Mayor Andrus suggested that having the information ahead of time for the commission is helpful.
Commissioner Krueger commented on the parking area and the usage and data being collected. He also
asked about the overall interaction with the scooters.
Mr. Lonsdale commented on the importance of the data aspect of the scooter usage.
Mr. Veselik explained the piolet project Mr. Lonsdale is working on downtown. Taylor Lonsdale is the
Transportation Engineer for the City of Bozeman. He spoke about ordinance number 2072. He explained
micro mobility and the pilot project taking place downtown.
Chair Ness asked about the designated parking areas and how to control the scooter parking.
Mr. Lonsdale explained the agreement and how the company is responsible for the riders/rentals.
Commissioner Pohl asked about the removal or reduced parking on the street for scooter parking. She
also asked about the bike parking and if there is any competition or overlap for the biking.
Mr. Lonsdale explained that the parking area would not take away from any current parking
downtown. He said they scooter parking will be adjacent to the bike parking.
Commissioner Newell asked about incorporating the program into other areas of town.
Commissioner Egge talked about access downtown and the street usage.
Mr. Lonsdale mentioned the e-bikes and how the city has adopted the States policy for usage.
Commissioner Neubauer asked about the scooters and there ability/radius of movement.
Mr. Lonsdale explained that both companies being used have boundaries.

Commissioner Egge commented on using T2 and the cost of implementing a new software.

Commissioner Krueger asked about the interest from companies to implement this program.
Mr. Veselik explained resolution and how the commission is responsible for setting and adjusting fees
and convenience fees charged to the public. He explained the software and how the charges/fees
can relates directly to the usage.

Mr. Veselik commented on the topics that seem to be most important to the public.
Commissioner Krueger asked about the timing and the future schedule.
Chair Ness commented that he would work directly with Mr. Veselik in order to set topics and
appointees.
Commissioner Neubauer would like the commissioners to have the ability to pick which subcommittee
they would like to join.
Commissioner Egge would like to clarify the subcommittees and the time frame.
Mr. Veselik explained that the consolidations of boards to create a super committees is scheduled for
November.
Commissioner Pohl talked about the ability to create efficiency verses extra work.
Mr. Veselik explained that he would like to encourage subcommittee to move forward with efficiency.

of the committee’s decision.
Commissioner Pohl asked about the management and staffs concern with continued development.
Mr. Veselik pointed out that the rates for residential permit will remain the same this year.

He pointed out that they are currently working on the quality control aspect of data collection.

Parking Program Manager’s Report

An update of major developments, in May, includes:
Passport App:The Parking Department netted $913 in parking revenue with 420 total transactions. We are
working on a more concerted marketing effort for the summer months including sharing material with downtown
business owners and the garage.
Occupancy Data:Our on-street occupancy data efforts continue to progress nicely. We are working closely with
our partners in GIS to identify any hiccups with the data. Our team has a goal to make the data available to the
public at the beginning of September.
Parking Software RFP:The Parking Enforcement and Permit Software RFP is currently posted and we are accepting
proposals. The RFP has generated more interest than expected and we look forward to reviewing proposals from
interested vendors.
Garage Rates:Staff plans to bring an update to our garage rates back to the Parking Commission in July. As you
know, this conversation has been contentious in the past. In order to better understand the concerns of business
owners and other community members, Chair Ness and the Parking Manager plan to conduct outreach and find
a good path forward to ensure rates are structured to benefit the city, parkers, our property owners, and business
owners.
Employee Permits:The Parking Manager plans to begin outreach conversations with the assistance of the
Downtown Bozeman Partnership to pilot an employee permit program. The Manager will work with the business
community to set forward a few guiding principles for the program and how best to serve their needs.
Visitor Permits in the RPPD:Upon completion of the enforcement and permit software RFP, the Parking Manager
will organize a focus groups with the University Neighborhood Association to discuss potential changes to the
visitor permit program.
