To Whom it May Concern~ Below is a copy of the letter I sent to the Bozeman city commissioners July 24, 2021
I also called Neptune (water utility monitoring) Company & after Reading their manual, left a detailed message for the Mayor Drought phase map Fraud ✅ Color-of-Law breaches ✅ Conspiracy against rights ✅ Neptune can be hacked from by anyone with a computer (anywhere in the world) because you State Actors elect to upload to the Microsoft cloud (Just like Dominon voting machine hackers) ✅ There is no way I just 100, 232 gallons of water in 30 days ✅ Extortion or just reckless disregard for cybersecurity? Please stop my “auto-pay” effective immediately I also need the name of every single government member supporting this Drought Map|Neptune system [If I don’t hear back within 72 hours, I will assume every member/employee supports it] ~Dr Tammy Towers (Parry) July 24, 2021

My name is Dr. Tammy Towers
I’m a BZN local: currently working with the military to bring down corruption as per executive order dated 12/21/2017
This (executive order) was an act-of-war, but I’m guessing you are well aware of this?
Specifically, this is an act-of-war against
1. Corruption
2. Crimes against humanity
In BOTH cases, breachers of this “Act of War” are considered enemy-combatants under the LAW OF ARMED CONFLICT
Rather than traditional courts, they are called to military tribunals
If found guilty [every asset] right down to their toothbrush, will be seized
Additionally, conspiring for or against ANY group, to gain advantage or interfere breeches: title 18, sec 241 (Always a felony)
I received a phone call informing me my water bill will be $820? ~ I have NO leaks & an average-size lawn
What’s worse, you intend to leverage your Color-of-Law political-power against BZN citizens because of a “Stage 2” drought?
Are you serious?
I promptly called the Federal Water Conservation (per links provided on your State Actor website) & talked with the “Federal-drought-map” creator, Brad Rippey
He makes the maps upon which you State-Actor-Commissioners rely to make decisions about “drought stages”
Three things:
1. He asserted that his “drought” maps are NOT to be used to restrict water usage (or intimidate/threaten citizens) because they do NOT directly “correlate” with water limitations oravailability 2. Title 18, sec 242 (Color-of-Law) makes it a crime for ANY government official to interfere with ANY right or privilege protected under the constitution 3. He expressed concern that you are using his “drought maps” to attempt to restrict water [using] intimidation & threats (fiscal) against citizens: As such, he will escalate this concern to hishighest command: The US secretary of agriculture, Tom Visak
Also, please disclose which (if any) City Commission State actors have ties (direct or indirect) to the Communist Chinese Party

This is a time-is-of-the-essence situation for ALL Bozeman citizens
