SUPPORT OF ECONOMIC DEVELOPMENT, TAX INCREMENT FINANCE PROJECTS, AND
DEVELOPMENT PLANNING
Clarification:
Section IV. 1. is clarified to read in the following manner:
The Proposer must describe its qualifications and experience in providing the work described in
this RFP/Q. Experience should include examples of performing similar or related plans/studies;
this also should include details as to the type of projects, approximate date of service delivery.
The Proposer shall provide a team organization chart, which lists the names of key personnel
that will be assigned to this project along with a brief resume for each individual that describes
their education and relevant professional work experience. A description of the work expected
to be performed by each individual including an estimate of the amount of time each will be
assigned to work on the project should also be provided. Any subcontractors anticipated to be
utilized to perform work on this project, should be identified and brief resumes submitted.
Answers to Questions:
1. Given the pandemic, what is the City’s expectation for in-person participation for the consultant
team?
We are prequalifying a firm to assist on yet to be determined projects that may arise over the next 5
years. We expect there will be at least one project within the next 6 months.
2. What is the budget for this contract?
As the projects are yet to be determined, there is no budget for this contract at this time.
3. Are there specific projects that the City and the Downtown Bozeman Partnership have identified
for this year? Would the City require a contract for each project identified to move forward
under this contract?
The City would develop a scope of work with the contractor for each project initiated under the
contract. That scope would require approval by the City Commission, but this action typically happens
on their consent agenda for projects with existing budget authority. There would only be one term
contract with the potential for several written task orders.
4. Some of the potential work listed in the Scope of Services could easily extend beyond one year.
How would the City handle this if the anticipated schedule for a project will extend beyond the
one year contract period?
We would extend the contract if it was in the interest of the City. The contract is for one year, but up to
5 years.
5. In the Scope of Services, the last bullet is a little unclear. Are you looking for “data driven
marketing materials”? The consultant team would be creating marketing materials (flyers, etc.)
to be used for welcoming talent and business?
Which last bullet are you referring to? [Note: See clarification]
6. In the Timelines, Delivery Deadline, and Instructions, the evaluation of proposals and
interviews/selection of consultants has dates to be determined. Does the City have a general
idea of what the schedule will be for this evaluation and selection process? Is the City ready to
move forward with this work?
We plan to interview and make a selection (or retain the option to reject all proposals), by the end of
April.
7. When would the one year contract begin? Is it tied to a fiscal year?
The contract could begin any time after a selection decision is made and the contract is approved by the
City Commission. Individual projects may proceed in any fiscal year where funding is available. Our fiscal
years are July – June.
Please confirm there are TWO separate RFP/Q’s since they are both very similar and have the exact
same due date, etc.: one is very housing focused, plus advice and consultation on public/private
negotiations and rate of return, review of develop proformas, etc. The other is more EDSP focused and
feasibility of various types of development, attraction of private investment, etc.
• The proposals read like on-call services, but they ask for estimated hours per staff
member. Under scope header “The selected consultant may assist the City on any task defined
by the general scope of services as directed by written task order.” Please clarify.
These are on call services or discrete projects within the broader scope of prequalified work that may be
ordered at a later date.
• When estimating hours, shall we assume all of these services will be rendered?
There are no hours to estimate. We just want to know which staff would be principally assigned to this
type of work and their hourly rates.
• In the PROFESSIONAL SERVICES IN SUPPORT OF ECONOMIC DEVELOPMENT, TAX INCREMENT
FINANCE PROJECTS, AND DEVELOPMENT PLANNING proposal Scope of Services section, a sub-
bullet notes “Create Strategic Economic Development Strategies and Action Plans”. Given this is
plural, how many action plans are expected, or should this be interpreted as action items? The
range of number of plans could greatly impact the expected hours.
These services may or may not be ordered at a later date. There are no specific plans ordered as part of
this solicitation.
• In PROFESSIONAL SERVICES IN ECONOMIC DEVELOPMENT AND HOUSING FINANCE proposal,
can you please confirm that all services under the Scope subareas pertain specifically to housing
as a form of economic development or do they also pertain to other forms of Economic
Development in addition to housing. The latter would be very complex and a huge open-ended
assignment, again getting back to hours estimation.
We are prequalifying a firm with this skill set to assist us with projects that may arise. This solicitation is
for on-call and project specific work.
• Can we repeat case study examples for each of these proposals?
Yes. Know there is some overlap between these solicitations and that just because a firm is selected
does not guarantee work.
• Has a budget been allocated for each that can be provided at this time?
No.
