The two proposed accesses off of Fowler Avenue to the west have a separation of 219.1’ from
edge of access to edge of access of each other. The northernmost proposed right in, right out
access has a separation of 341’ from Huffine Lane to the north. Per BMC 38.400.090 (D) (2)
Access, these proposed accesses do not meet the minimum separation between full accesses
of 315’. We would like to request a relaxation of the spacing standards for drive access per
BMC 38.400.090.H Modification from standards by addressing the following site conditions:
a/b. Traffic Volumes/Turning Movements: From the Traffic Impact Study for Phase 4
Apartments March 2021 p29 (also submitted with Phase 5 Preliminary Plat) the
estimated traffic volumes for Huffine Lane and Fowler Avenue the proposed
Technology Blvd. West and Fowler Avenue 1 and 2 respectfully are as follows:
The predicted traffic volumes coming from phase 5 Technology Blvd. West are relatively
low despite not having the estimated volumes from the right in, right out access. .
c. Traffic controls: Stop signs are used as traffic control on both these intersections which
will aid in slowing traffic down prior to turning onto Folwer.

d. Site design: The proposed site is isolated with no access to the north (Huffine Lane), no
access to the west (MSU property) currently. The site layout within Phase 5 provides
driveways within a parking area to spread out traffic to utilize one access to the south
onto Technology Blvd. West and to the east to the right out onto Fowler. The use of
Bozeman Gateway PUD standard stamped crosswalks and the proximity of pedestrian
crosswalks to the ROW allow for increased traffic calming and speed reduction for
vehicles entering and exiting the site onto Fowler Avenue.
e. Sight distances: The open space and the access configuration being on the outside of
the curve along Fowler Avenue provides good sight distance for traffic exiting the
development.
f. Location and alignment of other access points – These two accesses are the only
accesses to Phase 5 until MSU develops the land to the west.
