I ask the City Commissioners to please consider the impact this proposed development will have on the Meadow Creek community. Any of us owning property around Ainsworth Park or on N. 27th, Kurk Ave, Blackwood, 30th, and Meah will directly face negative impacts. The proposed R-4 district does not align with the Bozeman Community Plan, as it would not be in "close proximity to jobs and services" but situated in an extremely quiet neighborhood at the edge of city limits & clearly does not promote "compatible urban growth". Furthermore, the effect of the proposed R-4 high-density district on motorized and non-motorized transportation systems would significantly disrupt the Meadow Creek community which has few access points and is not capable of coping with excessive traffic. Lastly, please consider the impact R-4 development will have on the value of homes in this community. The character of this district is defined by quiet, wildlife, and open spaces. Finally, the Buffalo Run development application for high-density R-4 re-zoning does not align with the City's Spot Zoning Criteria #1-3. Based upon these criteria, the Buffalo Run development plan significantly opposes the Bozeman Community Plan. P. 23-#1 "Question: Is the proposed use significantly different from the prevailing land uses in the area?" The development application states that R-4 designation would not be "significantly different" from the surrounding land use. In what universe would R-4, 3 story, high-density housing not be significantly different than the wide open meadows & single family homes currently in the area? P. 23-#2 "Q: Is the area requested for the rezone rather small in terms of the number of separate landowners benefited from the proposed change?" A straight answer is not given here, but it is clear that one developer will profit at the expense of all surrounding property owners. P. 23-#3 "Q: Would the change be in the nature of “special legislation” designed to benefit only one or a few landowners at the expense of the surrounding landowners or the general public?" Again, this is an obvious problem with this proposed R-4 re-zoning. One developer will profit at the expense of surrounding property owners. The development application states: No substantial negative impacts to surrounding landowners have been identified due to this proposed zoning." This is quite simply a lie!
