Baumgardner - Lazarewicz Annexation 0 NOAMLAPAft MAN To the Bozeman City Commission, City of Bozeman Department of Community Development, and ATTN:Tom Rogers, We are Scott and Jennifer Baumgardner, owners of 115 Briggs Rd., Bozeman, MT 59718, also know as Plat COS 672A Lot B2., where we reside with our 3 kids. We live on the south border of the 3849 Staffanson Rd property. We are commenting in opposition and protest to Application 20365, the annexation and zoning change of the Lazarewicz 3849 Staffanson Road 40 acre parcel for the purpose of building a R1, R2 and R3 density Sunrise Homes development with adjacent right of way for Kagy Blvd and Laurel Parkway under Michael D. Stewart, aka Mike Stewart. Mr. Stewart's plan is based on false pretenses regarding the Bozeman Triangle Transportation Plan, is inconsistent with the Strategic Plan and Growth Policies and planning, will cause significant health and safety issues, major traffic problems, "Leapfrogs" infrastructure for high density housing, and will not build a community neighborhood that is sustainable or timeless. Mr. Stewart's plan is very disrespectful for our neighborhood in every way. Mr. Stewart's presented plan is completely inconsistent and out of character with existing residences in the area. Four new very nice homes with reasonable lot sizes were just built on Armour Rd.with families and kids. These families' homes would be just outside the entrance of Mr. Stewarts ridiculously dense subdivision, causing significant safety issues and negative impact on these recently settled families. This property is surrounded on 4 sides by agricultural suburban, residential suburb urban and county land and barely meets the definition of contiguous with a city property on the northeast corner point. This creates an isolated "island" development. There is no transition between Mr. Stewarts much higher density properties and all surrounding agricultural and suburban current properties. In fact, he's encroaching right up to the fence line of our 5 acre property edge with a perimeter road, he is calling half of future Kagy Blvd. He is trying to jam as many units, concrete, and pavement onto this property with disregard and disrespect to surrounding residents and green space. This development without connectivity, trails, parks and green space will definitely not be conducive to good mental and physical health. The farmers' irrigation ditch is also a wildlife corridor for ducks, geese, herons, eagle and hawk raptors, sand cranes and deer, and this development will significantly and negatively impact this resource. Our neighborhood values gardens, trees, the environment, wildlife and domestic animals. Traffic problems with this plan brings significant negative impact to our Staffanson Rd. neighbors and Loyal Garden residents. Armour Road and Staffanson Rd are residential roads, severely inadequate as arteries into a 152 unit subdivision. One Advisory Board member commented on the awkwardness of the development traffic entrances with multiple 90 degree turns to get into the subdivision, and we agree. Loyal Drive also seems grossly inadequate as a main arterial into this isolated acreage and proposed high density development. The Loyal Garden kids' park is right at the entrance into Mr. Stewarts development, causing significant safety issues for the kids of Loyal Garden. The Staffanson Rd connections to Stucky and Cottonwood Rds. are very close to the Cottonwood Rd. and Stucky Rd. Roundabout making entrance and exits from Staffanson dangerous. This is an attempt to "Leapfrog" necessary infrastructure and adequate transportation access for a high density development at the expense of all existing surrounding residences. His presented plan is significantly lacking in green space, park space, bike and walking paths and non motorized connectivity. Stated Strategic Goals of the Bozeman Growth Plans indicate sense of place, connectivity, a `Bozeman feel', and a sustainable environment. Jen and I do not see any of that in Mr. Stewarts development designs. We do not see connected trails, park space or connection to the city. We have used and enjoyed these kinds of infrastructure for biking, soccer practices and family time all over town, including bike trails along Huff ine, trails and community park space in Valley West Subdivision, soccer practices in Valley Center Park near Hyalite Elementary, among many others. These spaces connect neighborhoods and have a "timeless" Feel. For example, the older houses and neighborhood around Valley Center Park is an older neighborhood, but still has this timeless feel. Mr. Stewart's "cookie cutter" tract housing development does not have that `feel." One member of the Advisory Board said at the June 28th meeting that the aerial diagram of the proposed development doesn't look right or fit, and we agree. The north bordering county farm irrigation canal set back should not considered an adequate or safe green space for kids and families. Mr. Stewart is calling that his green space because he would not be allowed to build on it. Mr. Stewart tries to justify his perimeter roads around his subdivision as 1/2 of four lane future Kagy Blvd on the south side and 1/2 of future Laurel Parkway on the West side. He indicated that easements for Kagy Blvd. already exist on the the Lazarewic's property and surrounding properties, including our property. This is not true. No surveys for or easements for this exist on our property plat for this purpose. As per Table 4.3 on page 77 and 78 of future road connections in the 2017 Triangle Transportation Plan indicates that Kagy Blvd. extends only to Cottonwood Rd at west aspect and Laurel Parkway extends only to Huff ine at its southern terminal. Mr. Stewart is extrapolating those roads to sell his high density development. Please reject and delay annexation, as Mr. Stewart's Sunrise Homes plan is dramatically inconsistent with existing properties in the area, would be way too densely populated for the proposed two road accesses, "Leapfrogs" necessary infrastructure for such a high density development, lacks connected trails for multimodal transportation such as walking and biking and severely lacks green space and park space. Stewart's suggested future Kagy Blvd and Laurel Parkways bordering this proposed subdivision do not exist with current planning. He should not be allowed to place an encroaching perimeter road and calling it 1/2 of future Kagy. These unresolved issues are significant, We believe that this property should be zoned no higher than Residential Suburban with no smaller than 1 acre parcels. ' Please do not allow Mike Stewart, a self described resident of Park City, Utah, to dramatically change and carve up our neighborhood. He should not be allowed to be the decider of where future main arteries such as Kagy and Laurel go. That should be part of the Triangle Transportation Plan and all the residents in this area have not been allowed to participate in that discussion. I am not aware that has even been discussed in any forum yet. This is not high quality planning or a well planned subdivision, but allows for a developer to throw in as many expensive units on any 40 acres, even if the infrastructure doesn't call for it. His subdivision will not be timeless or sustainable, lacks the Bozeman `feel' and aesthetic and will not build community or a cohesive neighborhood.
