BACKGROUND:The applicant submitted a site plan application to construct four apartment buildings within the Bozeman Gateway Planned Unit Development. There will be 231 units between the four buildings that include 6 studios, 115 one bedroom units, 99 two bedroom units, and 9 three bedroom units. With the original adoption of the Bozeman Gateway PUD, the City Commission placed a condition that a residential component was required within Phase 4 of the development. This application is to satisfy those requirements. In addition to the apartments, the northern two buildings contain amenities for the residents that include a fitness center, package drop center, recreation room, lounge, conference room, and study spaces. Outdoor amenities include an outdoor pool, BBQ area, plaza space, pet areas, and common open space. A departure is requested: • 38.510.030.B. 40% transparency instead of 60% transparency on the north and east elevation of building 1 and the north and west elevation of building 2. Pursuant to section 38.340.020, the Design Review Board (DRB) authority, the DRB is required to make advisory comments and a recommendation to the Director on this application. The Design Review Board meeting will occur on June 23, 2021 via WebEx. Upon adequacy of the application, public notice will commence. There is appropriate pedestrian connection, weather protection, façade transparency, landscaping, and building placement to meet the block frontage standards. The east elevation of building 2 adheres to trail/park block frontage and meets all requirements. Since all buildings have ground floor residential, they must adhere to special residential block frontage. Each of the units have a raise deck at least one foot above grade and a gate. The buildings that are set back from the road and do not have a main entrance have pathways that link the units to the sidewalk. The north and west elevation of building 1 and the north and east elevation of building 2 have a storefront block frontage designation. A relaxation was granted with the PUD to allow residential uses on the ground floor. A departure is requested from the 60% façade transparency (38.510.030.B) requirement to allow a reduction of transparency on the ground floor between 30” and 10’ above the sidewalk on the north elevation of building 1 and 2, the west elevation of building 2, and the east elevation of building 1. The north elevation of building one has a façade transparency of 46% and the north elevation of building two has a façade transparency of 47%. Since the ground floor has residential uses, a reduction of façade transparency assists in providing some privacy for those units. The east elevation of building 1 and the west elevation of building 2 have transparency of 55%. The DRC is in support of this relaxation request. 7b. The goal is to create a living community within the Bozeman Gateway where residents can have easy walking access to nearby shops, restaurants and amenities. To be part of the developments welcoming spaces it is being requested that Open Spaces 7, 8 and 9 of the PUD be counted toward require parkland.
