The listed alternative of asphalt instead of post-tensioned
concrete carries with it increased risk of surface failure cracks.
The attached file shows an example from coastal northern
California which does not have the additional freeze-thaw
issues of the Northern Rocky Mountains. Resolution 5293
addresses this issue in the most cost effective way possible
with post-tensioned concrete, and will be the best long term
solution. Adopt resolution 5293 but not the asphalt
alternative.
