Reviewed minutes from Jan. 14, 2021. Joe moved to accept minutes. Bob seconded. Mo- tion passed unanimously. No public comment. 4:40 Ali Chipouras – Water Conservation Division spring program Bozeman’s water supply – 3 main sources. Hyalite Creek 40%, Bozeman Creek 40%, Lyman Creek 20%. Reliant on snow pack in a closed basin. Dought-prone climate. Lim- ited supply. Predicting demand to reach max supply in about 10 years. Conservation programs are aimed to reduce water usage to extend our supply. Fix-a-leak week next week. Offering free leak fixing kit. Can pick up at 20 E. Olive be- tween 9 and 4 on weekdays. Can get them after Fix-a-Leak Week. In April, City is participating in the annual Wyland Foundation National Mayor’s Chal- lenge for Water Conservation. Residents can take a pledge to conserve water, and they are entered to win various prizes including up to $3,000 in paid utilities. As part of the Mayor’s challenge, the City is organizing a Water Smart Bozeman Chal- lenge. Complete 5 checklist items to win a Water Smart Gardening Gift Basket. There is 4 a Kids’ Activity Page that can be distributed. Will be reaching out to Bozeman schools, but if anyone knows of educators that would be interested, refer them. Indoor and outdoor rebates and incentive programs. - WaterSense labeled toilets, showerheads, urinals - Cee Tier rated clothes washers Outdoor Rebates: - WaterSense labeled weather based irrigation controllers - Rain sensors - MSMT nozzles - Drip irrigation - Drought tolerant plants Free products - Showerheads - Faucet aerators - Pre-rinse spray valves for commercial kitchens Department offers sprinkler system assessments – estimated reduction of 700 gal/week/home through custom watering schedule in peak season. Hosting a series of landscaping classes in person workshops and online. Only 2 protests from all home- owners Joe (NHVN) – ongoing annual problems with flooding from run-off. A drain was in- stalled last summer, but it drains into the local park area Linda (Bogert Park) – had annual meeting, neighborhood association getting reinvigorat- ed. Looking at some traffic calming projects and a pedestrian crossing project at the foot of Pete’s Hill. 5 Emily (Midtown) – would it be beneficial for INC to have a presentation from Streets or Facilities about some of the tools they have available and about the capital improvement projects they have that are coming up. Emily did attend the parking meetings - went well. More feedback was received - the parking hub website has info. Laurie (MarLin) – annual meeting coming up in a few weeks. 4:55 Dani’s updates Community Engagement Initiative survey is out. Draft of initiative will go before City Commission Apr. 27. Before that, Dani and Melody have developed a survey about how people prefer to be notified and to provide input. Al- so asking about people’s capacity to invest time and participate in City projects. Trying to gather some demographic data as well – part of the initiative is trying to measure equity and inclusion. Had conversations about the initiative and some of the key principles – incorporating feedback. Please distribute links to surveys through neighborhood channels. Still in the process of hiring new police chief. Three candidates in town next week – there will be a candidate forum on Thursday, Mar. 18. Public forum – link will be available on the city website, under “Events”. Bozeman watershed fuels reduction project – there will be an open house and a commu- nity survey going out on Mar. 25. Trying to get feedback on trail access up Sourdough Creek. Joint project between Forest Service and the City. There are three options that are being considered. More info available at Parking engagement process wrapping up. Still work to do to integrate public feedback. Good discussion around Residential Parking Permit Districts and Parking Benefit Zones with stakeholders. A report will be drafted and presented to the Parking Commission. May 11 – UDC spring edits (Community Development). Review submitted public sub- missions. Dani will find out about the cut-off date for public submissions. Emily asked about how the equity/inclusion guidelines will be applied to that review. Development of the guidelines is still in process, won’t be ready to apply to this review cycle. Maybe get Manager Mahalek to attend one of our upcoming meetings to discuss the budget. Emily suggested that coordinating that presentation with Facilities / Streets presentation might be good. Conversation about City Advisory Board consolidation – mid-Feb. there was a high-level discussion about this. Considering consolidating 36 current boards into 7 “super boards” whose work will be tied into the strategic plan. Trying to encourage better representation from the community. Current board members will need to re-apply for the new boards. INC won’t be affected by the consolidation, since it is written into the City charter. Lisa asked about whether any has tried to find out about whether a short-term rental has been registered with the City. She thinks there is a big gap in enforcement. 5:25 – meeting adjourned. Minutes recorded by Bob Wall. 7 Memorandum REPORT TO:Inter-Neighborhood Council SUBJECT:Short Term Rental Update MEETING DATE:April 8, 2021 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:No action required STRATEGIC PLAN:4.1 Informed Conversation on Growth: Continue developing an in-depth understanding of how Bozeman is growing and changing and proactively address change in a balanced and coordinated manner. BACKGROUND:On September 11, 2017, the City of Bozeman adopted Ordinance 1974, creating regulations and establishing registration requirements and fees, standards and to provide for enforcement and penalties for short-term rentals effective December 1, 2017. Information about short-term rentals (STRs) can be found on the City's website. There, you'll find an overview of the regulations for STRs, frequently-asked questions, the registration portal, a complaint form, and more. The City Commission approved renewal of the Software Agreement for short-term rental compliance monitoring and associated services on October 7, 2019. The City hired a Code Compliance Program Manager in August of 2019. An update was provided to the City Commission on 1/26/21.
