I am writing as a resident of Meadow Creek to oppose the proposed Buffalo Run Annexation and Zone Map Amendment Application #21076 which proposed R-4 high-density zoning forthe Buffalo Run development. It does not meet the criteria for R-4 zoning. According to the Bozeman development code, "Use of this zone [R-4] is appropriate for areas adjacent to mixed-usedistricts, commercial districts, and/or served by transit to accommodate a higher density of residents in close proximity to jobs and services." "areas adjacent to mixed-use districts, commercial districts" - The proposed Buffalo Run development is surrounded on three sides by agricultural land and on the fourth side bythe subdivision of Meadow Creek that, although is zoned as R-3, is built out as R-1. "and/or served by transit" - the closest transit stop is at MSU which is a 45 plus minutewalk away. This development would be a high density island. It is a minimum 45 minute walk awayfrom the closest grocery store or any meaningful commercial area. As such, residents of this development will primarily use their vehicles. All of this traffic will go either through aresidential street (Kurk) and low-density neighborhood or onto Fowler which is currently gravel road. The developer has said he will pave Fowler to county standards, but that will notbe sufficient for the traffic. The city is trying to put high density zoning in the middle of agricultural land that does not have the transportation infrastructure to support it (neitherStucky nor Fowler are built out to city standards). I support the Meadow Creek HOA Board of Directors' proposal for a lower density zoning of R-3 or transitional zoning from R-2 to R-4 for Buffalo Run. Please reject the R-4 zoning for Buffalo Run.
