HomeMy WebLinkAboutURD Board Prioritization Rankings 4-21DBIP Projects- URD Board Prioritization Results The URD board members individually ranked their preference for the top five projects for both short term and long term projects. The results (listed below) were compiled by Emily Cope. Both sets of projects had a tie for the projects ranked at #5. This exercise was completed to provide a starting point for a work plan discussion for the board when considering the remaining life of the URD which sunsets in 2032. Top DBIP Short Term Projects (0-3 years): #1 Create bike and transit connections between key destinations and downtown #2 Plan for maintenance, business operations and winter needs in the alleys #3 Create Downtown Design Guidelines, including aligning maximum building height with Community Plan, ensuring new design guidelines supplement general categories in Section 38.340 of the code #4 Develop an employee paid parking permit system #5 Expand and clarify parking signage/create wayfinding plan to make it clear what parking is available #5 Activate the alleys with unique character (short term & long term) #6 Continue to implement the streetscape improvement program (short term and long term) Other DBIP Short Term Projects: These projects may have received some votes, but did not place as a top priority. • Introduce a coordinated bike share program • Partner with Parks Department to supplement revenue streams through private development opportunities • Expand Grand Avenue as Downtown’s cultural arts heart (install murals, public art, etc.) • Enhance Black Avenue as Bozeman's downtown bike hub (short term and long term) • Designate ride share pick-up and drop-off locations • Improve Mendenhall’s bike facilities to a “super sharrow” Top DBIP Long Term Projects (3+ years): #1 Expand structured parking (parking decks, 2nd garage, expand Bridger Park garage) #2 Create a Downtown Infrastructure and Public Realm Plan #3 Increase the number of on-street parking spaces by transforming Main Street to 3 lanes with diagonal parking #4 Reimagine Soroptomist Park as a multi-functional space for small & large events, gathering space #5 Explore ways to add more code flexibility Downtown for existing and new buildings (departures, deviations, relaxations, etc.) #5 Explore Gentle Infill; Consider Unique Needs of Narrow or Small Parcels #6 Create a downtown park circuit, connecting the major parks and plazas with bike lanes, trails, and enhanced pedestrian links. Coordinate downtown park projects, and this circuit, with future city-wide parks and open space planning Other DBIP Long Term Projects: These projects may have received some votes, but did not place as a top priority. • Restore and create access to Bozeman Creek- interpretive elements along creek through signs, maps, wayfinding, programming to enhance the experience of the creeks as destinations • Revitalize the creeks and drainage systems for improved ecological health and community benefit • Enhance Black Avenue as Bozeman's downtown bike hub (short term and long term) • Continue to implement the streetscape improvement program (short term and long term) • Promote smaller alley-based retail/offices • Use alleys as secondary connectors to expand the mobility network • Alleviate navigational challenges on Wallace Avenue by removing parking east side to minimize traffic conflicts • Extend Babcock east into Library Parking Lot to create a street connection • Enhance Rouse Avenue as downtown's civic corridor, improvements to publicly owned land along Rouse • Create a Downtown Circulator with a park-and-ride link • Partner to install EV charging stations around downtown • Promote and expand services that complement carless living, pursue car-share program • Create a protected 2-way cycle track on Babcock • Reserve public parking space as a tool to support affordable housing developments • Activate the alleys with unique character (short term and long term)
