The City only schedules out 5-years of capital improvements for water and sewer renovations. The plan shows water and sewer renovations scheduled to be completed at the same time as the street reconstruction on S 6th as we mentioned in the meeting last night. If the street project fails to get public support, then the water and sewer renovations work would be moved to “unscheduled” on our capital improvement plan which means that the work needs to be done; however, it is not scheduled to be completed within the next 5-years. Every fall, the city commission adopts a new capital improvement plan as projects get completed and the City’s needs change. Therefore, water/sewer improvements on S. 6th could end up on a future CIP plan, but they would be “unscheduled” if the street reconstruction fails. See p 2: Again, if property owners representing more than 50% of the street frontage vote against creation at that time, the SID will not be created and West Harrison will not be improved.
