City Planning Board

for the record. This is the time for individuals to comment on matters falling within the purview of the
Committee. There will also be an opportunity in conjunction with each action item for comments
pertaining to that item. Please limit your comments to three minutes. None
E. 07:01:11 PM (00:02:34) Special Presentation
1. Gallatin County Triangle Community Plan update (Jennifer Boyer)
Triangle Plan
Jennifer Boyer, facilitator for the Planning Coordination Committee, provided an update to the
Gallatin County Triangle Community Plan. She described the boundaries and the reasoning for
setting the locations.
07:05:55 PM (00:07:18) Ms. Boyer presented the Vision statement for the Community Plan. She gave
a summary of the collaboration with community partners in creating this plan. Ms. Boyer explained
where to find the Triangle plan on the web and requested that public comments be submitted on the
website by December 6th.
07:15:06 PM (00:16:29) Board members asked questions of city staff and Ms. Boyer concerning topics
covered in the Triangle Community Plan. Members discussed densities of well/septic issues with
increased development. Mr. Saunders answered questions concerning data from the 2020 Census and
what changes may happen when the Bozeman census counts exceeds 50,000 in the urban boundary.
Ms. Boyer also explained how the Triangle Community Plan will be implemented after it is approved.
07:36:47 PM (00:38:10) Public Comment:
Sean MacDonald commented on the Triangle Community Plan concerning the area around Blackwood
Rd. within the county. His had concerns about well requirements, country life, future development and
the possibility of existing properties to be “grandfathered in” and covered under older plans.

Summary of October 17, 2019 Open House
07:41:32 PM (00:42:55) City Senior Planner Tom Rogers stated the next draft of the Community Plan
would be available for the board to review at the next meeting on December 3rd. Mr. Rogers felt that
staff needed more direction from the Board concerning amendments to the plan. State law requires
this information included in the plan.
07:43:59 PM (00:45:22) Board members discussed how amendments are addressed in the growth
policy. Staff members clarified what would trigger amendments to the growth policy versus other
condition triggers like financial or changes in population growth.
07:58:28 PM (00:59:51) Board members began discussing the Amendments Chapter and a segment on
zoning amendment review. Mr. Saunders described the importance of zoning and how there is
increasing conflicts with zoning designations. State law states that zoning must comply with the
growth policy. Contact with the City Attorney’s office will be made to see if the Amendments Chapter
can be put in as an Appendix and still meet State law.
08:04:49 PM (01:06:12) Mr. Spitler asked staff how discrepancies between Zoning and the Community
Plan are addressed.
08:07:52 PM (01:09:15) Mr. Rogers described the Open House that was held on October 17th.
08:09:42 PM (01:11:05) Chairman Happel asked when the next version of the Community Plan Draft
would be available to the Board.
