It was extremely interesting. I am a member of the Historic Preservation Board, but I am speaking for myself in this comment. I was wondering if the Historic Preservation Board should be included in the group discussion. I heard Mr. Pape suggest completely eliminating the NCOD, which was a major project of the Historic Preservation Board. I also understood that there might be zoning changes to allow for different types of new construction within the city, and can only assume that this would include the NCOD which contains many of the various historic districts. As a community member, I would very much like to see more affordable housing in the city, and if the NCOD could be involved in the increase in affordable housing it would substantially help the effort. The question is, how could the NCOD be involved? Mr. Elliot mentioned that the city will never build its way out of the housing crisis. He feels that the way to achieve housing equity is to use the existing inventory of housing to create affordability. Could the Historical Preservation Board be involved in this process in any way?
