Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 1 INTRODUCTION The following narratives summarize an analysis of potential traffic impacts that could be associated with the proposed development of Cottonwood Subdivision, which would be located west of Cottonwood Road and south of Huffine Lane on the western fringe of Bozeman, Montana (see Figure 1). The narratives, figures, and appendices focus on the proposed subdivision’s street accesses to Cottonwood Road along with all arterial and collector street intersections within a one-half mile distance of the development site. In this case, the only arterial street intersection within a one-half mile distance is the intersection of Huffine Lane and Cottonwood Road. This site is located within the city limits of Bozeman and review of access impacts on Cottonwood Road would be within the City of Bozeman’s jurisdiction. Huffine Road is an NHS route that is under the jurisdiction of the Montana Department of Transportation (MDT) and review of potential impacts on Huffine Lane will be reviewed by the MDT Traffic Section. PROPOSED SITE DEVELOPMENT The proposed development property would be located south of Huffine Lane with the northern boundary adjacent Lot 2 of Minor Subdivision 454B, which is north of the new Town Pump Station Store. The eastern boundary is adjacent to existing agricultural land while the western boundary is coincident with the eastern right-of-way line for Cottonwood Road. The southern boundary is along the Farmers Canal with undeveloped agricultural land to the south. The proposed subdivision would be developed in phases and would accommodate apartments and townhouses. It is understood that initial site development will include widening of Cottonwood Road to be a full future width arterial street section from Alpha Drive south to a point south of Loyal Drive and will include two traffic lanes in each direction with a raised median and auxiliary left-turn lanes. The northern access would be an extension of Alpha Drive. That access would be a full access intersection except for the northbound left-turn movement, which would be prohibited because of existing geometric conditions created by the wide median in Alpha Drive. Since an alternative access to the western subdivision exists at Loyal Drive, south of this intersection, southbound left turn movements will be accommodated at the Loyal Drive intersection. The middle access would be a new subdivision street access (Club House Lane) which will function as a “T” intersection. The southern access would be opposite the Loyal Drive Street approach to Cottonwood Road and that intersection would be a full-movement intersection Phase 1 development will construct both the Alpha Drive subdivision street access and the Clubhouse Lane street access to Cottonwood Road. Phase 1 will involve development of 155 apartment units and 42 townhouses. Future developments will include construction of 184 apartment units and 146 townhouses along with construction of the Loyal Drive street access, east of Cottonwood Road. This Traffic Impact Study (TIS) addresses potential impacts associated with the Cottonwood Subdivision Phase 1 and full development operations, with access features, as described herein. Future conditions related to full development assumed a 15-year development time period and traffic projections were made for the year 2033 to determine potential future impacts. EXISTING CONDITIONS Streets & Intersections Potentially impacted intersections located within a mile of the proposed development site are Huffine Lane intersections with Cottonwood Road and three intersections on Cottonwood Road associated with site development. The following narratives provide specific information relative to the two arterial streets that would have potential impacts. MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 4 Huffine Lane (Bozeman’s Main Street) is an NHS route (US 191) under the jurisdiction of MDT. It carries four thru traffic lanes with a continuous two way left turn lane in the center. It also has 10’ wide paved shoulders along its entire length from Four Corners to 19th Avenue. The existing speed limit on Huffine Lane is 55 mph adjacent to the proposed site development. At its intersection with Cottonwood Road, it provides two thru lanes in each direction with opposing left-turns lanes. It is currently controlled by a traffic signal. The signal includes a protected /permissive left-turn phasing on Huffine Lane. Cottonwood Road is an arterial street within the City of Bozeman and Gallatin County street system. It serves a number of new subdivisions that have been built along its length in the past 10 to 15 years. Cottonwood Road was reconstructed north and south of the intersection in 2016 along with traffic signal and lighting improvements. At its intersection with Huffine Lane, it currently operates with two thru-lanes for each direction of travel and auxiliary left-turn lanes on both approaches to Huffine Lane. The current speed limit on Cottonwood is 50 mph. However, this speed limit is continuous along the entire rural section of roadway and the observed operational speed within the intersection’s area of influence is closer to 35 mph. Existing Traffic Volumes Am and pm turning movement counts were taken at the intersection of Cottonwood Road and Huffine Lane in January of 2018 and graphic summaries of those counts can be seen in Figure 2. A traffic impact study was completed in 2013 for the Town Pump Station Store, which currently occupies the southeast corner of the Huffine Lane and Cottonwood Road intersection. In comparing traffic volumes documented in the 2013 study to the 2018 traffic counts, it can be seen that average weekday traffic (AWT) volumes on Huffine Lane have not changed substantially in the past five years. In fact, the 2018 AWT counts were 2% less than the 2013 counts. However, traffic volumes on Cottonwood Road have increased steadily over that same time period. AWT counts in 2018 were 35% higher than the 2013 AWT counts, north of Huffine Lane and 26% higher south of Huffine Lane. MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 6 Existing Capacity Capacity calculations were completed (see Appendix A-1) for the potentially impacted intersections based upon current operating conditions and the am and pm hour traffic volumes shown in Figure 2. Table 1 summarizes the results of those calculations using Delay, Level-of-service (LOS), Volume to Capacity (v/c) ratios, and Vehicle Queue projections as Measures of Effectiveness (MOE). All intersections, approaches and movements currently operate at LOS “C” or better during both the am and pm design hours. The overall Huffine Lane & Cottonwood Road intersection operation has an LOS of “C” during the am peak hour and LOS “B” during the peak pm hour. The westbound through lanes on Huffine Lane has the highest volume/capacity ratio at 0.65 during the peak pm hour and that approach also has the highest number of queued vehicles at 10. Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 7 DEVELOPMENT TRAFFIC PROJECTIONS Trip Generation The proposed development would best be represented by the ITE Trip Generation Report Land Use Codes 220 “Multifamily Low-Rise” for the apartments and Code 221 “Multifamily Mid-rise” for the townhouses. Trip generation data for both of the land uses were taken from the ITE Trip Generation Report., 10th Edition and can be found in Appendix B of this report. Table 2 presents the average weekday trips (AWT) along with the am and pm hour rates that were used within the TIS analysis. Total average weekday trips for Phase 1 would be 1,358 while the peak am hour would generate 87 trips and the peak pm hour would have 106 trips. Future phases of development would add more trips than Phase 1 and total subdivision development would result in approximately 3,500 AWT. Table 2. Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 8 The only potential reduction in vehicular trips for this development would be for pedestrian and bicycle trips that could be made to and from adjacent retail developments north of the subdivision. It was determined that approximately 5% of Phase 1 trips could be associated with pedestrian and bicycle trip modes due to the proximity of walkable attractions. Future phases would have decreased potential (less than 2%) because of the greater distances involved. Table 2 shows the trip mode reductions and resultant vehicular trips for Phase 1 and future phases. Thus, full development vehicular trips used with the study analysis are 3,394 AWT with 215 trips in the am hour and 264 trips in the pm hour. Trip Distribution The distribution of vehicular trips was based upon existing directional traffic movements at the key intersection adjacent to the development site with adjustments for future developments. Approximately 35% of the primary vehicular trips would have origins and destinations to the east, on Huffine Lane, and 30% would have origins and destinations to the west. Approximately 15% of the trips would be distributed to and from the south while the remaining 20% of the trips would be to the north on Cottonwood Road. Traffic Assignment Site traffic assignments were completed using the trip generation projections in Table 2 and the trip distribution percentages discussed in the preceding section. The Phase 1 development traffic assignments are shown in Figure 3. Peak am and pm hour site traffic at the adjacent intersection and at the site access intersections are shown in Figure 3 along with the average weekday vehicular site traffic on the street system links. Figure 4 illustrates full development site traffic assignment, which includes the third site access at Loyal Drive. Site access traffic assignments were heavily influenced by the access locations, planned internal site layout, and the resulting travel time associated with each directional trip. PHASE 1 TRAFFIC IMPACTS Phase 1 Plus Year 2020 Traffic Volumes Figure 5 illustrates the combination of year 2020 traffic projections plus Phase 1 site development traffic in the am and pm hours at the adjacent intersection and at site access intersections. Also shown in Figure 5 are the resultant AWT volumes and the percentage increases over existing traffic that would be attributable to this development. In this case, Cottonwood Road, south of Huffine Lane would have the highest volume of site generated traffic and also the highest percentage increase of any of the area streets at 22%. It should be noted that, normally traffic impacts on streets that are less than 10% are not considered to be significant because daily traffic variations on any street routinely exceed 10%. In light of that, traffic increases on Huffine Lane would be 2% and on Cottonwood Road north and south of the site would be 4%, which indicates that any impacts on the roadway systems would not be substantial or significant. However, impacts at the adjacent and site intersections do have the potential for operational impacts. MARVIN & ASSOCIATES 1300 N. Table 3 indicates that all approaches and all movements at the study intersections would operate at LOS “C” or better during both the am and pm hour periods for year 2020 operations with Phase 1 site traffic volumes. In comparing Table 3 to Table 1, it can be seen that there are slight variations in the LOS, delay and v/c ratios for individual movements, but none of the overall intersection LOS designations would change. Queue lengths would vary within individual lanes, but none of the lanes would experience an increase in vehicle queues exceeding the available storage or interfere with access movements adjacent to the intersections. Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 14 FUTURE TRAFFIC IMPACTS Future Traffic Projections An examination of historic traffic count data does not provide a clear trend in traffic increases on Huffine Lane or on Cottonwood Road. For the purposes of analysis, it was assumed that traffic will increase at a rate just less than 1% per year on Huffine Lane. On Cottonwood Road, traffic has been increasing steadily over the past five years and it is expected to continue in the future. Rather than apply a historic growth rate to Cottonwood, it was decided to include traffic projections from potential developments within the study area. In discussions with City of Bozeman staff, a total of ten “In- process” developments were selected for inclusion. Appendix C provides details on the ten developments along with traffic assignments extracted from their individual Traffic Impact Studies. The resultant am and pm peak hour volumes at the intersection of Huffine Lane and Cottonwood Road from the 10 developments represents an equivalent annual growth of approximately 3%, which appears to fit within historical population growth rates in the Bozeman area. Future Phases Plus Year 2033 Traffic Volumes Figure 6 presents full development site traffic plus future (year 2033) traffic projections at the adjacent and site access intersections. Peak am and pm hour traffic projections along with year 2033 AWT are shown. In comparing the future projections with existing traffic noted in Figure 1, it can be seen that substantial increases would occur on both Huffine Lane and on Cottonwood Road. AWT traffic on Cottonwood Road south of Huffine Lane would more than double while AWT north of Huffine Lane would increase by 70%. Traffic on Huffine lane would increase by approximately 25%.due to modest increases in through traffic and more robust growth from future developments north and south of Huffine lane. All of the intersection approaches would operate at a LOS “C” or better. The only movements that would operate at less than LOS “C” would be the northbound and southbound left-turn lanes on Cottonwood Road, which would operate at LOS “D” in the peak pm hour. Transtech Way Billings, MT 59102 Cottonwood Subdivision Traffic Impact Study Page 17 CONCLUSIONS & RECOMMENDATIONS The Cottonwood Subdivision development would not substantially impact the safety and efficiency of any of the area streets or intersections. The proposed improvements on Cottonwood Road would provide safe and efficient operations after both Phase 1 and full subdivision developments are completed. Capacity calculations indicate that single exit lanes would be more than adequate to provide good levels of service with minimal delays and short queues. Constructing more than one exit lane would actually degrade safety, since side-by-side vehicles would tend to block each drivers’ line of sight. Therefore, the access widths should be designed for single entry and exit lanes wide enough to accommodate the largest vehicle that would reasonably use the site street accesses Future capacity calculations indicate that continued development of Cottonwood Road north and south of Huffine Lane will slowly degrade operations of the northbound and southbound left-turn lanes at the Huffine Lane and Cottonwood Road intersection. At some point in time prior to the year 2033, consideration should be given to modifying the exiting traffic signal operations. The north and south approaches could be changed from permissive left-turn movements to protected/permissive movements.
