Discussion and Decision Items 2020 BID Renewal Board Discussion Eric Bowman began the meeting by sharing his feedback from property owners that have not signed their petition to renew the district. Their opinions ranged from wanting to not wanting the BID to take on an advocacy role, a change in the staff oversight of the BID, and for the BID to keep doing what it has done in the past and focus on the services of the BID. Chris presented the BID Core Focus Memo which described the core focus and mission of the BID and their powers and purposes. The packet included a revised budget for FY21 which showed a 30% decrease in the management fee paid for the DBP, an added line item for DBA event support, and a 50% increase in maintenance items. The packet also included the engagement framework that the BID board and staff put together but modified to be done at the Partnership level. Mike Basile asked if the total proposed assessment amount for FY21 is potentially too high and if that is why some property owners are not signing the petition. Eric Bowman commented that he has not heard any comments regarding the cost of the assessment and that the property owners felt that they receive great services for the price they pay for the BID. The board discussed the potential drawbacks of taking on an advisory or advocacy role for the BID. Eric Bowman commented that if the BID were to take on an advisory role it would come with a lot of responsibility and may be outside of the BID’s core mission. It was decided that they would still have the right to take a stance on the issue (under power #9 in the BID Statue) if they felt it was needed. I-Ho provided comments regarding being a commissioner and hearing public comments provided by a board versus from an individual. The board agreed to have the District Manager administer the BID beginning on July 1, 2020 if the district is renewed. Meeting was adjourned at 1:30 pm
