Commissioners, I am a current member of the Bozeman Parking Commission butcommenting in my own capacity as a private citizen. I applaud the intention to establish a Transportation Board to cultivate policies that promote multi-modal transportation to remove barriers to transportation. This is needed on many levels. I am writing to request that you expand the scope of the proposed Transportation Board to include all modes (to be coterminous with the scope of the City’s Transportation Master Plan). While increasingparticipation in active transportation is an important goal, the reality remains that the significant majority of trips (~85%) in Bozeman are made using cars and the significant majority of the City’s transportation budget and resources are likewise spent on improvements primarily formotor vehicles. A Transportation Board limited to focusing on just 15% of our transportation system will be less effective than a Transportation Board focusing on 100% of our transportation system. I am writing to suggest that the Transportation Board should be revised as follows: 1. Fulfill the duties of the Parking Commission; 2. Advise the City Commission on policies related to all modes oftransportation, with an emphasis on active modes (walking and biking) and traffic safety; 3. Have responsibility for the drafting and maintenance of the City’s Transportation Master Plan and other modal transportation plans (in amanner analogous to how the Planning Board is responsible for drafting the Community Plan); 4. Act as a “Design Review Board” for all major transportation projects; 5. Encourage the use of multi-modal transportation in Bozeman; and 6.
