The water distribution system serving the Bozeman East development will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); The City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Fire Service Line Standard. The design report is to verify that there is adequate volume and pressure to supply domestic and fire service for all the buildings in the Bozeman East development. The following design report follows the section numbering of Circular DEQ-1-Standards for Water Works, August 8, 2014 Section 1.1, Engineer’s Report. 2 GENERAL INFORMATION (DEQ 1.1.1) a. The Bozeman East Mixed-Used Development is located off Tschache Lane on Lot 5 of the Bridger Peaks Village Subdivision. This project is located within the City of Bozeman, Montana. See the vicinity map for location details. This project involves extending approximately 2661 feet of a new 8 -inch Class 51 DIP water pipe into the proposed Bozeman East Mixed-Use development. The new 8-inch main will tie into the existing 12-inch water main along Tschache Lane twice, creating a looped system within the development. Each building will be serviced by a domestic water service and a fire service. The project also includes (7) seven fire hydrant assemblies. b. The proposed water main infrastructure will be served by the City of Bozeman. c. Project Developer Farran Realty Partners 101 E. Front Street, Suite 304 Missoula, MT 59802 d. System Owner City of Bozeman PO Box 1230 Bozeman, MT 3 EXTENT OF WATER WORKS SYSTEM, INCLUDING (DEQ 1.1.2): The proposed water main extension is an extension of the City of Bozeman water infrastructure in the area. The water main extension is proposed to serve the Bozeman East Mixed-Use development which has the potential to include 305 dwelling units with an additional limited commercial mixed use of 18,158 SF in the B-2 zoning district. 3 The project will tie into existing 12” main located at the north boundary of Lot 5 along Tschache Lane two times to create a looped system within the Bozeman East Mixed-Used development. The new 8” main will connect to seven fire hydrants that will provide fire protection to the proposed project. Each of the four buildings will be serviced by a 4-inch fire service and a 3- inch water service. This water main extension will serve the buildout of the property. Adjacent parcels are already served by water mains or will receive service from water mains installed in streets adjacent to the parcels. 4 ALTERNATE PLANS (1.1.3) The alignment of the proposed main was chosen to meet the layout of the proposed development. An alternate solution to proposed water extension was considered, looping the system from the existing main in Tschache Lane to the existing main along the site’s western boundary. This solution however was not feasible as the two existing mains are on different pressure zones. Therefore, looping via only Tschache Lane was chosen as there are two existing 10” water stubs from the Tschache Lane water line south to the proposed site. 5 SITE CONDITIONS (1.1.4) The proposed Bozeman East Mixed-Use complex is currently undeveloped agricultural land which slopes gently to the north and east with existing grades of less than 4% and mostly Blackdog silt loam soil deposits (USDA, Natural Resources Conservation Service, Web Soil Survey) A site specific geotechnical report has been done for the Bozeman East Mixed-Use development by Rawhide Engineering Inc, May 4, 2018. The site is favorable for the building foundation construction. The buildings are to be constructed using conventional stem wall foundations with a concrete slab on grade. Due to the upper soft clay layers, the continuous foundations and interior column footings are to be constructed utilizing deep foundations with transfer the loads down into the native gravel with sand layer. (Rawhide Engineering Inc, 2018) The groundwater levels are currently 5.5 to 7.0 feet below the current site grade. The groundwater flows generally from the south to the north based on general groundwater flow in the valley. The groundwater at this site is likely variable based on seasonal precipitation and irrigation practices. 6 WATER USE DATA, INCLUDING (1.1.5): The water distribution system serving the proposed project will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); the City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Design Standards and Specifications Policy. The following section addresses the design capacity and flow requirements discussed in Section 8 of DEQ – 1. The water main extension for the Bozeman East Mixed-Use development will service four (4) apartment buildings, a clubhouse, commercial retail space and outdoor recreation space. The capacity requirement for the water main extension is calculated as follows: 4 Residential Flows: 305 each apartment units (Buildings A, B, C, and D) 2.11 Persons per dwelling units (Bozeman Design Standards May, 2017 p. 48) 170 GPD per person (Bozeman Design Standards May, 2017 P. 45) Building A: Population = (2.11 persons/ DU)(39 DU) = 83 persons Average Daily Flow (ADF) = 83 persons x 170gpd/person = 14,110gpd = 9.8gpm Max Daily Flow (MDF) = 2.3 x Avg. Day = 2.3 x 9.8gpm = 22.54gpm Max Hour Flow (MHF) = 3.0 x Avg. Day = 3.0 x 9.8gpm = 29.4gpm Building B: Population = (2.11 persons/ DU)(72 DU) = 152 persons ADF = 152 persons x 170gpd/person =25,840gpd = 17.9gpm MDF = 2.3 x Avg. A mixture of 11 spaces, with 36 employees, 388 customers ADF = (36 Emp.)(13 gpd) + (388 users/day)(3 gpd) =1164 gpd = 0.8 gpm MDF = 2.3 x Avg. Day = 2.3 x 0.8 = 1.8 gpm Max hour Flow = 3.0 x Avg. Day = 3.0 x 0.8 = 2.4 gpm Irrigation Demands: Based on the City of Bozeman’s Integrated Water Resources Plan September 2013, the 170 GPD per person includes all water use including irrigation. Total Flows: Average Daily Flow = 9.8 + 17.9 + 43.1 + 5.3 + 0.7 + 0.8 = 77.6 gpm Max Daily Flow = 22.5 + 41.2 + 99.1 + 12.2 + 1.6 + 1.8 = 178.4 gpm Max Hour Flow = 29.4 + 53.7 + 129.3 + 15.9 + 2.1 + 2.4 = 232.8 gpm Fire Flow The total water demand for the system includes the Maximum Daily Demand and the maximum required fire flow of 1,500gpm which based on the 94,810 SF building of Type V-A Construction. Table B105.1(2) of Appendix B of the International Fire Code requires 5,500gpm fire flow for a building without sprinklers and allows a reduction for buildings with fire sprinklers. The reduced flow is 25% of the listed flow which is 1,375gpm. The minimum flow is 1,000gpm or 1,500gpm dependent on if the fire sprinkler system is designed to meet NFPA 13 or NFPA 13R requirements. For the purpose of this report, we have conservatively assumed that 1,500gpm will be required. The Maximum Daily Demand is calculated by multiplying the Average Daily Demand by a peaking factor of 2.3 as described above. Therefore, the following fire flow demand for the four buildings is as follows: Total Fire Flow = 178.4gpm + 1,500gpm = 1,678.4gpm 7 FLOW REQUIREMENTS (1.1.6) Modeling Procedure Water modeling using the proposed water main locations has been input into WaterCAD V8i software to assess expected performance of the new distribution network. Water supply from the existing City water system has been modeled by a reservoir and pump on the west side of Tschache Lane and a reservoir on the east side of Tschache Lane to mimic distribution system output. Use of fire hydrant flow data and a reservoir/pump supply is a commonly used method to build a stand-alone model without reproducing the complete distribution system. The nearest hydrant tests were done by City Water Department staff on 9/14/2018 on hydrants located in Tschache road north of the project site. The results are as follows: Flow Hydrant #2253 – Pitot of 72psi @ 1425gpm on a 2.5” nozzle Test Hydrant #2061 – Static of 83psi and Residual of 70psi 6 The total water demand for the system includes the maximum daily demand and the required fire flow of 1,5000 gpm as determined by the Insurance Services Office (ISO) criteria. The maximum daily demand is calculated by multiplying the average daily demand by a peaking factor of 2.3. The minimum pressure used for pipe main sizing was 35-psi during normal uses and no less than 20-psi residual pressure during fire hydrant full flow condition at any supply node. A “C” of 130 is used for the Hazen Williams pipe roughness factor. Modeling Results The model’s results indicate that 8-inch distribution mains for the Bozeman East development will supply the needed maximum daily flow with fire flow while maintaining the required 20-psi residual pressure at all points within the modeled area. Pressure during peak day ranges from 71 to 76psi. Available fire flow ranges from over 3,500gpm on Tschache Lane to 2,061gpm at Building C. (See the WaterCAD model flow results located in the appendix at the end of this report for additional information). 8 SOURCES OF WATER SUPPLY (1.1.7) Water is supplied from City of Bozeman 9 PROPOSED TREATMENT PROCESSES (1.1.8) Non-applicable 10 SEWAGE SYSTEM AVAILABLE (1.1.9) The area is served by the City of Bozeman wastewater treatment facility 11 WASTE DISPOSAL (1.1.10) Non-applicable 12 AUTOMATION (1.1.11) Non-applicable 13 PROJECT SITES (1.1.12) The development is bounded by Tschache Lane to the north, vacant lot and North 15th Ave to the east, and existing development to the south and west. The wastewater at the site will be conveyed to the City of Bozeman wastewater treatment facility. 14 FINANCING (1.1.13) Non-applicable 15 FUTURE EXTENSIONS (1.1.14) No future extension will be needed.
