Phase 2 Sourdough Fuels Reduction Project
CITY OF BOZEMAN
Phase 2 of the Sourdough Fuels Reduction Project is located within E1/2 SE1/4 Section 7, W1/2 Section
17, and E1/2 Section 18 T3S R6E on City of Bozeman property. Approximately 5,449 tons of Douglas‐fir
sawlogs and 956 tons of Lodgepole Pine sawlogs are Service Contracted for helicopter removal along with
approximately 472 tons of merchantable non‐sawlog Other Material. The Other Material largely consists
of down or standing dead Lodgepole Pine of merchantable quality. The unit price bid for Sawlogs and
Other Materials is on a per ton basis for timber cut, flown and decked at a log landing site. The Service
Contractor may select the final destination, at its sole discretion, for all material hauled from the Service
Contract area.
This Service Contract contains a road maintenance package. A separate lump sum bid item will be
required for the road maintenance of a private access road servicing the “upper landing/decking” location
and the Sourdough Canyon Trail that serves the “lower landing/decking” location. The “upper
landing/decking” location is being completed under a separate contract that is currently in effect (Phase
1 of the Sourdough Fuels Reduction Project) with a contracted completion deadline of September 30,
2021. The “lower landing location” is situated within an existing meadow near the City’s Sourdough
Creek municipal water supply intake adjacent to Sourdough Canyon Trail.
The Service Contract contains operating restrictions related to the full public closure of Sourdough
Canyon Trail, which shall not exceed 28 consecutive days from closure beginning to closure end. Closure
periods less than 28 days are subject to bonus payment, whereas closure periods over 28 days are subject
to penalty payment withholding. The closure shall be in effect while the “lower landing/decking” location
is in use by the Service Contractor, including pre‐ and post‐haul maintenance of the Sourdough Canyon
Trail.
Service Contract work operations may begin immediately after execution of the Helicopter Timber
Service Contract and verification that the insurance coverages and performance bond required under the
Service Contract are in place. The performance bond is required at 100% of the Service Contractor’s bid
total. The Service Contract can be presented to the Bozeman City Commission for approval no earlier
than September 21, 2021. The Service Contract shall be completed by February 28, 2022.
This Helicopter Timber Service Contract is funded by a combination of grant funds provided by MT DNRC
Forestry Division and City of Bozeman local dollars.
Sealed bids will be received by City of Bozeman until September 8, 2021 at 2 p.m. at which time they will
be publicly opened and read aloud. Bids may be hand delivered or shipped to the address provided
below and will be accepted any time prior to the bid opening. Bids must be accompanied by a bid security
of $2,000 made payable to City of Bozeman in cashier’s check, certified check, bank money order or bank draft.

The Service Contract will be awarded to the lowest responsible bidder. If the successful bidder is unable
to execute the helicopter timber Service Contract within 30 calendar days from the date the Contract is
awarded, the bid deposit will be retained by the City of Bozeman as liquidated damages and the Service
Contract will be offered to the next lowest bidder. The right is reserved to reject any or all bids. Bid
security will be returned to unsuccessful bidders upon execution of a helicopter timber Service Contract
with the successful bidder.
The timber Service Contracted for removal has been laid out and will be administered by Gary Peck of
Peck Forestry, Inc. working on behalf of the City of Bozeman as its contracted Forest Officer. Any questions
concerning the helicopter timber Service Contract shall be directed to Mr. Peck at 406‐581‐2815, or
peckgs@gmail.com. Prospective bidders are encouraged, but not required, to tour the Service Contract
area with Mr. Peck.

SERVICE CONTRACTOR and any of the SERVICE CONTRACTOR’S subcontractors bidding or doing work on
this project will be required to be registered with the Montana Department of Labor and Industry (DLI).
Forms for registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, Montana 59604‐
8011. Information on registration can be obtained by calling (406) 444‐7734. CONTRACTOR is not required
to have registered with the DLI prior to bidding on this project, but must have registered prior to execution
of the Helicopter Timber Contract.
Discrimination in the performance of any agreement awarded under this project on the basis of race,
color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexual orientation,
gender identity or disability is prohibited. This prohibition shall apply to the hiring and treatment of the
awarded entity’s employees and to all subcontracts.
As such, each entity submitting under this notice shall include a provision wherein the submitting entity,
or entities, affirms in writing it will not discriminate on the basis of race, color, religion, creed, sex, age,
marital status, national origin, or because of actual or perceived sexual orientation, gender identity or
disability and which also recognizes the eventual contract will contain a provision prohibiting
discrimination as described above and that this prohibition on discrimination shall apply to the hiring and
treatment of the submitting entity’s employees and to all subcontracts.
In addition, pursuant to City Commission Resolution 5169, the entity awarded a contract under this project
and any subcontractors must abide by the Equal Pay Act of 1963 and Section 39‐3‐104, MCA (the Montana
Equal Pay Act), and affirm it will abide by the above and that it has visited the State of Montana Equal Pay
for Equal Work “best practices” website, https://equalpay.mt.gov/BestPractices/Employers, or equivalent
“best practices publication and has read the material.

General Bidding Information
1. Bids must be submitted on City of Bozeman (City) bid forms.
2. The Helicopter Timber Service Contract will be awarded to the lowest responsible bidder;
however, the City reserves the right to reject any or all bids.
3. The City recommends that bidders contact the City Clerk at 406‐582‐2321 or
mmaas@bozeman.net prior to the bid opening to ensure that its bid has been received.
4. A Bid Security of $2,000 must accompany all bids and must be in the form of cash, cashier’s
check, certified check, money order, or bank draft payable to City of Bozeman.
5. The Service Contractor must submit a Performance Bond to the City with its executed
Helicopter Timber Service Contract. The bond amount will be at 100% of the total bid price of
the Service Contract. The performance bond may be cash, irrevocable letter of credit, surety
bond or certificate of deposit. See the Helicopter Timber Contract for additional information.
6. This helicopter timber Service Contract is based on the gross weight of all species. Bid price is
on a per ton basis. Unless otherwise specified, the price applies to all species, green and dead.
Price may vary by product. Payment will be based on gross weight. A weight ticket is required
for each load hauled, regardless of product type.
7. The Contractor is hereby notified that it must secure separate Purchase Agreements with mills
and/or other purchasers of timber products removed under this helicopter timber Service
Contract. The Service Contractor shall select the final destination of timber products at its own
discretion. Weight tickets shall be provided to the Forest Officer and City prior to issuance of
payment by the City to the Service Contractor under this helicopter timber Service Contract.
8. The Forest Officer has estimated the net scale merchantable sawlog volume to be removed
under this Service Contract. Other products may be part of this Service Contract. All delivered
wood will be weighed and provided payment at per ton bid rates. The City recognizes that a
percentage of delivered wood may not meet the log manufacturing and recovery standards of
the helicopter timber Service Contract. The actual percentage will vary based on the log
manufacturing and recovery specifications of the Contract and tree conditions in the Contract
area. The actual delivered weight may vary, resulting in an overrun or under‐run of the
estimated tonnage. The City strongly recommends that bidders evaluate these effects before
bidding.
9. The City does not conduct detailed road appraisals. All appraised costs are gross estimates or
averages, provided only to show the relative amount of work required, and not the true
market value. The City strongly recommends that bidders make their own estimates based on
Contract requirements. Cost estimates provided are not guaranteed.
10. Bidders are encouraged to examine the complete Helicopter Timber Service Contract package
and Contract Area prior to bidding. Additional information regarding the Service Contract is
available at the phone numbers shown above.
11. Estimates for removal volume, species percents, defect, product class, etc. provided in this
prospectus and volume estimates listed in the helicopter timber Service Contract are not
guaranteed.
12. This prospectus is provided for information purposes only. If the prospectus is in error or
contradicts the helicopter timber Service Contract, the Service Contract governs.
Additional Contract Information
1. SLASHING OF LOGGING‐DAMAGED TREES REQUIRED: The Service Contractor shall fell all
submerchantable trees with logging‐related root or stem damage, causing lean. The stem shall
be completely severed from the stump below the lowest live limb. Maximum stump height
shall be 12 inches on the uphill side.
