The plans have been revised to show a 6” height above asphalt.
c. Install chevron directional signs or round-a-bout signage on all 4 legs of the traffic circle.
The plans have been revised to include 4 signs in the traffic circle, providing signage on
each of the four legs.
d. Mark the curb with yellow epoxy paint.
The plans have been revised to include the specification of yellow epoxy paint.
ENGINEERING ADVISORY COMMENTS:
Water and Wastewater
1. The applicant may be required to televise the sewer main pipe to verify the condition prior to
connection.
