RE: Buffalo Run Annexation and R-4 Zoning Application
With all due respect, reading the Staff Report in support of this application is like reading a book of fiction.
Here are a couple of examples:
Transportation Master Plan (Census and American Community Survey data) show that those living in the
census tract including this property commute 35% of the time by foot, bike, or transit. This is just NOT true.
A high density housing project (R-4) will generate an inordinate amount of VEHICLE traffic--not foot or
bicycle. This vehicle traffic will profoundly affect the residents of Meadow Creek as it travels down 33' wide
Kurk to S. 27th.
In defending R-4 and the proximity of Buffalo Run to other high density housing, the staff reports: "There
are several recently completed higher density developments such as South Rows, some now under
construction such as Nexus Point apartments or in development review such as Blackwood Groves." ALL of
these developments are on MAJOR arterials--S. Graf and S. 19th. NONE of the traffic generated by these
projects funnels onto a 33' wide street. Can we please compare apples to apples? Also, these projects are a
mile away from Buffalo Run--not right next door!
Staff reports: "The proposed R-4 would allow for more housing in a growing area of the City, which benefits
the general public. Expanded park facilities and improved transportation links, such as completion of S. 27th
from Graf to Kurk Drive, will provide benefits to the community at large as well as nearby residents." This is
a whopper! One R-4 development on Fowler benefits the developer and a few wealthy people who will be
able to afford Buffalo Run as it is NOT AFFORDABLE housing. The increased traffic generated by Buffalo Run
does NOT benefit the community and certainly not the residents of Meadow Creek. It is going to cause
safety issues as cars travel down 33' wide streets, noise and pollution.
"Staff says, "Is the proposed use significantly different from the prevailing land uses in the area? No." NO?
It's totally different than what's in the area. There is AGRICULTURAL land on THREE sides and R-3 zoning
(built out as R-1) where it is attached to the City by a 222 yard strip!
Staff uses phrases such as "future development", "incremental growth", "over time", "no specific
timeframe", "long range plans", "over time", "in the future"....etc. These terms only prove that the time is
NOT NOW for R-4 in this area. There is insufficient infrastructure to support R-4. Insufficient roads,
insufficient water pressure, insufficient (or NO) public transportation, bike trails, walkability, etc.
I can appreciate that Staff is doing what they are told--find a way to increase housing in Bozeman. Don't
worry about the neighboring property owners. This annexation and R-4 zoning is wrong and indefensible
and I hope the City Commissioners will see through this unfair and biased staff report.
