Mayor and Commissioners, I would direct your attention to the item linked below,currently listed under "Not Under Consideration" on the Unified Development Code Community Platform. https://www.bozeman.net/government/planning/udc-community-platform/definition-of-landscaping The suggestion is, "Modify the definition of landscaping under Sec. 38.700.110. to allow non-vegetative landscape materials in addition tonatural grass and vegetative groundcover as permissible landscape treatments. There are many nonconforming xeriscaped yards and boulevard strips around town; most look great, and all require little if any water. To promote water conservation we should allow landowners inBozeman to choose forms of landscaping that do not require irrigation." The cited section of code currently defines "landscaping" (which is required) as, "at least 75 percent coverage of an area with natural grass,vegetative groundcover or other natural living plant materials, the remainder of which is covered with non-vegatative decorative landscape design elements such as washed rock, lava rock, bark chips and ornamental features such as pools, fountains, benches, etc." Incentivizing xeriscaping is a fantastic idea, but before we incentivize it we need to legalize it.
