Bummer - Lazarwicz AnnexationTo: City of Bozeman Department of Community Development Attn: Tom Rogers From: Gary and Juliana Bummer 5889 Staffanson Rd RE: Reference Application #20365 Proposed Lazarewicz major Subdivision To Whom it may concern, I have seen a few documents on the proposed development of the 40 Acre parcel ( S16, T02 S, R05 E, C.O.S. 1376, ACRES 40.58, REMAINDER TRACT ) and have a few concerns to be logged in the record. 1) Creation of a high density subdivision in an area characterized and surrounded with low density historical subdivisions, that is “land locked” from adequate road infrastructure to support heavy vehicle traffic associated with its density and construction. 2) Added traffic load will increase over an order of magnitude times 2. Existing support roads for the approximately 20 households / ~40 vehicles with ~2-5 round trips per day (maybe 80-200 daily uses) . Adding and additional 345 units with a minimum of 2 vehicles adds 690 (or more) with similar usage rates adds 1380-3450… This also fails to address the heavy equipment traffic that will traverse our roads. It is extremely unlikely the construction efforts will repair that damage. And we will still have 3500 some extra traffic events that will attempt to turn left onto Hwy 345. 3) Of the infrastructure needs that need to be brought in, Power, Water, Sewer, probably telephone and Cable services, why is this project exempt from the necessity of adequate road access to Huffine lane as a necessary prerequisite for site access and construction. 4) Light pollution. What documentation is there on light spillage. The roundabout at Cottonwood and Stucky roads is case study in over lighting and failure to control excess/unnecessary lighting that spills off the roads and across adjacent property. There are no enforceable guarantees. 5) Safety issues: With the additional traffic comes personal safety of the residents and pets of the “low-density” subdivisions who have occupied this area for 40+ years. 6) A note on the planning documents states: “All Traffic of this high-density subdivions will be funneled through Loyal Gardens and the Minor Subdivision No. 498.” In reality, it will have connecting access through Staffanson 1 and Staffanson 2 subdivisions as well and unless there is a permanent barrier, there will be a lot of unwelcome traffic in these adjoining subdivisions as well. In Conclusion: The proposed subdivision Application #20365 will have a detrimental effect on Loyal Gardens, Minor Subdivision 498, as well as Staffanson Subdivisions 1 and 2, and should be denied. - Gary Bummer - Juliana Bummer
