Madam Mayor, Mr. Deputy Mayor, and Commissioners—
I'm writing with two questions I'd encourage you to ask City Staff on
Tuesday regarding the widening Kagy Boulevard.
First, why is the City proposing to widen the roadway even while
traffic volumes are decreasing? MDT's traffic counts on Kagy Blvd
(between 11th and 19th, Station 16-3B-084) shows annualized average
daily traffic counts of:
2016: 14,413
2017: 14,168
2018: 12,526
2019: 12,601
2020: 9,257 (based on a count performed on Sept. 23rd and 24th, 2020)
In my professional experience, Travel Demand Models almost invariably
show increasing traffic volumes (e.g. the same model likely predicts
significant traffic volume increases on Main Street, even though actual
traffic volumes on Main Street have been flat for 20 years). Relative to
2015, our grid is more complete and telecommuting is here to stay.
Malthusian predictions of ever-increasing traffic volumes usually only
materialize when accommodated by roadway widening projects.
Second, how does widening Kagy score against other
transportation needs? The proposed Kagy Blvd project uses STP-U
funding, a.k.a. "urban funds." These gas tax dollars can be used on any of
Bozeman's urban routes. With missing sidewalks to Church Street and
failing pavement and missing sidewalks on College Street, is widening
Kagy the highest and best use of these scarce transportation funds?
You may have seen that the City of Missoula just announced plans not to
fund a proposed a $12m expansion of Mullan Road because the project did
not score as well as other multimodal projects better aligned with the

Our transportation needs far exceed our available funding. Most
transportation agencies have a process by which they rank and prioritize
their investments. How does widening Kagy rank relative to other potential
uses of this money? If we don't know, should we hit the pause button and
find out?
