Downtown Stormwater Trunk Rehabilitation Project until 2:00 p.m., local time, on May 28th, 2021 and
then publicly opened and read aloud at 2:00pm via a Microsoft Teams Video Conference, details below.

Description:
Project generally includes, but is not limited to the following:
The City of Bozeman Downtown Stormwater Trunk Rehabilitation Project consists of 1,318 lineal feet of
stormwater rehabilitation of existing 27-inch, 28-inch, 32-inch, and 35-inch diameter (nominal)
cylindrical block grouted-in-place pipe with cured-in-place pipe (CIPP) and reinstatement of
approximately 31 service connections. The stormwater trunk line is located within an alleyway between
East Main and East Mendenhall Streets. Completion of this work will include pre-installation inspection,
cleaning, location and verification of active services, trimming protruding services, bypass pumping
operations, CIPP lining installation, and service reinstatement. Resin used for the CIPP shall be non-
styrene, VOC-free resin. All work will be completed within existing paved alleys and roadways within the
City of Bozeman.
Each Bid or proposal must be accompanied by a certified check or cashier’s check payable to the City of
Bozeman, Montana, in an amount not less than ten percent (10%) of the total amount of the Bid. Copies
of the bid bond provided by the Contractor’s Surety Company and a certified check or cashier’s check
shall be uploaded through QuestCDN Electronic Bid Bond. Successful BIDDERS shall furnish an approved
Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred
percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful
BIDDER(s) and certificates of that insurance shall be provided.
No Bid may be withdrawn after the scheduled time for the public opening of bids.

For this project, bids will only be received and accepted via the online electronic bid service through
QuestCDN. Contractors may view the contract documents at no cost prior to becoming a Planholder.
Project bid documents and addenda must be downloaded from QuestCDN, which will add your company
to the Planholder List and allow access to vBid online bidding, for the submittal of your bid. QuestCDN
may be located using the link in the left-hand navigation menu on the City of Bozeman’s Bids\RFPs\RFQs
page or at www.bozeman.net/QuestCDN. The specific project can be found by referencing the eBidDoc
number eBidDoc #7798971. Bid documents may be downloaded for a non-refundable charge of
$15.00. Bidders will be charged an additional fee of $30.00 to submit a bid electronically. Contact

The City of Bozeman reserves the right to reject any or all proposals received, to waive informalities to
postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest
responsive and responsible bid which is in the best interest of the City of Bozeman.
CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will
be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for
registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, Montana 59604-8011.
Information on registration can be obtained by calling (406) 444-7734. CONTRACTOR is required to have
registered with the DLI prior to bidding on this project. All laborers and mechanics employed by
CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as
may be required by the laws of Gallatin County and the State of Montana.

shall include a provision wherein the submitting entity, or entities, affirms in writing it will not

because of actual or perceived sexual orientation, gender identity or disability and which also recognizes
the eventual contract will contain a provision prohibiting discrimination as described above and that this
prohibition on discrimination shall apply to the hiring and treatment of the submitting entity’s
employees and to all subcontracts. In addition, pursuant to City Commission Resolution 5169, the entity
awarded a contract under this project and any subcontractors must abide by the Equal Pay Act of 1963
and Section 39-3-104, MCA (the Montana Equal Pay Act), and affirm it will abide by the above and that it
has visited the State of Montana Equal Pay for Equal Work “best practices” website,
https://equalpay.mt.gov/BestPractices/Employers, or equivalent “best practices” publication and has
read the material. Every entity submitting under this invitation must sign and return the required
affirmation.
