Planner Rosenberg explained that the purpose of this Modification is to request four relaxations for development within the Bozeman Gateway PUD. Staff supports 3 of the 4 relaxations. The application will be reviewed by Bozeman City Commission on April 11th, 2021. 00:30:40 Applicant Presentation Design Professional, Jim Ullman presented on behalf of the applicant. He explained that he has been part of the project since 2002, and that the development has won a beautification award for the commercial development. Mr. Ullman disagreed with staff regarding the light requirements, and explained that in order to meet lighting standards, over 280 light poles would need to be replaced. 00:36:39 Board Q&A with Staff & Applicant Board members took turns directing questions to city staff and the project applicant. Planner Rosenberg responded to questions related to the code requirements surrounding lighting, and how the 3000K vs. 4000K lumens criteria was determined. The property is zoned B-2 and designated as Regional Commercial and Services by the Community Plan. Pursuant to section 38.340.020, the Design Review Board (DRB) authority, the DRB is required to make advisory comments and a recommendation to the Director on this application. The main entrance faces the internal drive aisle and parking lot to the north. The north side of the building adheres to the internal storefront block frontage standard. Where a property fronts onto more than one block frontage, each building must be sited and placed on the property in an order of precedence. Streets take precedence over an internal drive aisle. Therefore, the code requires the entrance to face Huffine Lane to the south, rather than the internal roadway. Departures may be considered provided the location and front orientation of the buildings are compatible with the character of the area and enhance the character of the street. A departure has been requested to allow for the main entrance to the Whole Foods be located on the north side of the building facing the internal roadway. The applicant’s justification is a public entrance from Huffine is not feasible from an operational standpoint and is not pragmatic given that the building is required to be setback 50 feet from the road. The building sits well below the sidewalk elevation and the nearest curb cut would be approximately 400 feet away. It is also anticipated that as the mall redevelops, the orientation of pedestrian movement and connection will be inward rather than towards Huffine. Therefore, the applicant states that for safety and redevelopment purposes, an entrance along the internal roadway meets the intent of the departure criteria. The DRC is in support of granting this departure. The multitenant commercial building internal to the property fronts onto an internal roadway to the east and south. The building meets the standards set by the internal roadway storefront block frontage. There is a 12 foot wide sidewalk that wraps around the building, adequate façade transparency, entrances that face the roadway, and weather protection along the majority of the façade. This building is a total of 34,860 SF. 30,000 SF will be a proposed Whole Foods supermarket, with an attached speculative retail tenant space that is 4,860 SF. The second building is a 1-story commercial structure located adjacent at the northeast corner of the new Whole Foods building. This building is a total of 10,737 SF. It is anticipated that this building will have a total of 4 tenants. Upgrades to the parking lot include a new traffic circle immediately north of the signalized site drive, new curbing and landscaping as well as 90 degree parking (in lieu of angled parking) for the lot between the Whole Foods and the Mall. Other infrastructure upgrades include new utility connections to the new buildings and an upgraded stormwater drainage system. 2. Site Plan Narrative A. General Site Information and Context The project site is approximately 37.43 acres and is located between a residential neighborhood to the north, Huffine Lane/W. Main Street to the south, and Commercial Development to the east and west. The applicant is proposing (2) 1- story commercial buildings along with associated parking lot and infrastructure upgrades. The project area is approximately 9.95 Acres and is shown with a dashed line on the site plans B. Block Frontages The proposed building design will be required to conform to various block frontages including internal roadway storefront with an emphasis on landscape block frontage, Mixed use block frontage, and Gateway block frontage. Sec.38.510.020.F.5.c & 38.510.030.C encourages publicly accessible entrances on both types of block frontages (internal Storefront & external Landscape), but only one entrance is required. One entrance is provided on the internal Storefront block frontage as required by Sec.38.510.020.F.5.d and following the building orientation precedence per Sec.38.510.020.F.2.a] Both plantings and green screen trellis have been added to the south facing façade of the Whole Foods building and the retail building in order to properly break up the blank wall and meet block frontage requirements. Weather protection has been provided by the selection of durable materials located within 3 ft of final grade. C. Site Circulation & Parking The proposed development provides for pedestrian circulation through all areas of the site and is connected to the existing sidewalks on Huffine Lane, as well as a pathway to the adjacent Bozeman Pond area and the residential neighborhood to the north. The proposed plan includes a new traffic circle in lieu of the existing “T” intersection which will greatly improve vehicular circulation in the mall. Aside from the traffic circle, vehicular circulation within the mall will remain similar to existing conditions. There are 1,820 proposed parking provided for the entire mall parking spaces to serve the 369,451 SF of mall GLA. (Exceeds the City’s code requirement but not greater than 125% of required). Refer to the attached GVM Parking spreadsheet. Bike racks are provided adjacent to the Whole Foods building, refer to site plans. 27 D. Site Considerations a. Utilities Existing utilities are available within the project limits to serve the Proposed Project. These utilities are within existing easements as shown. Refer to Site Plans for utility connection locations to the proposed buildings. b. Grading and Drainage The site has been graded to provide for positive drainage away from the proposed buildings – Refer to Site plans. The property generally slopes from south to north, and is currently drained by a series of storm catch basins around the perimeter of the Mall. These catch basins collect and convey runoff to an existing detention pond in the northwest corner of the property. These existing catch basins will be left intact to continue to collect runoff from the rest of the mall property. However, stormwater runoff from the area proposed for re-development will be conveyed to two retention ponds and four Stormtech infiltration systems for storage and treatment. The new stormwater drainage system for the re-development area is provided and shown on the enclosed plans. The satellite businesses (Petco, Fuddruckers, Rocky Mountain Bank, and Taco Bell) along the southern perimeter of the Mall property currently drain to a series of retention swales in the landscaped areas around these businesses. With the exception of Rocky Mountain Bank, the drainage features for the satellite businesses along Huffine Lane will not be disturbed by the proposed re- development project. These drainage systems are expected to continue to function in their current condition. Grading around the buildings and ADA parking spaces is designed to meet ADA accessibility requirements. Roof scuppers and downspouts are provided on the building structures in order to connect directly to underground collection system. Refer to the stormwater report for more detail. c. Pedestrian Circulation Circulation is provided throughout the site and provides for accessible routes for all pedestrians. Refer to the site plans showing pedestrian sidewalks in the 28 project area no greater than 200’ apart. Where necessary, crosswalks and ada ramps are provided. The interior site circulation system connects to the local pedestrian network via proposed public sidewalks and allows for connectivity to the surrounding area including the recreation area to the west and the residential area to the north. d. Accessibility Provisions The site is fully accessible to shoppers and will meet the current requirements for site and building access. Accessible parking spaces are shown on the site plans located meet applicable codes. e. Fences and Railings The proposed development does not include any perimeter fencing. Whole foods truck dock will include a fence. Fall protection will be provided for any retaining walls greater than 30” as required by code. f. Trash Enclosures Trash enclosures are provided for the pad buildings in various locations. Whole Foods trash will be in their loading dock area (fenced in). The spec retail and bank will have a trash enclosure on the north side of the site drive aisle adjacent to those two uses. g. Snow Storage The shopping Mall has historically provided areas within the surface parking lot for snow storage. Refer to site plans. h. Commercial Open Space/ Pedestrian Open Space The Project Area is 9.9 Acres (431,000 SF) requiring total usable open space of approximately 8,600 sf. We propose the areas south and east of the Whole Foods building as usable open space. This area exceeds 8,600 SF. Refer to site plans. i. Construction Management The Applicant has not yet selected a construction manager for the project. Once selected, they will adhere to the following: • All construction traffic must follow the designated construction traffic route shown in site plans on sheet C1.0 29 • Any topsoil that is on-site will be stockpiled at the start of the project. The topsoil will be redistributed once the building exteriors are complete. (approximately 1 year) • All spoils from mass grading and/or foundation excavation will be stockpiled at the start of the project until the buildings are backfilled. (approximately 10 weeks) j. Site Adjacencies The proposed development has the following uses adjacent to the site: East – Vacant Commercial building (Century Link) South (Huffine Lane/W. Main Street) – Commercial retail/mixed use. (Bozeman Gateway Center) West – Commercial retail and recreation area (Bozeman Pond). North – Residential neighborhood (Donna Ave) E. Parkland Not applicable F. Site Lighting The Proposed Project Area Site Plan will be lit to City of Bozeman requirements and standards using pole mounted lighting fixtures. The majority of the existing fixtures in the Project Area will need to be upgraded/relocated based on new drive aisles / 90 degree parking. The existing site lighting will remain in all other areas. Refer to sheets E100 and E101, showing Photometrics for the Project Area as well as additional lighting details. G. Building Design The proposed building design will be required to conform to various block frontages including internal roadway storefront with an emphasis on landscape block frontage, mixed use block frontage, and Gateway block frontage. The overall building heights vary as measured from final grade elevations – Refer to the elevations. The Whole Foods building will be approximately 38’ to upper roof. Building #2 will be 30’ high. The Whole Foods building is “stepped” with existing grade to reduce the overall building heights and provides parapet screening of roof mounted mechanical equipment. Refer to sheet GO.1 which shows site line studies. 30 The building exterior design modulates in both surface area and materials to establish a strong architectural language that provides spatial identity and interest. The modulated facades, use of material colors also aid in providing a series of repeating architectural expressions to the overall building. The common area spaces and retail are of complimentary materials and contain larger proportions of glazing to increase visibility and connection of interior space to the exterior environments. The existing monument sign for the mall will remain at its current location (signalized intersection at the site drive. Proposed building signage can be found on the architectural elevations and renderings. H. Landscaping Landscape has been provided in all areas of the Project Area, consistent with the BMC requirements. Shade trees have been located throughout the parking areas at required spacing. Landscape materials proposed are consistent with the local climate and have been designed to conserve irrigation water upon successful maturation of the plantings. An irrigation well will be installed near the southeast corner of the Whole Foods building. Landscape irrigation general notes have been provided to aid a design/build contractor. The irrigation will provide for successful growth and maturity of the proposed design. Refer to landscape drawings for additional information. I. Traffic The Gallatin Valley Mall Pad Redevelopment is currently proposed for the existing mall property north of Main Street (Huffine Lane) in Bozeman, MT. The project would include the development and redevelopment of a 46,000 S.F. of new retail space. Once completed in 2021, the project would produce up to new 1,729 daily vehicle trips. The proposed site plan would also develop a roundabout within the mall to improve traffic flow near the main entrance to the property. As proposed, the redevelopment of the Gallatin Valley Mall will not create any new roadway capacity problems in this area. The proposed roundabout within the property will decrease congestion at the main approach and will provide slight improvements to the overall operations of the Main Street/College Street traffic signal by decrease vehicle queues at the main approach. No roadway or intersection improvements are recommended with this project. Please refer to enclosed traffic impact study prepared by Abelin Traffic Services. 31 J. Water Rights The project has existing water rights. The proponent understands that a calculation agreed upon by the City and the proponent for payment-in-lieu of water rights. The calculation is based on annual demand for volume of water the proposed development will require. With that in mind, the proponent provides the following table which includes 10 similar sized Whole Foods locations in similar climates to Bozeman. Departures The proposed development is not seeking any Departures from the design standards on the initial submission. Martin Matsen has been given 2 options for the south façade of Whole Foods in anticipation of a departure required to eliminate the need for a 2nd entrance to the building off of Huffine Lane. L. Changes to Site plan This revised narrative accompanies a revision and correction submittal form to the City of Bozeman. As is required, the following narrative is a list of the general changes to the attached site and building plans: • The 4,839 SF speculative tenant adjacent to Whole Foods has been eliminated from the development program • The demolition of ½ of the Rocky Mountain Bank’s drive through canopy has been eliminated. • The 10,737 SF pad building has been relocated to be parallel to the boulevard • The 10,737 SF pad building has been reduced to 10,706 SF • A future pad building is shown as a building envelope to the north of the proposed 10,706 SF pad building. I’m assuming that the irrigation use by Fuddruckers just contributed to their 1.8 AF/yr, so this probably will not make a difference in the calculations. Is that correct? If the client does not have an agreement finalized with a certain restaurant for the satellite building is there a generic restaurant calculation that you can use? Similarly, if at this time they decide to do all retail spaces in that building, but in the future they decide to put a restaurant in one of those spaces, does that additional water use just get calculated at that point in the future when the restaurant goes in?
