Discussion followed about the survey.
Mr. Veselik commented on the cost and that it should be part of the consideration.
Mr. Fontenot explained how we are looking at a more holistic approach to strategic plan.
Mr. Veselik explained the process of the Strategic Plan at this point and commented on the
survey that was sent out.
Commissioner Egge pointed out the priority of staff and the priority of the committee to work
on the strategic management plan.
Commissioner Pohl commented on the plan and level of involvement for the commission. She
commented on different areas of the topics within the plan and how to move forward.
Commissioner Neubauer commented on the current concerns of the strategic plan within the
community.

CONSENT TO ASSIGNMENT
The undersigned, the Bozeman Parking Commission, an entity of the City of Bozeman,
Montana (the “Parking Commission”) hereby states, certifies and agrees as follows to and for the
benefit of RPT – 5 West LP, a Colorado limited partnership (“Buyer”), and Buyer’s lender,
Opportunity Bank of Montana, and their respective successors and assigns:
1.That the Parking Commission and Mendenhall Partners, LLC (“Lessee”) are the
parties to the Agreement for the Use of Parking Spaces in the Bridger Park Downtown Intermodal
Facility dated June 3, 2014 and recorded on June 3, 2014 as Document 2482451 in the records of
Gallatin County, Montana (the “Agreement”).
2.The Agreement has not been amended or modified. The Agreement is valid,
binding and in full force and effect. The Parking Commission has not consented to or received
notice of any transfer or assignment by Lessee of any of its rights or duties under the Agreement.
3.As of the date hereof, there exists no default, nor state of facts which, with notice,
the passage of time, or both, would result in a default on the part of either the Parking Commission
or Lessee under the Agreement.
4.In satisfaction of the requirement stated in Section 6 of the Agreement, the Parking
Commission hereby approves of and consents to the assignment by Lessee of all of its rights and
duties under the Agreement to Buyer.

STRATEGIC PLAN:2.2 Infrastructure Investments: Strategically invest in infrastructure as a
mechanism to encourage economic development.
BACKGROUND:
Staff recommends the City pilot a micromobility parking plan in the
downtown. Based on previous experience with scooter parking on the
sidewalks in the downtown staff feels that providing specific, well identified
parking areas for micromobility devices will lead to increased compliance
with the requirement the eScooters not be parked or used on sidewalks. This
approach has been successfully implemented in other cities and finds a
balance between fully docked systems and systems that are dockless and
allow users to end their rides and park the device anywhere. Staff has had
conversations with several micromobility companies regarding this idea and
they agree that providing specific places for users to park is likely to lead to
reduced parking on the sidewalks. Using technology, the companies can limit
the locations where rides can be ended and vehicles left through their app
and, in the downtown business district, will limit options to the areas
identified by the City. Engineering staff is working with the Downtown
Business Association, City Streets Department and City Parking staff to
identify approximately 12-15 locations in the downtown that will serve the
users and meet appropriate conditions for the installation of pilot parking
areas. The example parking document that is attached includes images of
parking areas in other cities and what these pilot areas could look like in
Bozeman.

BACKGROUND:The rate structure in the Bridger Parking Garage is confusing to individuals
using the App and the pay stations. The rate structure varies throughout the
day and requires a person to understand when the rates expire. The new
proposed rate structure is designed to simplify the operations and to allow
for parkers to receive a discount if they plan to stay in the garage for several
hours.

RESOLUTION 2021-01
A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
TO SET RATES IN THE BRIDGER GARAGE.
WHEREAS, the City of Bozeman has granted the Parking Commission authority to set
parking rates in the garage and all other city facilities (MCA7-14-4634); and,
WHEREAS, in 2020, Bozeman Parking Services launched the PARK BZN mobile app to pay
for parking in the garage from a mobile phone; and,
WHEREAS, Bozeman Parking Services and the Parking Commission has the stated goal of
aiming to improve the parking experience: and,
WHEREAS, through the use of the PARK BZN app, it has come to the attention of the City
of Bozeman that the current rate structure makes the app difficult to use and has led to several
residents getting citations in the garage due to the confusion; and,
NOW THEREFORE, BE IT RESOLVED that the Bozeman Parking Commission sets the
following rates for the Bridger garage transient parking:
First two hours, free parking.
$1 for each hour after the first two hours.
A $5 rate for 12 hours of parking time to replace the current day rate. This rate is
valid twenty-four hours a day, seven days a week.
Eliminate the night rate.
Passed and adopted by the Parking Commission of the City of Bozeman, Montana, at a session
held on the 13th day of May 2021.

BACKGROUND:Parking services staff have identified potential parking software options that
would allow the City to pass through fees for services to users of the system.
As the Parking Manager will discuss in their report, the City is going to put
out an RFP seeking proposals from parking software companies. Staff would
like the greatest flexibility when considering new software providers. This
resolutions provides us with flexibility and it also consistent with public
finance principles regarding user pays.

RESOLUTION 2021-02
A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
TO ALLOW FOR CONVENIENCE FEES FOR SERVICES.
WHEREAS, the City of Bozeman has granted the Parking Commission authority to set fees
and rates for publicly owned parking facilities (MCA7-14-4634); and,
WHEREAS, the State of Montana grants local governments the ability to charge
convenience fees for municipal services (MCA 7-5-4125); and,
WHEREAS, Bozeman Parking Services sets fees based on the costs services provided to
residents and guests of the City of Bozeman: and,
WHEREAS, often, local governments choose to finance operations through a user pays
model rather than imposing costs across the entire population; and,
WHEREAS, user pay models often result in cost savings to local governments for their
operations and incentivizes software providers to give customers and staff the best experience
possible; and,
NOW THEREFORE, BE IT RESOLVED that the Bozeman Parking Commission welcomes a
parking software provider that provides its software based on a fee-for-service model. The
Bozeman Parking Commissions supports a model which would charge convenience fees on
payments for permits, citations, and parking sessions, but allows for an option for residents to
avoid such fees.

RESOLUTION 2021-03
A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
TO ALLOW SUBCOMMITTEES TO CONVENE TO ADVANCE THE WORK OF THE BOZEMAN
PARKING COMMISSION AS OUTLINED IN THE 2021 WORK PLAN.
WHEREAS, the City of Bozeman has granted the Parking Commission authority manage
parking in the City of Bozeman (MCA7-14-4634); and,
WHEREAS, the Parking Commission and other citizen advisory boards can convene
subcommittees to advance their work between full advisory board meetings; and,
WHEREAS, in Article II, Section 9 of the Montana Constitution, citizens of the State and
any other interested parties have a constitutional protection to the right to know what their
government is doing: and,
WHEREAS, the City of Bozeman has standardized notice requirements for all public
meetings; and,
WHEREAS, City staff and citizens both benefit from the active participation in meetings
of the general public; and,
NOW THEREFORE, BE ITRESOLVED that the Bozeman Parking Commission authorizes the
creation of no more than two subcommittees to advance the work as outlined in the 2021 Work
Plan. The subcommittees can focus on issues under the Policy bucket or the Capacity bucket
identified by the Parking Commission and endorsed by the City Commission. The Parking
Commission Chair will appoint no more than three members to each subcommittee so as not to
constitute a quorum of the Parking Commission. Membership of the subcommittees will be
posted to the City Website. The meetings will be conducted via the WebEx teleconferencing
software with an agenda post under the city’s public noticing requirements. The subcommittees
will expire no later than November 30, 2021.

Parking Program Manager’s Report

An update of major developments, in April, includes:
Passport App:The ParkingDepartment netted $1,031 in parking revenue with 440total transactions. The Passport
team has updated the app to show our parking occupancy in the garage in real time. The app is connected to the
signs on the outside of the garage. We plan to distribute the marketing materials to downtown businesses during
the month of May.
Occupancy Data:We continue to collect data in the downtown core as well as the broader neighborhoods eligible
to be Parking Benefit Zones. Once we have a large enough sample size, we will make the GIS map I previewed for
you all more widely available to the public. We anticipate that could happen as early as the end of this summer.
City Commission Meeting:The City Commission held a work session on April 27
th during the regularly scheduled
Commission meeting. The Commission endorsed the overall parking program work plan. Their one addition is to
add equity in as an explicit goal in the work plan.
Board Consolidation:The City Commission continues to consider consolidating the 40 citizen advisory boards
down to a handful of super boards with broader sets of responsibility. Chair Ness filled out a survey reflecting
where responsibilities of the Parking Commission should be housed. The City Commission meets again at the end
of May to continue work on consolidation.
Parking Software RFP:We plan to write andrelease an RFP for parking software to conducting our permitting and
enforcement operations. It has been three years since the City last put out an RFP for parking software.We believe
it is in our best interest to evaluate the entire market of parking software available. Technology continues to
advance rapidly and city staff is committed to creating a good parking experience for both customers and our own
team.
RPPD Rates:For now, staff plans to keep University Residential Parking Permit District rates flat. We did not have
the opportunity to work with our finance department to prepare a new budget for the district. In the interest of
fairness, rates will remain flat until that information can be compiled.
