National Register Evaluations The Fanner's Canal may be generally significant in terms of National Register Criteria A, as a site which is "associated with events that have made a significant contribution to the broad patterns of history"- in this instance historic agricultural settlement and irrigation. Integrity Although the Farmer's Canal may be significant in terms of National Register Criteria A, the integrity of the entire canal system has been compromised in the following manner. -resn itching 1. The original ditch was created with horse-drawn, rs had sediments removs anded by draglines, equipment. Since that time the ditch backhoes and bulldozers and hence has been widened in many areas. 2. Various, recent roads and culverts have been placed in the canal. Since the canal is no longer used for irrigation, numerous head gates have been removed or made inoperable (Photos 2 @ 3). 3. In addition to the change of the original character of the ditch as noted in 1 above, over-bank flooding, and embankment �of the original ditch hannecements to prevent flooding, has widened and changed the configuration l. Recommendations As noted above,the historic era Farmer's Canal may be considered eligible for the National Register of I Iistoric Places under Criteria A. Although the canal is still in and designed, the the relatively same location where it was constructed modifications as noted above, have compromised the integrity of the canal in the specific project area and throughout its length. Therefore,the placement of three crossing culverts in the canal, and the proposed development by the Mitchell Development Group is not likely to adversely affect the integrity or significance of the Farmer's canal. Box 201201 EXIST WITHIN P R01ECT IMPACT AREA Helena, Montana 59620-1201 s O d V SH i Dt�T Dear Mr. Warhank: This letter is in response to a cultural resource evaluation completed for the Mitchell Investment Group, LLC. The subject property is located in Sections 14 and 15, Township 24 South, Range 5 East, Gallatin County, Montana. The Corps issued a public notice for the above reference property, which expired on September 3, 2004 (enclosed). On August 20, 2004, the Corps received a response from Damon Murdo, Cultural Records Manager, of your agency. Mr. Murdo's correspondence stated your agency had no record of previously recorded historic or archeological sites within the designated search locals. As a result, it was recommended that a cultural resource inventory be conducted in order to determine whether or not sites exist or if they will be impacted by the proposed project. Upon your agency's recommendation, Larry A. Lahren Ph.D. of Anthro Research Incorporated, on behalf of the Mitchell Investment Group, LLC, conducted a cultural resource evaluation for the Gallatin County project (enclosed). A historic resource mentioned in the report is the Farmer's Canal, however, the report states that the placement of three culvert crossings in the canal is not likely to adversely effect the integrity or significance of the Farmer's Canal. Per the National Historic Preservation Act and implementing regulations under 36 CF 800, the Corps requests the Montana Historical Society to: 1. Determine the eligibility of the historic resource (Farmers Canal) located but not recorded as a result of the cultural resource inspection. 2. Resolve any effects to the resource should it be determined eligible.
