Access Standards Deviation Request
The Palisades Condominium project consists of 19 residential units within 6 buildings at full
build out. The project is proposed to be constructed in multiple phases. The 1.57 acre
development is located on the SE corner of Catamount and Warbler in Phase III of the Cattail
Creek Subdivision.
This project has been thru 2 concept reviews and the issue of a driveway deviation request was
not raised in either review. The City's concept review comments required the ext'g private drive
to be extended and looped to Catamount. The proposed driveway is located as far east as
possible on the property.
Criteria and Response
Below is the criteria outlined by the City for consideration of the deviation request, followed by
our response to each item.
UDC 38.400.090.H.3 Commercial developments (including residential complexes for five or
more households) which may not be able to meet the requirements of subsections C through E of
this section, and are requesting modifications from the standards, shall submit to the city
engineer a report certified by a professional engineer addressing the following site conditions,
both present and future:
a. Traffic Volumes;
Response: A traffic impact study was not required for this development. The proposed
development is 19 multi household residential units. A residential unit in a multi
household building will generate approximately 7 trips per day. Based on 7 trips per
day the proposed development will generate approximately 133 trips per day.
b. Turning movements;
Response: The proposed intersection is designed for full turning movements.
C. Traffic controls;
Response: A stop sign is proposed for the traffic control onto Catamount Street.
d. Site design;
Response: The City's concept review comments required the ext'g private drive to be
extended and looped to Catamount. The proposed driveway is located as far east as possible on
the property.

e. Sight distances;
Response: Based on site investigation, sight distances of oncoming vehicles were
measured a minimum of 600'+in both directions from the proposed driveway. There
is no parking allowed on Catamount so a driver parked behind the stop sign has a clear
vision in both directions to both adjacent street intersections. There will be excellent
sight distance in both directions on Catamount which is a 50' wide curb to curb
roadway.
f. Location and alignment of other access points.
Response: There are no other access point options. The proposed driveway is located as far
east as possible on the property. The proposed drive is also centrally located on the block.
