Project Narrative
Project Description and Intent
The Rosa Apartments Phase 4 Site Plan is the 4th phase of the 5‐phase master site plan that was approved
for Lot 1, of Traditions Subdivision, Phase 3. The approved master site plan proposes 194 residential
dwelling units composed of 144 two‐bedroom units and 50 efficiency one‐bedroom units. The Phase 4
plan will follow the approved master site plan layout to construct 36 of the two‐bedroom units in two, 3‐
story, 18‐plex apartment buildings with associated parking. The property is currently located in the City
of Bozeman and is zoned as R‐4.
The overall design goals for this project are to provide residential apartments for individuals interested in
living within the vicinity of on‐site amenities such as a workout facility (to be installed in phase 5) for
residents to enjoy, and several expansive open space areas. The open areas would provide ample
opportunity for residents to recreate. However, open space requirements would also be achieved through
a combination of upper level balconies and lower level patios with 18” masonry walls. The open space
tabulation calculations are included on Sheet C1.0 of the enclosed site plan set.
Site Improvements/Buildings
Phase 4 will consist of two 18‐unit apartment buildings, one centrally located along the internal drive that
was constructed with Phase 3, and the second located along Rosa Way in the Southwest corner of the
project. The phase 4 parking lot will be extended between the Phase 1 and Phase 3 parking lot to complete
the buildout of the parking lots and internal vehicle circulation for the master site plan. Parking
calculations are included on Sheet C1.0 of the enclosed site plan set.
The adjacent water mains and sanitary sewer mains were installed with Phase 2 of the project and water
and sewer services have been stubbed into Phase 4 for connection to these proposed buildings. Dry
utilities will be extended south across the existing center drive aisle from the Phase 3 buildings to serve
the two proposed Phase 4 buildings.
Stormwater
The stormwater design for the entire project was approved with the Mater site plan submittal, and was
resubmitted with Phase 2 and 3 of the project when stormwater infrastructure and Rosa Way were
installed. Stormwater in Phase 4 will sheet flow to the gutter along the north and east side of the proposed
parking lot, and will be conveyed through a storm chase to the existing phase 3 drive aisle and on the to
the existing storm inlets on the north side of the drive aisle. These storm inlets convey runoff to the
existing detention pond west of Rosa Way. The pond, inlets and conveyance pipes were sized to
accommodate the Phase 4 design.
Sanitary Sewer Capacity
Construction of Phase 4 of Rosa Apartments is contingent upon completion of off‐site infrastructure
improvements to add wastewater capacity to the Laurel Glen Lift Station drainage basin. C&H Engineering
is coordinating with Lance Lehigh and Griffin Nielsen of the City Engineering Department to design a sewer
main to divert a portion of the flow from Flanders Creek Subdivision to the Norton East Ranch Outfall
Sewer Main in Cottonwood Road. The goal of this diversion is to remove contributing flow from the Laurel
Glen Lift Station to provide capacity in the lift station for the buildout of Phase 4 and 5 of Rosa Apartments,
as well as other projects in the lift station contributing drainage basin. We are requesting that the site
plan be reviewed concurrently with Engineering’s review of the sanitary sewer main diversion, with the
understanding that site plan approval will not be granted until sewer capacity is available.
Affordable Housing
This project is exempt from affordable housing requirements per section 38.380.030.E, BMC. However, in
general, apartments are the affordable housing option in Bozeman and this development will cater to the
local population seeking an affordable option for housing.
