It is closely associated with site 24GA1687, a brick-faced commercial building with a stuccoed addition (319 E Mendenhall) abutting 317 E Mendenhall to the east. Site 24GA1687 was recorded in 2009 by RTI, Inc. That building is currently housing the Bozeman Taproom. The recessed north end of the 317 E Mendenhall currently houses the Fresco Café restaurant and kitchen; the long, east portion of the building that faces East Mendenhall, houses the offices of the Natural Resources Defense Council (NRDC). The building is concrete block with a flat roof with a stepped parapet. The exterior is partially stuccoed, primarily on the south facade; the remainder is white-painted concrete block. The south facade contains a centered bank of four modern tinted fixed windows. No entry is present. To the west, extending from the corner of the facade, is a metal-arched entry leading through a greenspace/courtyard to business entrances along the west elevation and the south elevation of the set-back north wing. The north (wing extending west) is a former garage and also has a stepped parapet and modern aluminum framed storefront in place of the original vehicle bays. Doors and windows present throughout the building are all modern metal-framed windows. The building is in excellent condition. It is bounded to the west by Bozeman Creek, with deciduous trees and shrubs lining the west property boundary. The buildings immediately to the east are contemporaneous and in similar condition. Alterations to the exterior cladding and the replacement of original windows and augmentation of original openings affects integrity of materials, workmanship, and feeling. Other aspects of integrity are retained, such that the site is able to convey historic character. MONTANA HISTORIC PROPERTY RECORD PAGE 3 History of Property Property Name: 317 E Mendenhall St Site Number: 265 HISTORY OF PROPERTY The building recorded appears to have multiple construction dates but was completed in 1956. As early as 1912, a single-story wood-frame dwelling was present at this location (Sanborn, 1912) and appears to have been expanded and used as a residence for several different people (R.L. Polk, 1935-1942). By 1942, there was a separate garage building at the rear (north) of the property that had been converted into a plumbing shop (Sanborns, 1927, 1943). The 1942 Polk Directory lists Budd & Mellon as plumbers, with electrician Lindsey Walter, operating at 317 East Mendenhall Avenue (R.L. Polk, 1935-1942). The firm, which became known as Budd Plumbing & Heating by 1947, operated out of this frame building until constructing the concrete masonry building that stands today (R.L. Polk, 1947-1956; MT Cadastral). The demolition of the frame building and construction of the new one likely coincided with Charles Anderson’s ownership of the firm, from 1954 through 1963 (R.L. Polk, 1954-1963). The painted concrete block building appears to have been originally constructed as one L-shaped building; there is not separation joint at the rear north wall. The west leg of the L was dedicated to plumbing storage (Sanborn, 1957). Joseph Seth Budd, the owner of Budd Plumbing from 1942 until 1954, had been born on January 29, 1884 in Palco, Kansas (Certificate of Death, GHM). He was living in Bozeman, Montana as early as 1910, residing with his brother’s family and working as a plumber (Ancestry.com, 2006). Budd died of heart disease at age 75 on January 13, 1960; he was buried in Bozeman’s Sunset Hills Cemetery (Certificate of Death, GHM). The building was vacant from 1964 through 1968, after which it housed a variety of businesses and non-profit organizations, with occasional partial residential use. The longest running businesses were: Cope Enterprises (business forms) from 1987 through 2000; Gallatin Valley Natural Medicine from 2003 through 2012; and Child Care Connections from 2004 through 2012 (R.L. Polk, 1970- 2012). The north end of the building currently houses the Fresco Café restaurant and kitchen; the long, main, portion of the building that faces East Mendenhall, houses the offices of the Natural Resources Defense Council (NRDC). The Montana Cadastral identifies the current owner, in December of 2020 as SWN Creekside LLC of Bozeman. The south façade of the building, which faces East Mendenhall Avenue, is clad with stucco and defined by a stepped parapet. The building immediately to the east, identified as Engel & Voelkers (real estate) at 319 East Mendenhall Avenue, is a distinctly separate building, also of painted concrete block. The concrete-block building was built in 1956, replacing a previous wood-framed building. As it stands, alterations to the original windows and entries and the application of stucco have affected integrity of materials, design, feeling, and workmanship. Sec. 38.700 of the Bozeman Municipal Code defines an eligible property as one that meets the criteria for inclusion in the NRHP or State Register either 1) individually or 2) as a contributing building in an existing or potential historic district. This site has been evaluated against the NRHP Criteria and has been determined to lack individual significance under Criteria A, B, C, and D. It is not located within an existing district and properties in the vicinity do not exhibit cohesive characteristics of a time, style, or high degree of integrity to suggest district potential. The site longer retains sufficient integrity to convey historic character. Metcalf recommends the site not eligible.
