HomeMy WebLinkAboutBlackwood Groves MSP Response to DRB Letter 04-15-2021 15 April 2021 City of Bozeman 121 N Rouse Ave Bozeman, MT 59715 RE: Response to Blackwood Groves Master Site Plan DRB Summary Letter (Application 20292) The following is provided in response to advisory Design Review Board comments provided February 25, 2021 by City Planning Staff. Comment 1.a: Members of the DRB recommended looking further into the important intersection of Blackwood Road and 11th Avenue. Response: The project team engaged in extensive collaboration with City of Bozeman Engineering Staff on the design of the intersection of Blackwood Road and 11th Avenue, and the overall street network. The resulting design is shown on the Street Exhibit and Civil Sheet C8.0. Appendix D further details these street cross-sections for these locations. Comment 1.b: Use traffic calming features like round about, bulb outs, chicanes, especially around intersection of Blackwood & 11th Avenue. Response: Bulb outs and other traffic calming features have been proposed in this location. See Response to the Comment 1.a for additional details on this proposal. Comment 1.c: Highly encourage trees in the median for traffic calming purposes along major roadways. Response: Trees are shown in the medians for Blackwood Road and for a portion of 11th Avenue. See Appendix D for additional details on where median trees are to be constructed. Comment 1.d: Enhance pedestrian movement through there since there are a wide variety of uses (park, commercial, residential) at the intersection of Blackwood & 11th. Response: Multiple pedestrian movement enhancements are shown at this intersection. See response to previous comments for additional details. Comment 2.a: Recommend more drought tolerant landscaping throughout the site, especially that of single family lots. Response: Additional drought tolerant landscaping is proposed for this project. See Landscape Plans for specific location details. Comment 2.b: Consider flexible adaptation techniques that emphasize sustainability and allow flexibility to houses and their sites, especially affordable houses and how it can help meet the Climate Action Plan goals. Response: The Design Regulations (Appendix I) have been updated to emphasize sustainability. Comment 3.a: Consider how the trails will be connected and how they related to future phases that may not be constructed yet. For example, the midblock crossing through phase 2, 6, and 3. Response: The Phasing Exhibit Civil Plan Set has been updated to show how the relationship between phases is imagined. Comment 3.b: Extend the trails to the south most side of the development for ease to connect to future trail systems.
