Good Morning Mayor and Commissioners,
On behalf of HRDC, we want to acknowledge and recognize the importance of a sustainable funding source
for community housing solutions. The proposal on tonight's agenda included in Resolution 5311 provides
one potential tool to meet this end. We commend the Commission for prioritizing previous funding from
the general fund, formalizing your commitment to housing that people who live and work here can afford,
and hoping that you will approve the Resolution.
We hope you may consider removing the 'up to' language and replace it with something that provides a
more substantial commitment to allocating the funding. With our community's projected need of 6,000
units before the Pandemic, it appears that a time when less funding is necessary and need is reduced is
unlikely.
Recent growth has sparked interest and investment from outside developers with knowledge and
experience in creating community housing solutions. This designated, consistent funding source could
create significant opportunities to leverage funding and allow for implementing a community plan to
address our housing shortage, particularly when the annual funding availability is known for an extended
period of time.
