Dear City Commission, We are writing in opposition to the annexation of the proposed Buffalo Run subdivision as anR-4 district. Instead, a designation of R-3 fits the development of the City of Bozeman and its presentzoning regulations. Traffic Impact/Safety – Unless the City of Bozeman requires the developer to update Fowlerto paved, county-road standards (at the minimum), a city street—Kurk Drive—will be forcedto bear a traffic weight it was never designed to carry. If Kurk Drive, neither an arterial norcollector street, is forced to bear the additional weight of the proposed R-4 designation, couldthe City of Bozeman be held liable for future traffic accidents? Since Kurk Drive was notdesigned for the addition of thousands of cars per day, it seems reasonable to expect the Cityof Bozeman to incur legal challenges in the future. Furthermore, how will emergency vehiclesservice the area? Emergency vehicles winding through the small streets of the Meadow Creeksubdivision to service a high-density housing scenario does not seem to be a reasonablesolution. If you are in doubt, make the drive to look at the streets in the area. Bozeman Community Plan – This proposed annexation as R-4 is in conflict with theBozeman Community Plan. Such an annexation does not follow “reasonable incrementaldevelopment at the City edge.” Instead, an R-3 designation would fit better. We understand housing is needed in Bozeman.
