1. 06:02:27 PM (00:01:34) Bozeman Cohousing Annexation (#19468) (Saunders)
The proposed annexation of two lots totaling approximately 5.3 acres at 3120 Wagonwheel Road.
Proposed zoning is R-3.

Community Development Manager Chris Saunders presented an overview of the proposed area for
zone map amendment and annexation. The proposal will go before the City Commission on
February 3, 2020. The zoning requested is R-3, which fits into the surrounding city land and the city
growth policy. Mr. Saunders explained that a change to the zoning map does not imply that a
specific site application will be approved.
06:09:05 PM (00:08:12) The city received two public comments on this application and these
comments were provided to the commission members. Staff identified that the majority of the
comments referred to the evaluation criteria; however, staff feels that these comments can be
addressed in the subdivision or site plan application for this parcel.
06:11:20 PM (00:10:27) Mr. Saunders answered questions from the Commission members. He
explained the surrounding area zoning is mostly R-1, with specific sites within the area that are
zoned R-1, but the current use of these sites are allowed in R-3 zoning. The adjacent parcel that is
zoned R-3 was grandfathered in when the parcel was annexed into the city. Commission members
questioned Mr. Saunders on the development density difference between R-1 and R-3 zones, and
how the density requirement in these zones have changed over time.
06:32:53 PM (00:32:00) Mr. Saunders responded to questions concerning the public comments
received on the increase of traffic in the area.
06:36:03 PM (00:35:10) Committee members asked if the impacts to roads and services are similar
between the R-1 and R-3 zoning districts. Mr. Saunders also responded to landowner expected
predictability on their property with zoning.
Mr. Saunders addressed questions concerning building height differences between R-1 and R-3. R-
3 allows a higher elevation, however 3-story houses are allowed in either zones. Transition areas
are not required between zones R-1 and R-3.
06:42:25 PM (00:41:32) Applicant representative Erik Bonnett and architect member of the group
gave an overview of the project. Mr. Bonnett talked about the Bozeman Community Housing
Action Plan that calls for incentives for the creation of opportunities for the missing middle
housing. He feels that the R-3 zoning helps to achieve the lack of housings in this middle housing
area. He also talked about consistency and compatibility with the surrounding area and feels that
R-3 provides greater flexibility in this infill area. Mr. Bonnett presented, for the record, a booklet
from the School of Architecture from MSU covering a variety of housing innovation types. The
School of Architecture students and Mr. Bonnett created the booklet and it covers the concept of
co-housing and its value to Bozeman.
06:53:22 PM (00:52:29) Mr. Bonnett responded to questions on why the requested zoning is R-3
and not R-1. Mr. Saunders answered questions about the height difference between R-1 and R-3
zones.

zoning.
07:04:44 PM (01:03:51) Susanne Cowan, 213 Hoffman Dr., spoke in support of the R-3 zoning.
07:05:55 PM (01:05:02) Dorothy Dacar, 111 Heritage Dr., spoke in support of the annexation and R-
3 zoning.
07:09:53 PM (01:09:00) Marcie Young, Bozeman resident, no address stated, spoke in support of
the R-3 zoning especially concerning traffic issues in Bozeman.
07:12:51 PM (01:11:58) MOTION: Having reviewed and considered the staff report, application
materials, public comment, and all information presented, I hereby adopt the findings presented in
the staff report for application 19468 and move to recommend approval of the Bozeman
Cohousing Zone Map Amendment, with contingencies required to complete the application

proposed Zoning.

1. Other Updates
Mayor Mehl commented that the City Commission adopted the staff recommendations concerning
affordable housing. Three out of the seven recommendations involved up zoning so these
recommendations will come before the Zoning Commission in the future.
