We are Douglas and Jennifer Moffet, and we live at 3409 S. 27th Avenue in the Meadow Creek subdivision and we are vehemently opposed to the Buffalo Run development under the current R4 application. This is not about opposing any development on that tract of land. We oppose the current proposal and the handling of the development by the City of Bozeman. The City of Bozeman engineer stated that “there are no plans or monies allocated in the near future for Fowler to be developed” and until the City of Bozeman commits to a plan to develop Fowler and Stucky as well as the water pressure issues that are caused by further development, we will oppose any development. The developer has stated that they are committed to paving Fowler. After hearing residents of Fowler waiting upwards of 10 minutes to make a left turn onto Stucky, paving Fowler is just the start. “Softening” the entrance to Meadow Creek will not deter the residents of Buffalo Run if they potentially have to wait 10 minutes to make a left turn onto Stucky. There are many families with children in our subdivision and the increased amount of traffic will increase the number of safety issues. People will cut across 27th on Kurk in order to beat the person ahead of them going north on 27th to Graf. This is currently done now and will increase exponentially. Stop signs will not be obeyed and speeds will increase on a residential road. The Buffalo Run development will attract college students which will also increase the potential for hurried driving and driving while impaired in our quiet neighborhood. The developer is selling a pipe dream in order to profit. After withdrawing their R5 application, the developer "decided" to approach the members of Meadow Creek HOA and "work with us". Their presentation to the HOA lacked impact numbers and was very vague in regards to the Buffalo Run development aside from “softening” the entrance road and putting in a basketball court in the “expanded park”. The head developer admitted that they were looking to “maximize units” under their R5 development, but during their R4 discussion with us they avoided revealing the number of units and building types to the residents of Meadow Creek before submitting in their R4 application to avoid further pushback. We have a right to know exactly what their intentions are from the beginning. The developers' vague language is yet another way of them trying to use our neighborhood in order to maximize their profits while limiting any sort of input from the soon-to-be heavily affected community. The developer needs to come back to the zoning commission with an R1 or R2 zoning designation, Fowler and Stucky development that will limit traffic in our neighborhood, and a solution to mitigate water pressure loss to the area. They also need to be more transparent to the residents of Meadow Creek. The City of Bozeman needs to plan for this sort of large development and cease to use the “if they build it, they will come” Field of Dreams mentality. Thank you, Douglas and Jennifer Moffet
