RESPONSE TO SITE PLAN DRC PLANNING COMMENTS

RE: Response to Site Plan DRC Memo: Cottonwood Apartments Packages D #20448
Engineering
1. Bozeman Municipal Code (BMC) 38.410.130 - CILWR must be paid prior to site plan approval.
See email dated March 8, 2021 from Griffin Nielson.
2. DSSP Section (D.5) Easements - Trees or other significant landscaping features shall not be placed within
ten (10) feet of any utility main or service lines.
Tree locations have been modified and discussed with Karl Johnson on March 1, 2021. All Landscape
plans have been updated with new locations and counts.
3. DSSP XII Mid-Block Crosswalks - A streetlight shall be located one half to 1 mounting height in front of
the crosswalk on both sides of the street for all mid -block crossings.
A. A streetlight must be shown on the site pan at the adjacent mid -block
crossing to the north of the subject property
B. The applicant is advised that the lighting improvements will need to be
reviewed as a separate infrastructure submittal. The site plan can be
approved prior to infrastructure review, however, the following
requirements must be satisfied with the infrastructure submittal. DSSP
Section XVIII Submittal Requirements.
i. For Pedestrian Lighting submittals, provide a Photometric Plan for
new installations showing compliance with Table C. Pedestrian Lighting Guidance. Also
provide luminaire cut sheets showing compliance with Section XIV. Pedestrian Luminaires
ii. Provide completed Pedestrian Luminaire Submittal form located in
the DSSP section XVIII.
No light required: The City Engineer reviewed this and is in agreement with us that the new luminaire
should not be required and we can disregard the comment. See 2/19 City email.

4. BMC 38.400.070 - Street Lighting: The required public street light(s) must be included in a Special
Improvement Lighting District (SILD), in accordance with the City of Bozeman Lighting and Electrical
Specifications, prior to occupancy.
No light required: The City Engineer reviewed this and is in agreement with us that the new luminaire
should not be required and we can disregard the comment. See 2/19 City email.
DRC Comments
5. Building Safety
Fire sprinklers & alarms.
Comment noted, will be addressed during building permit review by fire designer.
All first-floor units to be at least Type B handicap units
Comment noted, see architectural plans
2% of each parking type, in each separate parking area, including garages must be accessible.
In total, for A - D, we are providing 78 carport parking stalls, of which 2 of those stalls are ADA. We
are meeting the 2% requirement, as commented by Bob Risk.
6. Parks
38.420.020. Parkland and Improvements-in-lieu (IILP) will be provided up to the maximum
requirement by the subdivision. No additional land or IILP is required for subsequent development
within the Cottonwood Subdivision.
Comment noted, all parkland and IILP will align with the approved subdivision Parks Plan.
7. Public Works
Please provide dimensions of the mechanical room.
See C310A,B,C&D. Notes have been added to address water line lay lengths per details provided by
John Alston. Mechanical room dimensions will be updated for the building permit submittal.

8. Fire
Please provide fire lane markings—red paint and signs posted
See C101D. Fire lane markings & signage have been adjusted per phone call with Scott Mueller.
9. Water Conservation
I. On sheet L541, specify the installation of water efficient sprinkler nozzles (multi-spray, multi-
trajectory nozzles or ‘rotary nozzles’) within lawn areas that will have an established in-ground pop-
up sprinkler system.
Noted. Water conservation reviewer came back and said the comments are recommendations not
requirements. This information will be forwarded to the irrigation designer.
II. On sheet L541, indicate that sprinkler heads will be installed and adjusted properly to minimize
water overthrow onto the pavement and reduce water waste via run-off.

III. On sheet L541, please indicate that perennials, shrubs, and trees will be irrigated using low flow drip
irrigation technology.

IV. On sheet L542, specify the installation of a weather based ‘smart’ irrigation controller and the
installation of a rain/freeze sensor.

V. On sheet L541, please indicate irrigation source water (groundwater well or City treated water
supply).

VI. On sheet L601, include the total landscaped area (ft2) of trees, shrubs, perennials, and grasses
connected to irrigation and the seasonal irrigation water requirement for all landscaped areas.
