GCS understands that the City of Bozeman seeks a review of their existing GIS
system enivronment and practices. From that review, the City is requesting
recommendations for how to best improve current operations, how to effectively
balance a mixed in-house and web-hosted environment, and how to better leverage
the existing technology footprint. Looking forward, the City of Bozeman seeks
recommendations on what new practices and technologies would be beneficial to
implement given the constraints and requirements of their environment.
GCS has the expertise to review the City’s use of their SQL Server Enterprise
Geodatabase, ArcGIS Enterprise (referenced as well as hosted data), ArcGIS Online,
data integrations using FME, and the use of ArcGIS Desktop and Pro to update
and publish data consumed by internal as well as external users. We recognize
that the City of Bozeman’s GIS division has expanded to provide support across
every department within the City, and we are prepared to conduct a review of
that expanded system and provide recommendations as to best practices moving
forward. Located in Missoula, MT, GCS has over 20 years of experience in the GIS

SCOPE OF PROJECT
Project Deliverables
GCS will provide the City of Bozeman’s GIS department with a full review of their existing database architecture (both traditional databse as well as hosted data), and provide recommendations for best practices, especiall in regard to areas where transitioning from a traditional GIS to a web based Enterprise Geodatabase would be considered best practice. Additionally, GCS recognizes and understands the following areas of requirements as detailed in Section II B, Project Scope, of the Request for Proposal document:
1) Review of the existing use of Enterprise Geodatabase
2) Review of the existing use of File Geodatabases
3) Review of the existing use of Hosted data (ArcGIS Enterprise Data Store and ArcGIS Online)
4) Recommendations for improving database maintenance and overall performance
5) Recommendations to improve data management (including integrations)
6) Recommendations for migrating to new data models (i.e. ArcGIS Solutions for Local Government, Utility Networks, etc.)
7) Recommendations on when to use a File Geodatabase, Enterprise Geodatabase, and Hosted Feature Services (ArcGIS Enterprise or ArcGIS Online), including best practices
8) Review of the existing GIS integrations and how to more efficiently use FME to channel data to the appropriate repositories (File Geodatabase, Enterprise Geodatabase, Hosted Feature Service, etc
GCS will provide documentation on the review process, findings, and recommenda-tions. The documentation will consist of an executive summary as well as a detailed report of the process, findings, and recommendations for each of the requirement areas.
Recommendations will include line-item detail with a high-level estimate of the effort involved, highlights of any anticipated dependencies and challenges, and a ranking of relative impact of the improvement (low, medium, high).
For the best practices in requirement 7, GCS will provide a white paper addressing the use of each of the elements listed. A decision tree will be provided that is tai-lored to the City of Bozeman’s architecture and operational goals.

WEYERHAEUSER
Weyerhaeuser needed a simple, user-friendly, easily accessible way to market and manage
leasable land for people looking to hunt, camp, fish, or engage in other recreational
activities. They wanted a publicy-accessible web portal which would show areas on a map,
display the type of forests available, and also display any accessible amenities available on
the property.
Problem
Solution Weyerhaeuser contracted GCS to create Recreation Lease Management (RLM), a publicly
accessible web portal that allowed the company to offer their land for lease and keep
track of who was leasing it at any given time. GCS developed an interactive mapping
portal which displayed all relevant information about the properties, as well as pricing
and availability. This streamlined system helped Weyerhaeuser cut down on complicated,
time-consuming tasks related to the leasing process, and made it easier for the public to
find what they were looking for.

Rangers and field personnel need functioning radio repeaters that boost
weak signals over long distances. These sites are monitored by instrument
telemetry, but the Forest Service wanted to manage their operating status
spatially in an integrated dashboard through a web application.
GCS developed a process of collecting, transmitting, and importing
instrument data into a database. Hourly records from multiple sources
are compiled and analyzed in a standard database storage structure. GCS
spatially enabled the database, created a web service that distributed
“health” metrics derived from the data, and consumed the service in our
web mapping application to display the health data spatially.
The application includes a map interface accessed through a browser, with
data layers compiled from the real-time instrument data. The application
provides up-to-date instrument statistics for each site and radio repeater
unit at a site, along with historical data search and visual charting. Custom
map layers generated on-the-fly from the most recent data show whether
radio repeaters were healthy (green) or unhealthy (red) according to the
most recent metrics.
GCS enhanced the system with four user levels, an enhanced dashboard
with quick searches, savable bookmarks, favorites list, map tips, and
additional map layers. An administrative interface offers control functions
such as enable/disable repeater locations and define alerts.

AGREN
Agren was looking to develop a web interface which would enable users to
accomplish in minutes what farmers have traditionally waited weeks, to
months, for from local public agencies. They wanted to empower farmers
and land managers to make profitable decisions while simultaneously
enhancing agricultural productivity and supporting sustainability.

Solution Working closely with Agren, GCS delivered, from the ground up,
Agren’s precision conservation suite of geospatial based web tools:
WaterwayBuilder, PondBuilder, BasinBuilder, and WetlandBuilder.
In addition, GCS supplemented Agren’s internal agile development
team to support operations and create new feature enhancements to
SoilCalculator and BufferBuilder solutions.

Project Spotlight - Stream and Gage Explorer (StAGE)
The Montana Department of Natural Resources required the implementation of a data
warehousing and distribution system for streamflow data, allowing for ease of access
for internal employees, stakeholders, and public. After engaging GCS to develop this
browser-based, geospatial web application, the Stream And Gage Explorer (StAGE),
project began in July of 2020. The project is currently in progress. The DNRC identified
the project as Business Critical in order to address several crucial processes. These
include:
• Collecting, analyzing, and presenting accurate, high-quality ‘real-time’ streamflow
data in Montana’s rivers, streams, and other critical surface water locations, not
monitored by the National USGS program
• Providing stream flow data and information to a user friendly, publicly accessible
web site developed by the Montana Bureau of Mines and Geology
• Enabling water users and managers to make water use and distribution decisions
based on real-time information
• Creating ways to access and utilize data to aid in water resources and conservation
duties
The application itself required several concrete aspects:
• The Main Page - Includes selectable base map and navigation buttons to other areas
of the application. Also includes pop-ups that appear by selecting symbolized points
with information such as Site Name, Site ID, hyperlinks to the site’s Report Page,
most recent discharge values, stage, and temperature.
• The Table View Page - Includes a list of all DNRC gages, broken down by basin, with
columns representing attributes such as Site Name, Site ID, lat/long, and County.
• The Report Page - Each gage has its own specific URL Report Page containing
information such as the most recent values, the 7 day stage, the 7 day discharge,
and the 7 day temperature.
• The Data Downloader Page - Allows users to query and download gage data and
gage statistics as needed. The user selects a gage, then they select the data

the application generates an Excel file based on their query.
This intuitive solution will enable the DNRC to internally manage water conservation
efforts while additionally providing the public easy access to stream gage information,
with several different types of cross-referenced data available in a browser-based
geospatial application.

Project Name: Protection Class Calculator (PCC)
Project Description
The Protection Class Calculator uses embedded GIS web service logic and data, allowing
Washington Survey and Rating Bureau to provide highly accurate protection class
scores to their insurance clients in near real-time. WSRB approached GCS in 2003 to
help them design and implement a Protection Class Calculator (PCC) web service with
an elegant user interface. The PCC was a complex algorithm designed to determine
risk for commercial property and produce a score (1-10). WSRB sells these calculated
PCC scores to the largest insurance companies in the world that underwrite property
in the State of Washington. WSRB needed to develop an automated Service
Oriented Architecture (SOA) using a combination of Microsoft .NET and Esri ArcGIS
technology and custom GCS code that could be readily accessed as a complete,
integrated solution for the insurance risk system.
GCS delivered a Protection Class Calculator system using embedded GIS web
service logic and data, allowing WSRB to provide highly accurate protection class
scores to their clients in near real-time. The SOA optimized WSRB workflow,
reduced labor costs, and allowed them to sell more scores at a faster rate to their

Project Description
The Colorado State Land Board manages millions of acres of state lands. To track sales,
leases, and revenue, CSLB used several separate systems, making it difficult to sync data
organization-wide. CSLB engaged GCS to centralize this data into a single viewer, with the
end goals of improving management efficiency, and relieving the burden from CSLB staff
bogged down by labor-intensive information requests. This resulted in the development of
the Trustlands web application, which represented a custom integration between ArcGIS
and NetSuite. CSLB reengaged GCS after the initial development to perform upgrades and
modifications based on their organization’s business needs.The latest series of upgrades
occured this year and included the following aspects:
1. Application Changes: Migrate Trustlands application to an ArcGIS Web
Application with the latest version of ArcGIS Web AppBuilder and ArcGIS API
for JavaScript
2. Map Popups: Modify the map popup template to appear in a side panel
rather than a popup on the map. Add custom dropdown UI for choosing
from clustered/multiple-selected features.
3. NetSuite Integration: Add UI button to the popup panel linking to the se-
lected feature’s asset information in NetSuite.
4. Laserfiche Integration: Add UI button to the popup panel for viewing the
selected feature’s associated documents in Laserfiche.
5. Select Tool Changes: Add custom styling to the Select tool to highlight

6. About Widget Changes: Modify the About widget to include a Login tab
and form for employees to login and access Netsuite features.
7. Layer List Groupings: Create a widget group for organizing layers into
custom groups independent of feature server layout.
8. Print Map Service: Setup an ArcGIS print service to print the map using
custom layouts.
9. .NET Web API: Create a web API that the Trustlands app can use to ac-
cess NetSuite services and act as a login controller for employees.
This user-friendly system that GCS created, and then upgraded, for CSLB allowed the
public to identify specific locations on State Land Board maps. Simultaneously, CSLB
staff can log in to see restricted data and run reports. Automations allowed fast, accu-
rate updates without extensive employee training. Consolidating this data from multiple
sources optimized CSLB’s workflows. By simplifying the process of location available
lands to lease from the state, the web app reduced assistance requests, saving the CSLB
staff time and money.

Project Name: NextGen Cruiser
The DNRC manages Montana’s forested trust lands, with the goal of maximizing
long-term revenue while promoting healthy and diverse forests. Revenue from
forested trust lands is mainly derived from the sale of forest products. The DNRC
needed custom tools to meets its legislative mandate, maintain inventory of for-
ested trust lands, and meet harvest volume goals. In 2015, they were searching
for a new timber cruising platform that would replace a legacy system that was no
longer supported by their IT department. The Esri ArcGIS Online/Collector platform
seemed to be a great fit, but they needed a contractor to customize this off-
the-shelf software to enable them to design cruises and allocate plots via a web
interface, collect tree data in Collector, and compile/report the results. With over
700,000 acres of School Trust Lands to manage, they needed a solution to allow
timber inventory to be accomplished internally through field data devices, GIS, and
server-based data systems. To address the need for this functionality, GCS created
NextGen Cruiser via the ArcGIS API for JavaScript.
The DNRC then reengaged GCS in 2017 to create Version 2.0 of the application, using
Version 1.0 as the existing platform upon which to build new features/expand existing

capabilities. The enhancements contained geoprocessing tools along with specificed
AGOL web maps/web applications. The enhancements are summarized below:
• Archive Cruise/Delete Cruise -: added a user interface button allowing
the user to permanently archive a zipped copy of a timber cruise’s data
in a specified location while removing the cruise from the list of active
cruises by deleting its feature service and map. This feature also warns
the user of this action/awaits user response before executing.
• Propose Harvest Units - an enhacement which allows users to choose
polygon(s) from an existing DNRC feature service for cruise design,
with the schema of these polygons including all of the needed existing
attribute fields
• Old-Growth Design & Reporting - an enhancement allowing users
to collect data for old-growth determination, with an updated related
table for data collection.
• Regen Cruise Design & Reporting - allows users to collect small tree
data on fixed radius cruise plots. Plot allocation is taken directly from
user input, rather than being calculated automatically.
• Plot Allocation Flexibility - allows users to override the current restric-
tion of disallowing plots to be allocated within 66 feet of another plot.
• Individual Tree Volume Calcuation - created a standalone application
using the individual tree volume calculation formula from V.1.0 com-
piler to calculate individual tree volumes. Also allows users to submit a
formatted Excel form that has each tree’s diameter, height, and defect.
The DNRC’s timber inventory has been accomplished internally through field data
devices, GIS, and server-based data systems. Their field data collection devices (Apple
iPads with the Esri Collector Application), cruise designer and subsequent data compil-
er are all included within the custom AGOL web application, NextGen Cruiser. NextGen
Cruiser worked efficiently in its initial Version 1.0 form, and has been a key component
for countless timber cruises since its development and implementation. The enhanced
features added in Version 2.0 allowed DNRC to continue to meet its legislative man-
date to maintain inventory of forested trust lands and to meet harvest volume goals.
The DNRC continues to engage GCS on a yearly basis to provide maintenance and
support for the application.

Fred joined GCS in 2005. He’s an information technology specialist with experience
as a project manager. As a leader in project development, he has directed the team in

to environmental permit compliance, chemical air emissions, utility systems, wildlife

As lead systems engineer, Fred assumed an instrumental role in a number of significant
