FROM: PARK & RECREATION DEPARTMENT RE: BOZEMAN EAST MIXED USE, MASTER SITE PLAN AND SITE PLAN 19230/19231 DATE: AUGUST 27, 2020 Summary of Parkland Proposal The parkland proposal is summarized in application document “2.5_Boz East Mixed-Use Development Review Narrative” on pages 4-6. The proposal includes 1. Waiver of Required Park Dedication for 0.82 acres and public access easement in Phase 1 2. Improvements in Lieu of Parkland (IILP) in Phase 1 3. Cash-in-lieu of Parkland (CILP) in Phase 2 RESPONSE: Updated parkland calculations have been provided in the resubmittal documents, see narrative pages 4-6 and updated plans. Request Summary: Required Parkland: 3.25 Acres (per memo from park and rec dated 8/27/20) Proposed Dedicated Conservation Area: 0.79 Acres Proposed Dedicated Public Open Space Easement: 0.6 Acres Improvements In-Lieu (located in the 0.6 Acre Public Open Space Easement): $160,644.00 Cash In-Lieu: $129,304.16 Prior review by Parks Division staff indicated that Cash-in-lieu of Parkland would likely be supported in this infill area. Review Comments and Discussion Items: 1. Net residential density as defined in Sec. 38.700.130.-N omits additional lands from the net area calculation including conservation easements and common open spaces. Please reduce net lot area and parkland calculations accordingly. Staff estimates that 3.25 acres is required as a combination of land and cash-in-lieu. RESPONSE: Updated calculations based on the 3.25 acres have been provided in the resubmittal documents, specifically the Parkland Improvement Sheets (PL1.00-PL1.08) and Exhibit EX4 – Parkland Exhibit. November 13, 2020 PAGE NO. 2 tdhengineering.com 2. Per 38.420.020.1.a. and 1.d.(3) the equivalent of 8 du/acre is required as land and 4 du/acre is provided as CILP. The waiver request is to reduce the proportion of land and increase the cash- or improvements-in-lieu. RESPONSE: Request is to use a combination of dedicated conservation easement (0.79 acres) public access easement (0.6 acres), improvements in-lieu ($160,644) and cash in-lieu ($129,304.16) to fulfill the required 3.25 acre parkland requirements of the site. 3. Improvements-in-lieu comments: • Per 38.420.070.A.1 Improvements in Lieu provided in the parkland tracking table on “Exhibit X-4” may include the cost of construction Class II or III recreational trails. Related facilities as mentioned in 38.400.110.C may also be counted toward improvements in lieu such as appropriate street crossings with curb ramps, crosswalk, signage; trail signage; • Staff is researching whether other improvements-in-lieu on lands not owned by the City may be applied to the parkland requirements. • Standard park improvement costs (irrigation, street trees, linear park trees @ 1 per 50’, sod, etc) and costs associated with other standards (wetland setback plantings) may not be counted twice. RESPONSE: Updated calculations improvements and cash in-lieu calcuations have been provided within the submittal documents, specifically the Parkland Improvement Sheets (PL1.00-PL1.08) and Exhibit EX4 – Parkland Exhibit.
