00:04:34 Commissioner Krueger pointed out the misspelling of his last name. Commissioner Egge
noted that on page 3 & 4 "executive" should be changed to "administrative" Review Board. There was
also a spelling error on page 3 "nominate". The minutes began with adjournment, so that will be
corrected as well.

00:09:04 Mr. Veselik explained about the Community Engagement meetings that were held and
reported on the feedback from the community for each of the sessions so far. He also explained the
goals of future sessions.
Dani Hess commented on the future goals of the Community Engagement program. She mentioned
budget transparency in the program.
Commissioner Neubauer asked about the comment from the public about self-funding of the parking
program.
Commissioner Newell asked about the University Parking District and the Cities coordination with the
University within the District.
Commissioner Pohl questioned the nature of solutions and diversity of voices being heard within the
public.
Commissioner Egge asked about the difference between the MSU and the High School district feedback.
Commissioner Neubauer asked about the High School district.
Mayor Andrus commented on her experience with the parking sessions.

to park in front of, or near your own house. She also gave feedback on her impression of the comments
at the public engagement sessions.

and the sentiment's she took from the public comments.
Commissioner Krueger commented on the message of outreach and transparency.

MEETING DATE: March 11, 2021

RECOMMENDATION: None
STRATEGIC PLAN: 4.2 High Quality Urban Approach: Continue to support high-quality planning,
ranging from building design to neighborhood layouts, while pursuing urban
approaches to issues such as multimodal transportation, infill, density,
connected trails and parks, and walkable neighborhoods.
BACKGROUND: The City of Bozeman Parking Services Division is working with Industrial
Engineering Students at Montana State University to develop a model
showing what the average driver experiences in an 85% occupancy
environment. The students are presenting an early model looking for
feedback from the Commission about the model and any changes the
Commission would like to have the students consider as they continue to
refine the model.

Parking Program Manager’s Report

An update of major developments, in February, includes:
Staff Vacancies: We have made a conditional offer to a PEO I. We had several great candidates and look forward
to hiring an officer who will continue to advance the department’s mission of providing residents with an excellent
parking experience.
Passport App: The Parking Department netted $429 in parking revenue with 224 total transactions. According to
the Passport team, we are setting a good pace for adoption of the Passport app.
Occupancy Data: Due to high volume of snow in the month of February and an increased number of complaints,
we place occupancy collection on hold for a few weeks. Our team believes that once we have a new officer hired
on, the data collection can resume.
Budget Development: Parking Services and Economic Development Staff have developed a budget for FY22. Our
budget requests include money for a maintenance manual for the garage, continued technological upgrades
including occupancy signs for all the lots, and safety improvements to the parking garage.
RV Towing: We reached an agreement with our towing company to remove abandoned RVs from the street. These
vehicles are difficult to remove because of the fluids they contain and their size. Our parking enforcements officers
did great work collaborating with the tow company to find a workable solution.
