Olive Street Bozeman, MT 59771 Re: Formal Site Plan Application- Cottonwood Apartments Package D Dear Planning & Development Review Committee, Please accept this request is for a Formal Site Plan Development Review by the City’s Development Review Committee (DRC) for the Cottonwood Apartments Package D. Included in the submittal are the required application forms: • A1 Development Review Application • Project Narrative • N1 Noticing Checklist and Materials • Departures o Summary for each departure • Traffic Study • Water Rights Information • Plan Sheets (PDFs). • Email from Brian Krueger authorizing a waiver from concept review. To further convey the project design, we have also provided a project rendering with this submittal. General Project Information: Name of Project: Cottonwood Apartments Project Location: 5500 S. Cottonwood Road, Bozeman MT Previous review applications completed for this property include: - Application 19-401 Cottonwood Subdivision Preliminary Plat - Application XXXX Cottonwood Subdivision Final Plat Project Legal Description: MINOR SUB 454C, S15, T02 S, R05 E, Lot 1, Block 2 of the proposed Cottonwood Subdivision in Bozeman, Montana. Project Narrative: This is the fourth site plan package submitted for development of the Cottonwood Subdivision. See SP001 for additional information. The project site is currently undeveloped. A Preliminary Plat application was approved by the city earlier this year for the Cottonwood Subdivision. Improvements to the site were completed during the summer and fall 2020, and an application for Final Plat has been submitted to the city and is pending review and approval. 2 cushingterrell.com Cottonwood Apartment Package D includes of site development and new construction of a multi-family residential development located on Lot 1, Block2 of the Cottonwood Subdivision (Lot and block references per the Preliminary Plat) totaling 2.335 acres. The proposed residential development includes two (2) residential buildings, one (1) residential building designs, 56 total residential units, and 182 parking spaces. Design Intent Cottonwood apartments is designed with the active resident in mind. The look and feel for the development offers a modern mountain experience that works to capture stunning views of the Spanish Peaks and embrace the lifestyle offered by the project's proximity to the Market at Ferguson. In addition to the vibrant gathering spaces and amenities offered at the Market, the Cottonwood Apartments offers its resident's soft touches like bike storage and repair stations, places to tune skis and wash their dog. These amenities were specifically selected to support the lifestyle embraced by residents. Additionally, a network of multi-use paths are designed to provide connections to future city trail systems while maintaining a mountain meadow experience and the park is being developed to include a picnic shelter and low-maintenance landscaping to further enhance the outdoor opportunities provided to residents. Project Goals Create a modern residential multi-family development that caters to a uniquely Bozeman lifestyle Beyond providing much needed housing that is within financial reach of the majority of residents, the project embraces the goals of offering retail amenities, park features and connectivity to the broader community via trail and bike systems. Integrate environmentally conscious building materials, practices and landscape elements Respect for the environment is a crucial component of the project goals. Landscaping is designed to comply with SITES certification criteria and embraces resilient design strategies such as native grasses in lieu of high maintenance lawns. Timeframe This is the fourth site plan review package submitted for development of the Cottonwood Subdivision. Previous submittal included amenities like the clubhouse and gatehouse, the park, 10 residential buildings and a variety of residential units that offer a mix of size and location opportunities. Construction associated with the sub-areas associated with this submittal is slated to begin in the summer of 2021. Uses The primary use for the project is residential in nature. The project is located in a growing area of Bozeman and will provide a living option for the community that is accessible and within reasonable proximity to the city core. Each building will include a variety of one, two and three bedroom units. 3 cushingterrell.com Public and private open spaces have been integrated into the site design, along with a 2.64 acre park that will ultimately be deeded back to the city were included in all four packages and will be available for public and resident use and enjoyment. Building Narrative It is the developers' goal to provide a unique and modern choice for its residents. Each building is designed to incorporate a palette of natural colors that don't distract for the beauty of the natural environment. Simplicity of form is embraced in reflection of the areas utilitarian structures that provide form and function while maintaining a timeless elegance that isn't heavy handed or trendy. One building design was thoughtfully placed on the site. Gabion walls and landscaping are designed to ground the buildings and provide connection to the site. Landscape Narrative Borrowing from the surrounding Bozeman landscape typology, the Cottonwood site reflects the inherent geographic qualities that the area offers. From the finely textured open native meadows to the complex aspen groves within the seeps, these natural and wild areas connect people with nature. Providing the people of Bozeman recreational opportunities and a simpler life. The natural characteristics of clean, simple, native and draught tolerant plantings are expressed throughout the Cottonwood landscape. Throughout the Cottonwood Subdivision, the landscape provides recreational opportunities through a network of walking paths through groves of Aspen between native meadows. Connected pathways lead to a communal clubhouse which provides passive lounge spaces at either a pool and fire pit terrace, café space or outdoor lounge areas. Active spaces can also be accessed via the pathways across the street at the communal park which comprises of a shade structure, playground equipment and open lawn space boarded by native meadow or shade trees.
