Recreation Division Update
Jamie Saitta, Recreation Manager
8/5/21
• And just like that, we are nearing the end of our summer programs! It is amazing
how the time flies this time of the year. The last couple of weeks have presented
some challenges in Recreation due to heat and poor air quality forcing our camps to
move indoors. Luckily, the Recreation Leaders were prepared with awesome “plan
b’s” that kept our campers active and engaged. We are all grateful to have an
indoor space to move into during times like these that can accommodate all of our
camps in separate spaces which is an important COVID protocol we adhere to.
While it hasn’t been an easy summer, it’s been a rewarding one and I am proud of
our team for implementing high quality programs amidst some real challenges.
Being adaptable has definitely been something we have all gotten really good at!
• Our Adult Sand Volleyball league started in July and will wrap up at the end of
August. Games are held on Tuesday evenings on the sand volleyball courts in Glen
Lake Rotary Park. The league is full again this year with 8 teams and is always a lot
of fun for all who participate!
• The Sweet Pea Children’s Run is FULL with a waiting list and while it will look a
little different this year, we are really excited to be making it happen again!
Sweet Pea and SLAM weekend is always a busy one in Parks and Recreation!
• With the end of summer programs right around the corner, we will begin
focusing on our fall and winter plans. We have completed the 2021-2022 fall
and winter program guide which will be available online at the end of the
month and in print the first of next. We are really excited to bring back a
variety of old favorites with some new opportunities sprinkled in as well.
• As we look to fall, we are actively recruiting part time (14 hours a week)
recreation leaders to plan and implement the programs we will be offering. We
have multiple positions open and are hopeful we can fill those soon!
8
Park Report August 2021
• Sweet Pea and SLAM are back after a year away and people
are chopping at the bit to get out and socialize. Park crews
have battled water restrictions, no staff and severe drought,
yet all of the venues look as good as they can be expected to-
and staff should be proud of their efforts!
• Staffing: we are still looking to fill 2 full-time positions and
received only 1 short term worker this summer, yet we were
allocated for 15!
• Water restrictions have affected our irrigation cycles, as we are
complying with the restrictions regardless of water source.
(Treated water versus wells and surface water). For the
majority of the parks -we water two days a week, with no
watering between 10 AM and 6 PM.
• The Parks and Trails District is doing as well as expected, as
the management of 35+ new parks has been a challenge, yet
we are seeing improvements every week in many of the
previously HOA-maintained parks. Lots of communication
with vendors, HOA’s and the general public.
• Summer users groups have been very active, adult softball
winds up in a week or two and adult soccer, out at the Sports
Complex continues through____? Just around the corner are
all the fall groups- examples include: youth fall soccer and
lacrosse, youth football and numerous cycling groups.
• Luke, our contracts coordinator, and myself met with Treasure
State, our general contractor for the Pickleball courts, to
discuss construction and timelines, etc…- goal is to be done
end of September
• This has been a surreal summer…. with the lack of help,
drought, water restrictions, smoke, COVID, a sea of tourist
pressure and the bona fide implementation of our new Parks
and Trails District. (City staff managing the contracts, vendors
and assuming maintenance in certain parks!) Again, hats off
to your awesome, engaged and dedicated Parks crew.

Jamie Saitta, Recreation Manager
Mitch Overton, Director of Parks and Recreation
SUBJECT:PROST Update Presentation and Discussion
MEETING DATE:August 12, 2021
AGENDA ITEM TYPE:Citizen Advisory Board/Commission
RECOMMENDATION:PROST Update Presentation and Discussion
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:Advance viewing and discussion about Commission Kickoff presentation for
the plan update process.
Agency Landscape and Planning, LLC has been selected as the lead
consultant for the Parks, Recreation, and Active Transportation
Comprehensive Plan Process. The team will work closely with City staff and
community partners over the course of the next year to engage the public in
the creation of the new documents.
The purpose of this plan is to create an overarching document that assesses
and makes recommendations to provide for sufficient parkland, trails, and
recreation/ aquatics programs and facilities for Bozeman citizens. It will also
guide the expansion of these essential services as the community grows and
changes. The recommendations in the plan will be based on an updated
review of community needs and priorities and may result in the revision of
local development code requirements, procedures, and criteria.
The work will also be used to analyze and make recommendations regarding
the role of the parks, recreation, and active transportation systems in
fulfilling the goals of recently adopted and applicable City of Bozeman plans
and guiding documents or professional, industry metrics.
Lastly, the plan will make recommendations and craft supporting documents
to improve the efficacy of department tasks, including master park plan
13
review, individual park site plan review, and recreational programming, cost
-recovery and marketing. The work to complete all required elements will be
in conjunction with City of Bozeman professional staff and partner
organizations.
Consultant responsibilities include background research and analysis of
relevant state and local laws, policies and plans; participation in the creation
and implementation of a public outreach and engagement plan adaptable to
changing travel and assembly guidelines due to the coronavirus disease;
needs assessment and community goal, objective, and priority development;
assessment of the level of service of existing parks, recreation and active
transportation systems and services; implementation/policy
recommendations for improving both the City’s recreational program
offerings and the land-use/urban design components of the park system,
including natural areas and the active transportation network.
