Subject: Cash in Lieu of Water Rights (CILWR) – Water Usage Estimate
Dear Mr. Nielsen,
The purpose of this letter is to respond to your email from March 25, 2021 in which you requested C&H Engineering to perform an analysis of water usage of similar businesses to Ambient Air Solutions in order to determine a fair estimate of water usage to be used for their CILWR determination. The handful of similar businesses around Bozeman are not located in
Bozeman and therefore difficult to obtain their water usage information. Mountain Sheet Metal is on Lynx Lane off Huffine. Elite Air Systems is on Nelson Road. Air Controls is in Four Corners. None of these businesses are located within City Limits of Bozeman. As an alternate solution we propose using C&H Engineering and The Daines Office Building. These two office buildings will have similar water consumption to the future Ambient Air Solutions. Ambient Air Solutions
does not have any heavy water consumption activities planned. The building consists of standard office amenities including break room with dishwasher, bathrooms, etc. Therefore, in our estimation it is reasonable to assume their water consumption is at a similar level to C&H Engineering and the Daines Office Building.
Water meter data from November 2018 through March 2019 was obtained for the aforementioned
businesses. These dates were chosen to avoid complicating the analysis with the COVID-19 impact on businesses which started in March 2020 and to ensure that summer irrigation did not skew the data. See attached calculations and raw data for water consumption obtained from the City of Bozeman Utility Billing Department for each of the businesses used in the study. The data for each building were averaged. This yielded an average daily flow rate of 0.029 gallons per gross square
foot. This average flow rate per unit gross area was applied to the gross area of the proposed Ambient Air Solutions building which is 10,332 square feet. The average daily flow rate was determined to be 299.6 gallons per day. See included calculation which shows that the Ambient Air Solutions site plan owes $3,651.86 as payment of CILWR.
